This looks good to me, we get Wasabi, investigate our Employees (which is something we know would be beneficial to us), summon Celena, we've Mirage on the Gacha to try to get some more Hero Units, and Tobe and Kitsune are doing their personals.
A suggestion I'd like to make would be to put the Chances of Success after each National Action since that way people can gauge at a glance how likely is something to succeed.
I don't like our chance of success on DoofOS. It's a 50-50 coinflip, and I was against that for far more valuable actions like Doofhawk. Perhaps once we upgrade AI and get CJ fully running it'll be more doable.

Martial: Power Armor is, IMO, the best martial action to take. It might increase our Martial; I'm hoping for a stat, which would immediately make it the best option available, but I'll also take the basic assasination protection. We've seen 3 attempts to assasinate kings last turn alone - 4 if you count the sandersons - and I'd rather not count on the dice to make sure that's not us any more than I have to, so I'd prefer a bonus explicitly designed to help them along. Upgrade Norm Prime and Normbots have increased DC right now, so while I'd love to take them now isn't exactly the best time. Power Armor is also super cool, which plays no small factor.
Diplomacy: Continuing here is our reaching out to all the relevant neighboring kings. The Zaibutsu are very low DC, and getting in touch with Sycorax is a high priority for me due to the large potential payoff. It's also good in general to open up lines of communication with other kings before we need them.
Recruiting more hero units is a no brainer. I think Wasabi is the best option here, for several reasons. First of all, he's likely to have a specialty bonus for some actions we'd like to take, like Rooftop lasers. Secondly, it's a step towards getting a BH6 Heroball going, which we want to have before it comes down to a serious fight with another king or powerful independent actor, like negaduck.
Stewardship: Dino Entertainment is a) something Janus seems likely to appreciate, B) something I think he would be very good at, and c) is a powerful action in general; giving us a reputation as scientific miracle workers sounds very handy if we want to, say, make the case that we can do flubber safely, or want to cooperate with other CEOs on research. Likely to pair well with researching human genetics and reaching out to the Zaibutsu in terms of a Sycorax collab.
Moving Castle Doofhawk is long overdue, and I don't think there will be any serious opposition to it. We have a good chance to Succeed, and we're looking to get a bunch of near bonuses, both in terms of what Malifishmirtz can bring to the table himself and that item the people of Drusselstien pushed into Castle Doofhawk.
Learning: Human Genetics is long overdue, and we have a 50-50 crit chance - 70% with XP. It does expand our learning tree again, but it also increases the options for, say, putting Janus on learning for a bit. In the long term, it's how we unlock superpowers or potentially form a strong tie with Sycorax, since if we can prove our chops to Diane, she should be willing to work with us to cure Liv.
Robo Doppelganger Bodies makes good use of Wendy's phenomenal robotics bonus to give it an extremely high chance of passing, and should hopefully solve our issues with AI so we can do our much needed introspection on norm and get our normbot upgrades online.
Occult: Summoning Celena is both our best lead on Star and quite useful in general, and it's something Tom has a +20 trait for. It's kind of a coinflip to pass but our odds aren't amazing for any occult DCs given our stat and this one is comparatively doable.

I think we need to keep up the pressure against Doom and keep putting him on the backfoot so he doesn't have time to make another attack on us. I'd think it would be best to give Kitsune both talisman and have her raise hell for Doom.
While you're here, are we doing approval voting for this vote, or not? There are a couple of other plans I might approval vote if we have that option, and I may not have the time to constantly monitor the tally for strategic voting purposes.

Re: The Drug RIng. I don't think their drugs are likely to be especially good. They're rolling a +50 or so bonus on them; we could do better with lovemuffin. I think we're likely to get more and better results from our own work in human genetics than some learning actions we'll probably never get around to.

I could but would prefer not to; I want Janna to finally get around to doing some of the fundementals of magic like we've been meaning to have her do. And causing chaos could hurt doom but I don't think it's that reliable that it will target him in specific and the results of personals are weaker than national actions in general.

It's not very nice, sure, but better safe than sorry. Besides, they already document most of their daily lives, what with your social media mandate, so all you really need to do is look a little deeper. Maybe one of them is up to the wrong sort of no good… or maybe you're just being paranoid *again*.
Major Monogram really bungled things up over the last couple months, and now everyone is really on guard. It'll be much harder to find any secrets from them like this.

I do think we should Spy on our Employees this turn before the sabotage has the chance to escalate, and now that it started I don't mind playing the Commodore to do it. I think just letting Kat to his own devices is really playing with fire however, just because he doesn't need great powers to screw up some very important things now that he's in our base. Man, can you imagine if he stole on of the Talismans? That would be very aggravating.
