The hats aren't just hats. They are robotic assistants built in to the hat as well. So not really comparable to a basic hat.
Wait, they're advertising the fact they aren't normal hats? And they're trying to hide the fact they're mind-controlling a town? That seems counter-intuitive, but okay. We're pretty decent in tech though, so I don't think it's that huge of an issue.

I'm going to be honest, after a while the Council comments started to blend together.

Half the problem is that there's so many of them, and the other half is that not all of them are informative or entertaining. Most are just a one-off joke that barely adds anything to the text, and you could cut them without any impact.

The Council Opinions were the thing I was looking forward to the most and this update and it absolutely delivered.

I'm a bit annoyed we can't directly shore up Winston, but something was bound to slip through the cracks.

As far as the council goes.

Wile was a absolute treasure. So Much fun having him there. Just the right amount of zanyness and moral leeway to go with his super genius ego. I want him here even if we get someone better.

Goofy was nice but the poor guy was clearly struggling with stuff being over his head. I'm hopeful that completing his college degree personal action will buff his stats and give him more grounding on topics.

Lee was great. A voice of reason, super pragmatic, no nonsense attitude, and really self interested when it comes to actions. I'm putting him under token evil teammate.

Mirage was excellent. Another voice of reason and a pragmatic no nonsense approach. She is definitely feeling what happened last turn and it's giving her a reason to voice more sympathetic views than would have happened otherwise.

Ludivine was pure gold. We must keep her forever. I was laughing at several jokes and 4th wall breaks.

Malf was fun. Same problem as Goofy with stuff going over his head but the fact he is basically pre character growth doof that only knows magic makes him hilarious. He's in blatant petty evil teammate territory.

Everyone was fantastic. Just the various reactions of "what do you mean we have this tech!?!", "why haven't we done this yet!?!" "Hell no!!!" "I personally want this a huge amount." And "rejoin America???" Were wonderful.

Personally I loved the council opinions, Malifishmirtz was the best part of the update.

This was a fun update. I'm not much of a turn planner for this quest, but personally I would like to see us focus on the the dinosaur business this turn. I am very interested in sponsoring SPLIT/SECOND, but thats probably better left for after we finish said dinosaur business.

When it comes to the Council, Goofy is the only one I think needs replaced. As nice as he is, I don't think the guy is suited for this sort of position. That said, no rush. He's not causing problems yet, and we don't have a lot of good choices to replace him with regardless. Perhaps someone like Cruella De Vil? Something to consider in the future I suppose.

I think Goofy has good instincts, but it's clear lots of things go over his head. Maybe having him finish his degree with his PAs will help?

I personally think we should concentrate on Advanced Robotics field. Like, for example, ensure AI wouldn't start revolution and sell them on the market. It would give us advantage in this particular sector (better to drive out unnecessary competion too). And money, money is good. Don't mind to resurrect Sinatron too, I like this fellow.

Ehh, I don't think it will help enough to change anything. Regardless of his education, personality wise I just don't think he's the best choice for this position. That said, I see no reason not to try it in the meantime! We don't have a lot of other options for the diplomacy councilor, and I wouldn't want to promote any new hires to the position until we got time to vet them and get them used to the company.

Also, it seems like the only way to help Olympia right now is to rebuild Sinatron, since there is a warning about power struggle below it...
If we rebuild Sinatron there will probably still be a power struggle in Olympia. It will just be incredibly swift as Winston Deavor gets demoted like Drakken and Sinatron becomes the new face of the company.

Not impossible, yeah. Unless things change next turn significantly next turn, that's the only option we have to stabilize Olympia. And having Sinatron being indebted to us could be quite favorable. Winston is a good lad, but he really is not King material...

Yeah, but Sinatron seems like a surprisingly decent sort, so this may not be as bad for Deavor getting his way as you'd think.

