I mean, I'm pretty sure he didn't win in the 50's(also, I don't think Roger Rabbit took place in the 50's) and only recently won. I mean, if he did win all that way back, then Max wouldn't exist.

Roger Rabbit took place in the late 40's to very early 50's in the immediate post ww2 era when the Cable Cars of LA were being phased out in favor of the Highway

The movie is set in 1947, so there is two possible answers:

A) Consolidating his rule took decades

B) This is one of those in-universe paradoxes. I really hate giving this as a potential reason because I feel like I am saying it as a possibility in every post.
 
I mean it stands to reason that if Judge Doom won in the 50's, then Acme Looniversity wouldn't exist as Hollywood no longer makes Toon Pictures. . .
Gridlocked canon is that all Disney villains won relatively recently (it varies, but generally no longer than 5 years ago) and that some toons do still act in films, but far less prominently.
 
We can probably advertise to normal folks who are looking to be in the entertainment industry such as actors, directors and so on.
That's perfect! In the future, that could help along that whole basic idea that you guys mentioned about taking control of the entertainment industry. With a potential brain drain coming in from Doom's area and Toons being pushed out of work, we can possibly make Doofania a new center for Toon-based entertainment! :D

In DVV classic, it's the whole world that's gone to hell. Technically theres stuff like Homeward Bound, so a bear probably ate that cat and dog, but yeah, there aren't really any big villains in Disney canon Canada or Mexico.

Except Coco, but that doesn't really affect Mexico
 
Also since the villains won in this world, maybe the Santa Union vs the Krampus?

There's always The Santa Clause. From what I remember, the first movie didn't have a villain per se, but the third had Jack Front seizing the role of Santa and turning the North Pole Workshop into a megacorp. So, it'd fit right in.

The Villian in the Santa Clause was the guy who married Tim Allen's Ex Wife, the Therapist who didn't believe in Santa
 
I wonder how bad the state of the magical community is as well. The Huntsclan probably wiped out a good portion of them and sent the rest in to hiding. They could also be at war with the Dark Dragon since Jake probably isn't here to help deal with that (nor would many other dragons be there if the Huntsclan won either).

From the way the Setting Lore goes, the Huntsclan, Mafia, and Manhattan Gargoyle Clan are in a 3 way street war in NYC, which Xanatos allows so long as it doesn't disrupt business
