Here are my thoughts for next turn.
M - Dinosaur Cavalry Or Energy Weapons (Lizze)
Not much to say here, just making our PMC more killy. It's useful in quests and any future offensive grid actions, putting it ahead of roof lasers.
D - Reach out to Shego Or Campaign Against the SRA (Goofy)
D - Recruit Wendy (Mirage)
Honestly, now that we have access to the grid (or will have once we research the laser) Wendy is more necessary than ever, given her probable diplo bonus with AIs. Otherwise, either crit-fishing with Shego or an obligatory SRA action
S - Develop a new social media platform (P+F)
S - Insuricare (Hego)
Social media for reasons discussed at length already, Hego on insuricare is sub-optimal, but makes a statement. Together they should let us make a decent anti-SRA showing even without the action.
I - Turn Hawk (Russ)
I - Investigate Toffee (Tobe)
Follows up on our conflict with Doom and tries to get enough info on Toffee to get Xanatos against him. Tobe is occult capable which might help here.
L - Survey GalFed ship (Jumba)
L - Research Robo-Doppelganger AI (Von Drake)
Nothing to see here, just climbing tech trees. We're unlikely to need Jumba for any Learning actions outsides his specialties, so having him on Galfed tech now isn't much of a loss.
O - Dance Magic or Tarot (Dennis?) (Whichever is lower DC)
Just filling an action, notably without Janna so she can study with Feldrake. EDIT: I guess we could put a non occult hero here and hope for toon shenanigans.
LOVEMUFFIN - Buy out Lee Industries (or a low DC Dino option if loyalty is an issue)
Get a hero unit or loyalty maintenance

Making sure we get that Occult stat before the auction
-Hire the Dickens(Look For Star and Marco)
Missing persons should play to their experience as detectives

We shouldn't tinker with our inators though, don't forget P+F's trait:
Mysterious Force: If you assign Phineas and Ferb to a Big Idea stewardship action on any turn you do not Tinker With Your Inators, your Inator roll has a 5 in 6 chance of being cancelled out. Candace gains 1 Paranoia Point.
Which, huh, wonder if that bit about Candace is a joke or an actual mechanic. Regardless, consider swapping that action out with talk with the bossman for talking with Goofy or maybe P+F themselves? That or for Make up with Roger. We really need to get on that.... also it just occurred to me that if we wanted to put forth our own candidate for the presidency like Xanatos is doing; then Roger would be a pretty good option to put forth as he actually held public office before and did a pretty good job. Huh. Yeah, we should probably get on that.
Also, it never occurred to me to put P+F on making a social media platform, but if we want a good one that will serve us well into the far future, then yeah, this would be great to put them on! The DC will raise from 70 to 90, but that's a worthy trade off I think. In general, I think it would serve us well to put P+F on stewardship things that have lower DC in the first place since their +20 to DC won't affect much in that case while also increasing our chance of getting more bang for our buck out of those smaller options. By that logic we should probably put them on the recycling action the turn after next turn as that only has a 45 DC, so it'll only increase to 65 DC, which will be mostly covered by P+F's stewardship.
My only other comment would be maybe putting Technor on Janna instead of Stanley, but getting him out of jail and into our employ sooner rather than later may be a good idea. Between him, Lizzie, Von Drake, and Jumba if we really wanted to we could consider opening our own cape equipment supply store. Sponsoring capes like Olympia is doing with Voyd is what I've been proposing with the Super DOOFS, but we could also just flat out sell equipment or consultations on the side as a discount Edna if we really wanted to.
Also, hopefully between recruiting Wendy and researching the robo doppolganger AI we will be able to accept Norm and CJ as our children within the next turn or two. Other than that this plan looks good to me!