More generally, Winston isn't really much of a contender for King-level power on his own. He's too soft without someone like Evelyn or Sinatron doing the sneaky shit. Even if Winston somehow won a power struggle and no contenders like Sinatron rose up against him right away, in the long run someone would take his power.

Does the Plan-Inator V4 integrate Council bonuses? If not, is there a V5?
Black ops now or later? If now, who, and if later, which martial action to take in it's place?
  • I think Technor + Juniper + Gomez would be a very nice team, Technor as leader and two hero units who would be happy to be followers.
    • It's either Gomez, or Lizzy, or a poorly matched team (Technor AND Mezmerella would be two leader figures, read the new black ops description per hero unit, and would also mean we couldn't get the moles with our best intrigue unit), or waiting at least 2 more turns (recruiting Cruella, and recruiting another unit for the black ops team specifically). So if you say "No Gomez" you're picking one of these other options, just as a heads up to consider
We could make a doppelganger of someone to put into the team if we wanted. We're missing a Face.

It's a shame Phineas and Ferb aren't available this turn, would have loved to put them up to the Big Herbivore Exhibit.

To be fair, flubber has an insane amount of potential and it's a goddamn tragedy we can't take the stuff and run with it.

It sucks a lot yeah but it's not like we're short on gold mines to dig into. Most just aren't as deep or rich as the one that Flubber is.

I just hope once the errors have been edited we have a good find our missing agent start. Though. I think I figured out *how to become presedent* first take our home contry by force and make it officially part of our "country" then! Give our country back to the USA. Ethier they have to take the 4th world country posin pil or recognize our claim as legitimate! And then if they take us back we run for pres. It's foolproof! Cause not even a fool would do it

Really loved the council, Coyote in particular surpassed my expectations, and they weren't exactly low. Keep him there forever!

I'm going to be honest, after a while the Council comments started to blend together.
I can see your point there, and I can't help but agree. My take on it is that it's an inevitable result of this being the very first update after the council was added, so EVERY option required a council vote.

I imagine it won't be a problem in the future, the dialogue is likely to be cut next time leaving only the resulting vote, and new dialogue will only show up when we unlock a new action, or when there's a change big enough that a prior action requires new consideration, like a solid DC drop, a change in public opinion, and so on.

Anyway, regarding the current plans, the only two I'm really pushing for are dinosaur research and rebuilding Sinatron. The former for obvious reasons, the latter because it seems like the only solid option to help Olympia (or whatever it gets renamed to). There's risk of Sinatron taking over, but it's honestly not that bad an outcome, as it has been said, and we do owe the bot for his actions, both regarding Olympia and Mirage in particular. Let's get on his good side. If he helps support Winston, then great. If he starts calling the shots, then alright.

I have no idea if Sinatron will do a hostile takeover or not. There is a decent chance he likes Winston enough to work for him, and even if he doesn't it would be pretty easy for us to defend ourselves.

The Alliance with Olympia is to important to pass up right now, and Sinatron is fairly easy to complete.

For Learning we can stick monogram on ODI, Transmissions, and either a Jumba action or Silphium (Since the response of every councilor who isn't dumb was DEAR GOD WE HAD THIS THE WHOLE TIME?, I feel its worth it). Wasabi has a +86 by default, so we just need to spend 40 XP to get to a Guarenteed Success.

Also whats the limit to Roddy?

Also I'd like Alan to do his personel and Lizzy to do Transmissions, both because after XP she can't critfail, and because I'd feel terrible if all the programs died.

