More canny observers, like Sinatron, note that this is coming in the wake of a long series of government efforts to ensure the safety of the people from the oncoming spate of Super-related disaster incidents which proponents of the SRA have continued to argue will come to pass, six months after the bill's repeal. Especially with our AI focus and advancements we've been making.

Also next turn I want to do the corporate actions of lab-grown meat (affirmative) and West Coast market research.

Assuming we have to do an intrigue action without a hero unit next turn, In my opinion it would be much better to do Funtelligence instead of Zootopia because it would be more beneficial, provide us more opportunities, continue our efforts in San Fransokyo, and so on, even if it's less likely to succeed than the Zootopia action (remember we can use Max to flip CF ratio).

Just getting a success or fail isn't everything, it also matters WHAT we are succeeding or failing in. We can't afford to flail around with our finger in every pie - the Drossel thing has showed us we need to focus. In my opinion, we've already decided to focus on San Fran based on our previous actions, so committing to that would be the smarter choice.

Zootopia I am interested moreso because of the things outside of the main plot, AKA Primal, Solego, and the Nazi Birds, not Bellwether. All 3 I can see becoming major issues.

Like, after doing the math its a 34% Success without XP. 44% with, which isn't the worse to attempt. I wouldn't mind trying Funtelligence, just moreso want to get the final information networks set up.

Also why "concerningly high"
What's concerning about it? The CF chance would be quite low even without Max.

This feels like a repeat of the Lovemuffin issue "hyper focusing about average CoS" when these actions are extremely time sensitive with San Fransokyo potentially blowing up with our family inside.

Plus, bare failure is also useful so add another 10% to the odds of a favorable outcome there.

Oh wait Zootopia isn't infiltration, it's Information Network.

Like, it New York and Calisota are the last 3 Networks I think we need before we get the reward for having every Information Network unlocked. If we're talking about Infiltration then it is a lot better.

The rewards for succeeding each are different, one gives us greater visibility of what happens in Zootopia, one let's us learn more of one of out Rivals. Both are important, though I'd prefer the visibility before Negaduck's attack; especially since we're in charge of maintaining Zootopia. After Negaduck I feel more comfortable in another infiltration.

I suppose it's a debate on what we value more, getting the final base networks down or allowing us to spy on a big rival.

Also why "concerningly high"
What's concerning about it? The CF chance would be quite low even without Max.
I though it was 115 not 103, that was my issue. (22% vs 34%) When I saw that it was 103 I became a lot more willing.

I'm annoyed that we're probably unable to do the wasteland quest now, but if nothing else at least that cleans up our questing backlog a bit, I suppose

I believe Fission Chips was Spiro's company from Artemis Fowl. Éire, from a quick google search, is the Irish name for Ireland, and the interlude name is based on Drawing someone's Ire.

At a quick guess, this sounds like the events of book three just took place, and Arty was a bit more vindictive than canon.
I'd bet that the fact that this setting is much more dangerous than the canon one means that Artemis Fowl was much better prepared for the attempted double-cross/assassination. Potentially that means that [SPOILERS] didn't happen, but on the other hand it could also be that it DID and we see Artemis grabbing a few generous fistfuls of super-science and/or magic to put [REDACTED] back together again, more powerful than ever.

(I, for one, would be quite interested in the prospect of Butler becoming an enhancile, given he managed to solo a goddamn deep troll with nothing but medieval plate armor and a maul without any kind of superpowers or cyborg augmentation.)
