Who remembers the kings of Assyria for the part where they tore down dozens of cities and sold the inhabitants into slavery and flayed the skins off their royal families and brought them back to Nineveh as trophies? In their day and in the specific region they dominated, those kings may have been as feared and as reviled as Adolf Hitler. But today? We know their names, we know broadly what they did. We're aware of the Assyrian reputation for conquest, tyranny, and cruelty. We know, intellectually, that all of this happened, but it isn't personal. It happened 2800 years ago, to cities and cultures that no longer exist in recognizable form.

Around 700 BC, a coalition of various neighboring powers tore down the Assyrian capital and took the last of their kings. Suppose he were an immortal thrown into prison by them. What could they possibly have done, in those days so long ago, to ensure that 2700 years later anyone would even care about the crimes of that king? They could carve it onto stone tablets and be sure it was recorded, but could they ensure that 2700 years later people would be reading the tablets and taking them seriously, rather than just having the imprisoned Assyrian king go "well, that history was written by my enemies, who defeated me..."

Realistically of course, it wouldn't matter. If Hitler is in Forever Jail and someone lets him out in the year 4700 AD or something, he's got no special power base and is probably not a threat. But Toffee has, apparently, a lot of magic at his disposal. He'll be a threat whenever he gets out.

Imprisoning truly dangerous immortals, the kind where we use the adjective "sealed" to describe them and not just "in a jail cell," is tricky like that.
I mean, yeah. But like, I wouldn't want to keep him in a jail cell for thousands of years even if I could? He's a bad person, but I'm not sure there's any set of crimes that would cause you to deserve to spend a thousand years in the US prison system, even if we accept that deserving it is a reason to jail people, as opposed to things like threat level, risk of recidivism, and deterring other criminals. And as for threat level... I don't see it. For Bill Cipher, sure, absolutely. Toffee?
Ah, so you're relying on rapid technological development to make him irrelevant. That might work, though the existence of magic becomes a significant equalizer allowing people with a primitive tech base to be a threat to people with more advanced technology.
Does it really, though? There are, so far as we're aware, 16 kings; 14, if we discount Nausicaa and Bill CIpher, who operate on their own respective different paradigms. Of them, only 2 make serious use of Magic - that is, Xanatos and Toffee. And even in the case of Xanatos, who has one of the strongest Occult games around, their occult is very emphatically not what makes them dangerous. I would not take him a lick less seriously if he suddenly lost access to all of his occult resources, heroes and knowledge, because he's still the planner, still the multibillionaire owner of a megacorp, still a skilled scientist and engineer, still in control of much of the government on the eastern seaboard. In fact, I'd argue that the biggest damage losing access to the occult would do for Xanatos would be costing him the services of Owen, not any of his magical items or actual magicians.

Is it possible that, if we imprison Toffee, a few decades down the line he get's released and goes back to working towards multidimensional domination, and has a serious chance of suceeding because his occult powers are strong enough to make him a threat to our (or Xanatos, or one of the other kings, or some non-king based governance that ends up taking form between then and now, like a resurgent USA or some empowered UN or something), entirely by himself even after all the tech development between then and now? Maybe. But would it surprise me? Yeah.
 
Its a pair of scissors, and well most people don't get how hot the sun is. It crazy hot, it made of plasma the four state of matter. Those scissors and Toffee is melt, or more correctly vaporize if we teleport him into the sun.

He stole two items from Star and her family. Magic Wand for spell casting, magic scissors that cut open dimensional portals.

We will get them both back.

At the very least, the scissors are metal, and Doof can canonically make a magnet strong enough to pull metal from multiple miles away. We can probably yoink those without too much trouble.

You're forgetting about the King of Metaworld, which is fair, he seems to be pretty firmly on the "I'll go after earth once I deal with my off-earth enemies" which were Toffee and ... I want to say Garth Nix, King of Tomorrowland?