Okay, reasons for why I picked what I picked.
Martial: If we want heroballs, we need to do the Black Ops. Plus, these four are kind of the only option for the team that we have (almost all of the others have reasons for not signing on, Lizzy I'm using for something different, and Khan is better as a one-man-unit). Plus, the synergy could be worse. Juniper already knows Gomez and Technor, and Mez doesn't seem all that hard to get along with. Plus, there's a decent balance throughout.
Diplomacy: Cruella is just too good of an opportunity to not snap up. Plus, we need to do something to stop the advance of the hats. This write-in option is in character for Doof, plus it throws DOR-1S off and makes her think we don't know about her yet. (I am open to a research agreement with another King if people would rather do that, though.)
Stewardship: I know people want the Muppets, but we have basically negative influence in that sphere due to us having Bueno Nacho. I just don't see it as a good use of an action when we have a dozen other things we need to do also. Bonkers, for one, considering that DC is only going to go up. Plus, I'd rather start on dinos so we can open up that deal with Glomgold (and maybe pull the rug out from under him later in support of Scrooge). As for why I picked Sinatron, since we can't shore up Olympia (thanks a lot, Council), this is the next best thing. Olympia is an ally now, we should treat it like one and help it.
Intrigue: Moles is a must to make sure there are no more leaks in our security. Plus, the Zootopia investigation action (bare so Doof can do it on his own) ties in narratively well with his dinner with Bellewhether.
Learning: Transmissions is about to be cracked by Shego of all people, time to pick up the pace. Plus, Jumba has experience in controlling monsters, and carnivore domestication will bring us closer to that deal with Glomgold.
Occult: Russ is obvious. As for why Khan is picking the base for Occult actions, since Kitsune can't do it and all our other occult heroes are occupied, he was the best choice available.
Personals:
-Doof: Russ is our boy. We need to get him back. Plus, this dinner might help us eliminate a rival early before we can get slogged into a cold war like we are with Doom.
-Norm: Dude has been doing some self-discovery lately. Let's see how well he can take it and have Doof do introspection sometime in the next few turns
-Dennis: Stat boost. 'Nuff said.
-Kitsune: She needs to release some steam. We want to hurt Doom, even if marginally. Win-win.
-Alan: I will admit, I am kinda irritated that the Council is so insistent we abandon our OS work, especially given our recent strides in AI (and no, Janus, I will not support robotic lobotomization, risks be damned). So, if we want to save Tron, Vanellope, and all the other programs that have made DoofOS a haven, we should do this before the servers are scrapped or something.
-Marco, Tom, & Lizzy: It has already been said that Lizzy needs to spend time with the rest of the Marcnificent Few. What better way than to help two of its members track down their missing comrade? Plus, if we roll high enough, we may get a lead.

Far from a fully developed plan, but I find these options interesting:

