Looks good I agree with most everything.
This concerns me that hego might get a malus out of this if he feels the resistance is justified. Not really a big deal though.
My concern here is it seems to have a very high dc. Other than that it's fine.
I really think we need that detective agency. We have whatever phantom blot is doing with the toon railroad and now Kat infiltrating us. Having detectives could REALLY help right now.

LOVEMUFFIN does want to feel important; that is true. Their feeling important cannot always be something on which our plans turn, however.
Especially with MiH just clarifying that a higher roll doesn't help us on setting aside money, in this case, it's probably fine to have the kooksters set aside funds for the auction.

Hmm, leads to an interesting theoretical question through, would the reverse have the same answer? Would doing an action to upgrade him also repair him? Instead of rebuilding, replace with new and improved parts?

Reminder that we got confirmation that the Resistance are literally a bunch of punk kids. If there is an diplomacy action to deal with them, I'd rather do that or just send the Doof Troop.
On other things though, I am interested in recruiting Kitsune, she seems fun. Plus, we could use more occult heroes. I do approve of following up on Stanley with Technor this turn though and most of the other parts of your plan look okay at first glance. I'm gonna go through and maybe make my own plan though just to see how well it matches up to yours.

Mirage is uniquely suited to this action, also Wayward Supers is distinct from the Super Scene from how I'm reading it.

Super scene = current active heros/villains/vigilantes/rogues, whether they are natural capes, tech based, magic based, or whatever. This is the politics/PR/culture stuff.
Wayward supers = Those with natural powers that are lying low, hidden from society.
This is how I would differentiate the two actions.
