The IRS is actually critically underfunded. They have very little resources to conduct audits on most Americans and its the poorest who are usually being audited due to how cheap it is for the IRS to do so.
And while I'm sure that's on purpose by the people in charge, it's more fun to imagine the IRS as this monolithic tax-hunting organization.

Auditors are basically the Army Rangers of taxes, with the motto of "One Evasion, One Auditor". In fact, one of the Auditors is named Walker: Taxes Ranger, and is played by an alt-universe version of Chuck Norris who is exactly as competent as his memes would lead you to believe.

Regarding our Income:

We are the undisputed ruler of the sovereign nation of Doofania, with millions of grateful and adoring subjects. Subjects who don't appear to be paying any taxes. Perhaps we should have a chat with the princess about this?

So, ever since you took over the tri state area, you've been paying taxes on it. Oddly the income taxes on you seem to perfectly line up with what the approximate taxes would be on every single one of your citizens combined if they were still US citizens. Weird. Anyway, the IRS is pretty scary, but maybe you could just... stop? Giving them the money? What's the worst that could happen?

Apparently the reason they aren't paying taxes is that we're paying taxes for them. Since the IRS is still getting the money anyway, I don't think they'd care too much if we happened to get that money by imposing our own version of taxes.

On the flip side, if we start imposing taxes, we'll likely take a major popularity drop from our citizens, which could be a major pain in a large number of areas. Perhaps less so if we keep the taxes lower than the US sets them, but still.

Just as a clarification. The thing is that the US government is collecting taxes. It just bundles them all up into a big 'tax bill for dr. doofenshmirtz' so that he doesn't get it into his head that 'his citizens' are paying money to a 'foreign' government.

This is why 'not paying your taxes' will send the US into a massive hypermigraine, rather than just being what 90% of rich people already do anyway.

I mean, that's what I was assuming. It's just a bit less clear whether we in turn are collecting those taxes from our citizens, or just taking the hit from DEI's profit margin. The former would honestly make more sense, but if it is the latter, it's definitely worth considering if we should change that.

'Doofania' is collecting those taxes. And if the word 'Doofania' is in fact an easily peeled off sticker with the state's actual iconography underneath it well, Doofenshmirtz is sure that's just a cost-cutting measure.
 
So... a while back I tossed out the idea of stealing money from Doom (or more accurately, one of the businesses he owns) as a martial action if we don't have anything better to do. It was pointed out to me that this is impractical, as businesses aren't in the habit of hoarding money in vaults.

I just realized that Kronos Corp was doing exactly that during the Gala. Glomgold does this too. Is having a big vault full of cash standard practice for businesses in this setting? Because if so, robbing Cloverleaf Industries might actually be feasible.
 
The Gala was in a casinos which has to have some money but not that much. Glomgold is sort of copying Scrooge which his money vault. Doom wouldn't have his money that easy to get too. Although the MCP could get a lot of money because most people have it on digital networks. Although I wonder when thinking about resources Drossel is likely getting a surplus in who knows how long with no longer being under orbital bombardment.

One: Not how we roll. Two: No. He's a Toon. We could drop a nuke in his face, and he'd just smolder comedicaly for a second.
I mean, there's probably some degree of physical overkill that would destroy a toon, and a nuclear blast might very well be it... but also not really a practical choice even if it would work, which is plausible but not certain.

I doubt it'd kill him. Turn him into a pile of ash, yes, but his eyes would still be sitting in that pile blinking hatefully. He wouldn't actually die, just be incapacitated. And, even then, take your eyes off him, and he'll be re-assembled when you turn around.
Not kill, I don't think that'd work anyways. More like hire a guy or three to harass Doom and his actions for a few turns.
Oh, that we could totally do. Get Kitsune a flight to LA, tell her to do what comes naturally (provided that it doesn't involve killing or permanently injuring anyone).

I doubt that Toons can be killed by pure overkill. More likely, you need to kill them in a way that makes their death funnier than their survival, in which case we may want to look into making a Get-A-Papercut-Inator.

EDIT: Alternately, computer animation did a pretty good job of killing hand-drawn cartoons. Maybe we should prioritize researching the SHV so that we can pull computer generated weapons into the real world.

Issue with harassing Doom is the difficulty accessing to him. While he probably does spend time out an about I expect most of his time is spent in secure locations or under guard. Spooking him could also lead to him taking more serious security measures.

There is still plenty of things you could do with illusion magic. I kind of want to see anti-toon bigot Doom hallucinate he is turning into a toon while at some public function.