Martial
[ ] Reorganize your PMC
DC 170
Our PMC is basically Genghis' personal army right now, and while it's worked well up to this point there are clear improvements that could be made to the chain of command. Recruitment has effectively dropped off after the last inexplicable influx of actual Mongols, so it's become necessary to work through some issues in integration issues between the standard corporate goonsquad of the Mendel-Gruman troops, the Normbot handlers, the velociraptor Mounties, and Dennis. Operations are significantly less effective than they could be, and it struggles with autonomy- although there is a proper chain of command, it still requires the proper authorization from the people up top- us and Genghis. Although it is unlikely in the internet age, should the chain break they will likely run around like chickens with their heads cut off. Khan has been eyeing an expedition into the Wasteland recently…
Council Outlook: 4/5 (Pass)
Coyote: I see no reason not to tidy up our violence-based divisions while we have the chance. Approved. (Pass)
Goofy: Well, I don't know too much about this sorta thing. I'll leave it to tha' professionals. (Abstain)
Janus Lee: We already have the PMC, there's no reason to keep it as inefficient as it currently is. (Pass)
Mirage: While I hope it will not become necessary, I see no reason not to deal with issues while they are small. (Pass)
Ludivine: Eh. Why naht? (Pass)
Malifishmirtz: You want your army to make decisions for themselves? That's dumb! What if they decide on something you don't like? (Veto)
Outcome: Second Martial action slot unlocked
Stewardship
[ ] Implement Large Herbivore Exhibits
DC 120
Attendance to Doofrasic Park has effectively peaked, while dinosaurs are still considered 'cool' the park hasn't seen the meteoric rise in attendance that it has in the early days. Introducing some new exhibits of large herbivores would be sure to attract new customers, and Glomgold's offer of expanding the park into a franchise is very tempting.
Council Outlook: 3/3 (Pass)
Coyote: The potential for comedic shenanigans is too great. I refuse to involve myself. (Abstain)
Goofy: Garsh, now that'd be a sight to see. (Pass)
Janus Lee: Both a logical financial choice and a fascinating endeavor. (Pass)
Mirage: Our pocketbook will thank you, Doctor. As may Glomgold, and he hoards thanks almost as much as gold. (Pass).
Ludivine: Oooh, shure. I'll get on dat once I finish de undawatah tennis racket, and de artificial poupon flavoring, an… (Abstain)
Malifishmirtz: I've made worse. (Abstain)
Outcome: Doofrasic Park income increases
[ ] Sponsor SPLIT/SECOND
DC 80
Janus' favorite non-genetics idea has returned with a vengeance. He's submitted another proposal for an incredibly chaotic and mayhem-filled racing show called SPLIT/SECOND, a anything goes race with the only rule being that there are no rules. He seems to have planned this out to an astonishing degree, all we really need to do is provide the funding and fill out the legal paperwork. He promises that it will be one of the greatest shows of all time!
Council Outlook: 6/6
Coyote: Is already designing his vehicle (You can see the thought bubble)(Pass)
Goofy: Can I join?
Max: No!
Janus Lee: How did you get in-
Max: You need to trust me on this. (Pass)
Janus Lee: It's an entirely valid financial decision. (Pass)
Mirage: I… suppose? (Pass)
Ludivine: I will contribute all weaponry necessary with a 50% discount. So long as I get salvage rights. (Pass)
Malifishmirtz: It'll be just like the gladiator games they used to hold down at the Drusselstein Vomitorium! (Pass)
Outcome: SPLIT/SECOND show established, moderate income increase, moderate public opinion increase
Learning
[ ] Research exotic vehicles
DC 85
Lee Industries are veterans in vehicle design, both civilian and military. Integrating their best and brightest into your R&D department and letting them go wild will allow you to unleash truly inventive machines upon the world! Further research into the limo with wildly radical tech is likely to make this option easier.
Council Outlook: 4…5? Out of 6 (Pass)
Coyote: [Unnaturally quiet] I would like to use these contraptions. (Pass)
Goofy: Well garsh, that sounds like f-! (Pass)
Coyote: No!( …un…-pass?)
Janus Lee: [Is trying very hard not to appear too eager] (Pass)
Mirage: Not a terrible idea, if we're willing to commit to it. (Pass)
Ludivine: [Deeply hypocritical] Oh, you boys and your toys. (Abstain)
Malifishmirtz: So they're like covered wagons, but… metal? That doesn't sound right. How do the horses pull them? (Veto)
Outcome: Action to enter (or in Lee's case, re-enter) the [Motor Vehicles/Transportation] market unlocked
[ ] Research Greco-Roman Landscaping
DC 100
The notes retrieved from supervillain 'Emperor Stanley' seem to discuss the technology by which he formed the massive volcano in the middle of downtown in detail, though they are written in an antiquated dialect of Greek. The ability to reshape the landscape in short periods of time could prove very useful for construction projects or city beautification.
Council Outlook: 4/4 (Pass)
Coyote: What a strange way to begin this technological path. (Pass)
Goofy: It is? (Abstain)
Janus Lee: Regardless, it's a valuable option. (Pass)
Mirage: It's impressive technology, to say the least. I' have no idea how it works. (Pass)
Ludivine: I could nevah turn down something so novel. (Pass)
Malifishmirtz: Ahh, the Make a Mountain Out of a Molehill Itation. (Abstain)
Outcome: Stewardship options related to landscaping unlocked