Interlude: ...Or You Can Cleave It Apart
"Ah." You say, as your range of 'how bad' this could be expands considerably. "I think maybe you should back up a little?"

"Okay. Okay." Janna replies, and then composes herself.

"It all started when my friend Marco got a new exchange student bunking at his house. I didn't think about it much until she summoned a flaming rainbow in the middle of the school."

"A flaming rainbow?"

"Yeah, that's pretty much Star's whole aesthetic. It's pretty sweet. Anyway, after she turned Marco's arm into a tentacle beast-"

"She what?"

"Don't worry it got better. I think. But after that I decided I had to get to know her. She's great. She took me to other dimensions, she almost got me killed in a game of truth or dare, we summoned a dead clown-"

"Dead clown?"

"We're gonna be here all day if you keep asking questions dude."

"All right all right, I'll save them for the end."

"Anyway. It turns out Star was this like, magical princess from another dimension, and she had this magic wand that can do basically anything. I was a bit iffy on the whole 'monarchy' thing, but it was a matriarchy, so that's cool. There were these monsters constantly trying to steal her Wand, only I think they weren't very good at it most of the time? And not all of them were bad, and I think Star was starting to feel sorry for them. But then one of them showed up who was good at it. That was Toffee. He kidnapped Marco and almost killed Star, and she thought Toffee died but… he didn't."

"One night, right before school was supposed to let out, Marco had a big start of summer party. And Star…" Janna trails off for a moment, waving her arm vaguely. "Star told everyone that something had happened, and she had to go. And that was it. …I never saw her again."

Janna pauses again, this time to grimace and rub one of her eyes. You decide not to interrupt.

"A week later, Marco went to check on her in her dimension. He came back three days later, looking like he'd been through a blender. He said that Toffee had taken over Star's Kingdom. He'd gotten Star's wand. And he said Toffee was already moving on the others in Mewni."

"I'm gonna take a wild guess and say that's the dimension's name?"

"Yeah. Marco stuck around for a little while, but eventually he went looking for Star. I wanted to help! But I had no idea if she was on Mewni or Earth or any of the other 50 bajillion dimensions. Until she showed up… here."

"Here?"

"I don't think she's in 'Doofania' anymore." Janna admits. "But she was on Earth. I saw her! In the news report."

"Oh! The devil girl!"

"Bingo." Janna agrees. "That's why I came here. That and… well. I don't know if home is safe anymore."

"… a few months after Marco left, weird stuff started happening. It was subtle at first, but I noticed. Adults started asking me weird questions about Star and her family. All the stuff Star blew up that no one had bothered to fix got rebuilt all at once. And once or twice, when they thought they were being sneaky, I saw monsters creeping around Echo Creek. I tried to tell people, but no one would listen! I've spent years building myself of as the Grand Poobah of Weird, so for a while I thought it was just people thinking it was more of the same. But I realized no, some people are getting paid not to listen! I know Principal Skeeves is on the take, that worthless son of a-"

Janna says several words you don't think Goofy would approve of, but you decide to it let pass.

"So." You sum up. "There's an evil lizard with crazy magic from another dimension looking for your friend for some unknown reason. He's rich, powerful, and that whole quiet area in the Southwest where it looks like nothing's going on is in his pocket."

"Oh, also he can't be killed."

"Huh."

"You're taking this a lot easier than I thought you would."

"Eh. It's not like there aren't a bunch of secret tyrants across the country anyway. I already know about magic, thanks to you and Grunkle Mal, and I've actually considered the existence of other dimensions before! I had plans for an Other-Dimension-Inator, but inspiration never struck."

You pause for a moment. "Might be time to dust those off, come to think."

Janna turns to look out over the cityscape once again. "So. Now what?"

@Murazor btw, thanks for those breakdown sections for Loyalty, Martial, Diplomacy, and Stewardship! That makes it much easier to think about and sort out the information for those factors!
