The first one together that we passed it. The Faith being loyal to us was our intention from the moment Celeran was revealed to have other political affiliations.

On one hand, I want to keep things fair, but on the other, I don't want Kakara to get any more deeply involved in this. We already drop-kicked the most directly dangerous scheme that was going on here, and I feel that g-ma could do the mediation thing better.

I will follow the compromise vote, hoping we can restore order quickly and civilly, without any more grand gestures.

Considering that she said this earlier, I don't think grandma is exactly a neutral party well-suited to mediating this matter. Grandma is without a doubt a more experienced mediator than we are, but that doesn't matter if she has no desire to act impartially. The only way to guarantee that the mediator will do their best to not favor a side is by being that impartial mediator ourselves.

This file is monitored by nanomachines embedded in the paper, equipped with cameras, microphones, and scouters that will record the face, voice, and energy signature of the person reading it, and deliver an incapacitating electric shock should an unauthorized reader be detected, as well as sound a silent alarm. Any attempts to read this file by someone of lower rank will result in capture, followed by immediate disciplinary action. A reader not part of Emperor Frigid's forces at all will recieve a lethal electric shock.

Meteor Technologies began as a small electronics shop in West City, Earth, under the name of Meteor Electronics, Inc. Its founder, one Robert Richards, gradually built Meteor Electronics into a major tech giant. After his death, Meteor Electronics expanded into other markets, becoming known as Meteor Technologies. One of these was spaceflight, along with interplanetary (and eventually interstellar) colonization, with the result that Meteor was on the forefront of humankind's spread across the galaxy, and one of the architects of a truly interstellar humanity. They were also behind the mass exodus of humans, Saiyans, and Majins from Earth.

However, they are not to be mistaken for a collection of Armani-suited saints using their wealth to benefit humanity as a whole, unlike the now almost-mythical Capsule Corporation. Meteor, especially after their dramatic expansion into an economic superpower, has been driven by one thing and one thing only: greed. They raze entire planets, destroying the native ecosystems and terraforming the atmosphere to make planet-sized factories. Corruption scandals at the very top of the company have caused their image to plummet, especially in recent years. Most importantly, they have been caught creating and deriving profit from teams of Champion-level mercenaries augmented with Meteor-brand cybernetics, and ironically, many of those mercenaries are derived from our own ranks, having turned traitor either due to promises of better pay, some foolhardy attempt to escape our authority, or out of a desire for revenge derived from our standard recruiting practices.

While Meteor still enjoys a large amount of profit due to its continued manufacturing of many products sold in human territories, from cell phones to spacecraft, scandal after scandal has caused their image (and thus, their stock value) to plummet, which is making their shareholders very nervous. There have even been talks of dismantling or dissolving the company. If we were to buy out Meteor Technologies--which will likely start looking for a buyer soon even if we decide not to pursue a hostile takeover--and make it into a state-run company that operated in our territories, we would gain access to their factory planets, giving us much more territory than we currently have. In addition, we could force Meteor to make our army their primary client, dealing a severe economic blow to the humans and not only giving us access to their Champion creation process, but ensuring that we no longer have to be completely self-sufficient financially, and also gain access to unique human technologies.

Well, I'm pretty sure Majin Buu is the only Majin in existence in this timeline. The rest of it, all of it really, is up to Poptart to canonize or not. It doesn't fit with my headcanon of wider space, but that doesn't necessarily mean anything.
 
The biggest thing that stands out to me is mention of a "champion creation process". Which just is completely paradigmn changing compared to what I had envisioned, where Champions where still rare powerhouses.

Methinks you're a bit wrong there.

Plus, the Champions they created are already extremely strong in their own right even before the augmentation process. The cybernetics are just the icing on top of the planet-destroying cake. Thus, they are still quite few in number due to needing to scout them out beforehand. There are ten generations, or "Teams" of augmented mercenaries, each receiving more advanced cybernetics than the last. There are about 5-10 members of each Team, making a grand total of somewhere between 50 and 100 Champion-level mercenaries. Obviously, they can't hold a candle to the PTO's sheer numbers, especially due to the amount of time and money invested into each one.

Thus, the main benefit of having Emperor Frigid buy out Meteor isn't to recruit their Champions for his army, but instead to gain access to their unique combat cybernetics so that he can use his sheer amount of resources (which greatly eclipses Meteor's) to mass-produce cybernetic soldiers and make even his weakest trooper into a force to be reckoned with.

Even the number of PTO troopers we do see, assuming them all to be Champion level, that is peanuts to what populations could fit in space.

My point directly derived from that history book. In it, you write this:

And then you write this:

As Freeza had little interest in keeping the territory his underlings conquered, he was freely able to use champions to their fullest offensive potential: exterminating entire planetary populations. Instead of using the planet himself, he would sell it to the highest bidder, often at a massive profit.

So you pretty much admit that the average PTO soldier (the ones performing the genocides) were powerful enough to be considered Champions, purely due to how they compared to the average denizen of the galaxy. Of course, some Champions are stronger than others, as both Raditz and Frieza can be considered Champions despite the massive difference in power. The likes of Raditz, as i envisioned it, constitute the "average" PTO soldier, but he still qualifies as a Champion due to his ability to pose a threat to the Champions of an entire planet, however weak the planet is overall.

My point wasn't that Meteor "creates" Champions, but rather that they can take existing Champions and not only chain them to their cause via failsafes in their cybernetics (as was made clear in Days of Future Past), as well as massively boost their power.

However, I would argue that while Meteor could theoretically augment an average Joe off the street, give him some basic military training and sic him on a conventional army, the augmentation process is hideously expensive and thus it isn't financially practical or really worth it at all to augment any soldier but the very best (read: Champions) anyway, because creating cybernetic cannon fodder wouldn't be a very good return on investment due to the costs involved, and would go against the purpose of the augmentation in the first place. Remember, Meteor is creating in-house mercenaries to make boatloads of money in secret, they don't need billions of soldiers because they aren't out to sell planets like the PTO or conquer territory like Emperor Frigid.
