As the others said, they look for a dragon-shaped birthmark to tell who is "destined" to be part of the Huntsclan and wipe out the dragons and the magical beings they protect. They then follow up by kidnapping or inducting the children in to the clan to be raised to fight and kill said dragons and magical beings.

That just makes me think we should start giving the families of babies born with this mark asylum in Doofania and help protect said babies from the being kidnaped and turned into child soldiers.

You know, I've been thinking.... It might be a good idea for us to make an Orbital Death Laser or three at this point. We can just say we are "Launching Privatized Space Industries" and use them as Communication satellites when not needed. That way we get to have Death Lasers rain down upon our enemies!

I'm not going to pretend I understand economics but that guesstimate was a bit much when I was already planning on double checking their timeline on Charlene.

Bill had swept aside all rivalries that were still in place, everyone fought to hold him back, or died along the way. An alliance of the remaining Kings and the US government proved necessary to coordinate attempts to hold the line from the oncoming Weirdmageddon. So many had been lost; Monogram, Tobe, Fredzilla, Temujin, the list goes on, all taken by the thing who wants to turn this world into his next plaything.

Your combined forced have finally managed to make their way to Bill's innermost sanctum, it was time to end this.

"Well well, that was more fun than I thought it was going to be!" The creature said as it materialised in front of the group. "You so called 'Kings' are such a riot, I'm actually glad that barrier gave you enough time to try and stop me!"

Shego is a blur of motion as she charges the interdimensional invader, folowed soon after by Yokai. Many Draktech soldiers and capes follow them, but it's no use. Bill's true form was too much for most of them, while Shego was able to land a few good blows in most of her forces were devastated within minutes.

The ritual goes off without a hitch, magical power flooded the area attempting to weaken the Dream Demon enough to hurt. But you'd apparently underestimated Bill's ability to resist magic, it seemed to just slide off of him like water from a duck!

"Get out of here!" Shego yells as she dodges another attack. "I've got this! He'll kill you!"

You were never truly evil now were you? "No! What's happening to me?! Raen gniward si dne ym raef I! Raeh uoy t'nac yhw! L-T-O-L-O-X-A!"

As he screams Bill is sucked fully into the vortex and trapped forever as part of your mind. You fall to your knees, Shego is the closest to you so she moves to help you up, before you stop her. It's still not over, you can still feel him...

I will protect this broken world, till the very end

You turn to the crowd, one of your eyes turning yellow as Bill desperately tries to take control, anything to prevent the end. You can only hold him off for a short time, but it's enough.

Shego seems to understand what you're doing and backs away, she looks sad... Looks like you managed to get passed that harsh exterior after all, even Xanatos is showing emotion...

As I lay here and die, I have few to no regrets
I am thankful for the time we had
And I think that this, is exactly how it should end

If you are wondering about whether Artemis Fowl is canon to the quest, we are already somewhat sure of it due to the QM's last cipher implying it.
If true, that raises the question of in which book, exactly, the bad guys won.

(I'm deliberately avoiding spoilers here, so feel free to read on without fear.)

My first thought is #3, The Infinity Code. TL;DR - a rich douchebag steals a device which can hack anything with a wireless connection from almost anywhere on Earth, but its functions are locked behind encryption that self-adapts to be unsolvable by any means other than knowing the actual code. Which, if the bad guys won here, was only known by Artemis Fowl, who was killed in the process of said douchebag stealing the device. Which means that nothing short of technomancy or a miracle is going to unlock the thing before the Sun burns out, and thus its successful theft would go largely unnoticed because the thief can't actually use it.

Second up is Artemis Fowl, the first book. If that's the one, then basically the entire cast got taken out by a fairy wetworks op carried out within a bubble of frozen time. You'd have to comb through ailing Irish 1%er families just to notice that they were gone, and tracing it all back to the source would be pretty much impossible given that 'the source' is an arcology suspended within the Earth's mantle.

I don't remember enough about the second book to really gauge its likelihood as the point of failure. Something about a coup going down in said arcology? I don't think it'd make too many waves that we could detect, so it might well have happened.

Then there's the fifth book, which was the last one in the series that I've read. Again, a solid "maybe". The villain's plans were kind of the opposite of making a scene and attracting international attention, and didn't involve anything that would be noticed unless you were already elbow-deep in occult conspiracy nonsense. If it did happen, then Xanatos and/or Toffee probably have at least an inkling about it.

About the only one that's definitely out of the running is The Opal Deception. The bad guy winning there would have resulted in a mid-turn emergency vote at minimum, and very likely smashed the Masquerade to pieces.



...Of course, this is all secondary to the fact that if Artemis Fowl is part of the setting, then Dr. Doofenshmirtz is in for something of an existential crisis when he finds out, because it means that not only are non-lawn gnomes real, there's an entire goddamn city worth of them running around in invisible sci-fi stealth hovercraft.

The Arctic Incident, the second book, or The Atlantis Complex, the seventh, seem like the most likely contenders. The 3rd wouldn't really be a villains 'victorious' setting, and also, if any villain is going to be victorious, it'd likely be Opal Koboi, who's the overarching villain. Of her plots, only the 2nd and the 6th don't break the masquerade (and we'd notice if the 8th book happened), and the 6th book involves massive amounts of time travel, and seems to be a stable time loop.

However, it's also just barely possible that the victorious villain is Artemis himself, from the first book. If he never undergoes his redemption arc proper, and the series either ends with the 1st book or hasn't had the succeeding books happen yet, the ending of the 1st book has him, the villain of that book, as the victor.
 
I think that MiH may be playing a bit fast and loose with "the villains won" here, because Artemis Fowl is himself kind of a villain protagonist.

It's like how there are people much worse than Xanatos in Gargoyles, and that these people have even clashed with Xanatos, but Xanatos himself is still powerful and active. It is similarly plausible that Artemis Fowl is still active and powerful and has so far foiled any attacks on his person, because he's not one of the "hero" characters who always lose out in (the backstory of) DVV.
