I disagree. It's "hacker, jounin, sealmaster, medic".
Technique-hacking is sealing's counterpart: a discipline that could be used to create arbitrary magical effects. The crucial insight here is that it likely operates using rules different from sealing, which means the two could patch each other's holes — there will be things that are hard to do with sealing but relatively easy with technique-hacking, and vice versa. It's true that it won't be as economically exploitable, but I'm pretty sure that, for the purposes of esoteric bleeding-edge research (e. g., necromancy), even an average technique-hacker we could trust would be more valuable than just another sealmaster.
Consider also that both sealmasters and technique-hackers are rare, which means there likely weren't too many instances of them working together. There could be a lot of low-hanging fruits.

You could also offer to pay them more than they're currently getting by subsidizing them via other clan members' portions of the stipend. As the Clan Head you effectively control all of it anyway. Seal production income eclipses the pay that most jounin get from missions (or you could just offer to equip him with high-level seals for a massive discount, increasing their safety on the missions they do take).
That may be one of the reasons for the existence of the title, but any clanless truly powerful enough (Gai, Jiraiya, etc) would have been brought into the fold, so the remaining clanless special jounin are a cut below in terms of ability. Still formidable, but you're not likely to find a Kakashi or Gai among them.

Come to think of it, we still don't the authority to do stuff with Mari's sheet, right? Or even see it, from what I recall? Are we completely sure we'll be able to tell a Jonin what to train? Or will that probably fall under being clan head, and we just can't do it with Mari because she was our sensei?
