To an extent, yes. The option for power would have seen her put primary emphasis on it in order to better control the well of strength within her. This way she's just doing regular strength training.

Raditz is explicitly not a Super Saiyan. That force seal is really amazing, and if Kakara donated enough ki to mimic Full Power Super Saiyan on top of it, he'd probably be on par with an SS2. It's a tactic to consider, given our need to handle the Exile invasion nonlethally.

to be precise, he fought for a bit with the force seal and without ssj, then transformed.

I admittedly forgot to mention Tabe's trick though. I skimmed quickly through those pages and tried to keep to the important stuff, so that just slipped through.
 
To be honest, Raditz got his ass kicked before transforming. It's just that he survived, which was miraculous enough. He was still losing even after transforming, but it was a real fight at that point. Dandelor pulled some bullshit there.
 
I mean, if Dandelor doesn't have Elite-level magical talent of some kind, then all that tells me is that I had been greatly, greatly underestimating just how capable someone can be without a single Elite talent to their name.

Keep in mind Elite on this sort of magical scale would include things like Old Kai, Moro and the Time Breakera who have had millions of years to hone their craft. Considering the exile magical tradition is largely self taught, restricted to a single planet and has seemingly had no contact with the outside world in the process, the things they can do in their small pool is amazing.

I would assume that any being who has spent millions of years actively improving their magical skills would have long since transcended Elite to reach Legendary in that regard.
