While some of the power levels seem good enough (though I don't think those are canon either), it gives Pilaf Saga Pilaf a power level of 40 (higher than Gokus), Bulma a power level of 12 (again, higher than Goku's). In fact, most people in the Pilaf Saga (including Chi Chi and Pilaf's henchmen) have a higher level than Goku according to this thing, which is plainly untrue.
(There's also a bunch of other crap in it which I can comment on if you want me to, but those are definitely not the canon power levels).
While I agree with you on Pilaf, Bulma's power level was for her during the "Saiyans are Coming, Need to Train" part of Dragon Ball Z. Though all the "Power Levels" from the 3rd Movie Pamphlet are really off, but perhaps that's due to the movie occuring in an alternate continuity?

Dying laughing here, but as much a joke as my statement was I was essentially proposing it as... vigorous exercise. Working out seems to be a major factor in gaining power levels.
I don't think we're ever told that the impact was near-fatal. Might've been near-fatal for an Earthling baby but it's apparently common enough with Saiyan children that Raditz immediately identifies what caused the personality shift.
In canon, Tien got his third eye from deep meditation so in a way he already has. Before anyone suggests we get our own, Tien was from the Three-Eyed Clan and the ability to get the third eye is probably limited to them.

"Really? I'd heard you had a talent, but that's impressive, especially at your age. But in any case, yes, she usually had somebody there. Your math teacher is a Vegetan saiyan, for instance."

You lean against the battlements. You had literally never guessed that Lady Vegeta might hide watchers in Masque form, but now that it's been spelled out for you, it's obvious. Of course you didn't sense anybody sneaking around; they were right there in plain view! They would sense like normal humans and everything! It's the perfect disguise! In fact, it's so perfect that you never even thought that it could be used against you like this.
You fume quietly for a moment before shaking your head. "I guess that makes sense."
"An unfortunate amount of it, yes. Any other questions?"
"Well..." You ponder for a moment. "...Head Raditz, why does your family like Jaffur so much? I mean, that's not just Clan loyalty. I don't understand."
Raditz pauses. And then he sighs, shifting his weight. "That's a fair question. How much do you know of my family?"
You shrug. "My lessons say you tend to be neutral in Clan politics and favor a strong Clan leader."
He hums. "True. But our history isn't so tidy. My family is powerful. They didn't get there by being nice. My ancestors were quite ruthless in taking power in both our world and the human world. Quite a few people got stepped on. But one line they never crossed -- one thing they always held sacred -- was family. Now my House is strong and influential, and I have the luxury of trying to be a good and honorable man. But my ancestors were right about at least one thing. Family comes first. Jaffur will be an amazing Lord some day, and the Clan will grow stronger. And more than that...I won't have to watch my nephew be chained inside his own body anymore." He stands, giving you a sad smile. "Sometimes, it's as simple as that. Jaffur is my nephew and almost a son, and I love him dearly. And I will see him freed."

Well, if we're really going to go all in trusting them and exchange techniques as well, as least one of them needs to learn goddammed Instant Transmission. The fact that he's claiming that an entire house doesn't have a single member who knows it is to the best evidence that he's hiding something. It's a technique with extreme utility even in non-combat or the human world.

The Kamehameha isn't so rare or valuable that it's something you teach only to those you trust. The trade is something that requires little effort for negligible tangible change due to the similarity between the Kamehameha and the Galick Gun. Its only real worth is in making us better friends with Betarel. Instant Transmission is a very difficult technique and can't be taught quickly like the Kamehameha/Galick Gun, making it inappropriate for the social action the technique-sharing is.
They may just not have anyone able to do it right now.
I mean it seems to be a Goku style specialty, so a prominent Vegetan Clan lacking a Goku (style) technique wouldn't be that odd. The odd Ki master may not have the chops to demonstrate at the moment, or they may have all died in the various conflicts in the semi-recent past (Rebellions, duels(?) Human world political assassinations (Senzu keep high level in both sides, so they could get killed in Masque) etc.)
Add to the whole Sedentary/Fortress/Agriculture vibe that the Senzu give off and I can easily see them as a clan that favours more defensive/stand-and-fight styles than one that enables ludicrous mobility in non-melee (I mean IT is usually not combat viable, and that doesn't scream Vegetan to me).
Plus it gives us a chance to offer it as part of a Betarel training exchange. Our visions indicate he become Kakara's type post-puberty.
May as well use the Sight for our puerile Genji-style set-ups while we can (joking).

I don't agree; these techniques are already fairly well-known, and if the guy is as loyal as he's coming across as then he would (until very recently) only be concerned if Clan Vegeta as a whole was unable to perform a move.

There are two things we need from him. Confirmation that keeping Jaron alive is the best for Jaffur and thus that they will aim for that and a way to keep in contact in case there are new developements.

This way we set a mean of communication, ask what they need to investigate a counter for the seal and see about suggestions to try diplomacy first.
Thinking about it, we should tell grandma of the vision and ask for the best way to convince Berra it is true.
