Okay, I admit my argument about Shego and Toffee was flawed. My point for the drug ring still stands.
What about the drug ring? I don't actually think she'd care we'd investigate it in the same way she didn't care we bought Buenos Nachos, especially now that the drug ring has reached our part of Colorado.

I have always tried to give replies with actual argumentative substance, but I won't bother if he doesn't extend the same courtesy to me.
I don't agree with this at all. Just having Shego, another King, publicly denouncing Doom for his racism against Toons while at the same time supporting Supers (aka, the same thing he did to us) would help us a lot against Doom. Another idea would be to just collaborate with her in further SRA actions which would make it impossible for Doom to spill bullshit on us for that since it'd mean attacking Shego at the same time.
Another thing she can probably do for us it to lend us muscle for our Quests, kind of like the Dickeens.
However, more important than this, I think, it's to have allies who we can trust for when shit hits the fan (which would be sometime this year...), instead of just trying to ally with her just the turn before bad things happens.
An example of something similar, in a sense, was us trying to bring her to the auction, it was something we wanted but we just couldn't do because we just hadn't gotten in contact with her. Now imagine us trying to get help from her when the bad thing happens but just being unable to because we've refused to contact her again and again.
Hmm, I don't think Shego would come out in support of Toons for free, but it would be a start. I don't think there's much of risk of allying with her just before the crisis, really; it would be not even a turn of grace form the augury.
I don´t have a meticulously-crafted 100 step, no...but "team up with Shego against Toffee and consolidate our forces" is at least a *Framework* of a plan that we can build up upon.
Let me try to put this in step by step.
You want to ally with Shego, so we can pool resources and know-how against Toffee. Logically, the earlier we cooperate the earlier we start reaping the benefits. I agree with this, believe it or not.
However, it is also true that our Occult actions are in quite a sorry state, a terrible place to be since it's the main weapon of our newest enemy. Just like cooperating with Shego, the earlier we get our Occult actions in a good state the earlier we will benefit; and these benefits are very relevant when it comes to combating Toffee.
Since our Occult actions are in a far more precarious state than our relationship with Shego, I want to prioritize fixing it first. Our relationship with Shego already is quite good and we have already cooperated on Quests before; this opening of contacts is in many ways a formality. The same cannot be said of our Occult actions, which right now currently consist of throwing things at the wall and seeing what sticks. It's something that has far bigger urgency in my mind, and therefore needs priority.
Essentially, we don't need time to have a good relationship with Shego, we are already there in many ways. But we do need more time to get our Occult to get up to snuff, so when it comes to which gets the priority of more time, then Occult is the one I choose.
You said it yourself, didn't you? Look above - I've bolded the relevant lines in your response for emphasis, and will repeat them here: "The more actions we complete in a category the more powerful the available options become." If we reach out to Shego and establish a formal relationship with Drakktech, we then have much more powerful options to employ next turn, and reduce the chance that she will simply go with Toffee on a deal. As she said, Drakktech is a company - they don't much care who they're doing business with unless its Syndrome (read: unless she has some compelling reason telling her not to).
Anyway, if it's just a question of completing Occult actions, and trying to unlock the Coven option, I don't see why we can't do that next turn, when we'll have our items from Xanadu in hand (with auction materials on the way). Given how much of a boost Felldrake gave to Janna, I don't think this is an insignificant consideration.
See above for a partial response. Again, it would be nice to have Shego, but I don't think having it a turn early is better than having than getting our Occult fixed a turn early. I don't think she has a big chance to accept a deal from Toffee at face value anyway.
Whether she is above betrayal or not, I think there's a distinction to be drawn between what she's like as a person and her obligations as CEO of Drakktech. If a company has formally established relations with another, and are beginning to work together, it is pretty bad PR - and often hurtful to internal morale - to simply toss a collaborator aside. If Toffee reaches out, and we don't, then he has secured an advantage against us, since he will have made inroads with Drakktech - and we will have not. It's not usually good practice to be one step behind an enemy when it comes to securing allies.
Inter-company relationships are hardly the be all and end all, especially if we show up to Shego with evidence on hand. This seems like Shego's problem and not our's anyway. It hurts her to break the deal, but I'm pretty sure cooperating with a interdimensional invader will hurt her a lot more in the long run.
Just wanted to point out that Shego may perfectly have Occult heroes working for her. Like, I seriously doubt she's none since that would make her very easy to attack by people that have Occult stats, that, or the heroes she's working for her is enough to defend her against that kind of attacks. In any case, implying that a fellow King has no way of helping us with Occult matters (aka Toffee) seems pretty disingenuous, more so if we're comparing what a King can do for us to a single Hero Unit.
A very simple example would be she sending some of her heroes along with us to some of the Quests we'll unlock after Xanadu, saving us heroes for national actions or more Quests and helping us get more occult artifacts in less turn, far more than a single hero could.
Our two Occult heroes were the result of crits, and we'd be pretty screwed if we suffered a serious Occult attack even now, so no, I think Shego not having anything for Occult is pretty believable. Do you think Syndrome had Occult heroes too?
Even if she has a few somehow, they're still her employees and not ours, so I imagine we won't get them for free, and putting them in charge of sensitive stuff in our company would be an iffy proposition. It's way better to have this stuff in house.
I'll try to make my case for reaching out to Shego over recruiting Kitsune here. Kitsune, for all the prophecy and cool Occult stuff is only a single hero. Shego is a fellow King with the resources to match. Look at the "Luck Be a Lady Quest." A large reason why it went so well is because of the heros she managed to toss at it.
Like compare Gwen Grayson with Kitsune in terms of utility. If you think the two are at all comparable (I'd say yes) remember Shego has Gwen and many many others as resources. Obviously we won't get immediate access to Shego's resources from an alliance, but you have to take the first step at some point.
And in general eeaching out has been great. The Magus Bazaar and thus auction directly came about from reaching out to Xanatos!
First, lol, the opportunity cost on Kitsune is way higher than Gwen's, are you kidding? If we were drowning in Occult heroes maybe we could compare them "objectively", but right now I'd seriously trade 10 Gwens for 1 Kitsune. Occult is just too important to us right now.
Second, I agree that Shego will have tons of cool stuff! But I also believe very little of it will be free. Even when it came to the Auction we had to spend an action to prepare funds for it, and the quest didn't even start yet! Considering how important our own Hero units are and how we are always Hungering for more, i hardly think the price on stuff like that will be cheap. Would we ask for little should we be in her position, knowing how much sending a Hero unit away costs us?
