However, the description of Tetra in the aftermath seems like she might be bigger and able to verbally communicate and that means she DID get some stuff from Joe so here's hoping she can mould her fibres into a functional humanoid shape as a sort of pseudo-shapeshifting.
So yeh I'm voting for shapeshifting fibres with aura and demigod ancestry as a basic package she got from Joe.
Tetra likely still needs blood to feed upon, so Joe or his clones are more likely to handcraft her a body to puppet and feed from. The 'mass of fibers' scene is not detailed, for all we know Tetra was around Joe's biological gender swapped clone thus she had human like form. Or she was still around Joe's body, just former one.
It seems to me that Leet's efforts to create a personal version of the Matrix will stumble over the fucking evil machine spirits of the Laboratory. Who really dislike Abominable intelligence. And if, by the time of the collision, Joe gets the Magos perks, then he will only have to giggle angrily into the red robe freshly made by Garment.

Teleportation. Apeiron still has very limited teleportation capabilities (teleports to entrances), and PRT likely overestimates those. But he does have capability to do technological teleporters.
While funny, we all know that would be almost the exact opposite of how Joe would do things.

By this point he violates half the regulations there is and he knows it.
I seriously doubt Joe would have went with developing AIs if he was planning to comply with any PRT demands. For something Joe considers small he is likely to comply, but the moment Joe's tech for something important conflicts with PRT's opinion, like one of the AIs, saving civilians, anti-endbringer tools e t c and PRT will be sent packing via Washu Express.
And there are regulations he can't follow regardless of his wishes: REX nanites he can't get rid of, everything he builds by this point is self adapting and improving technology at minimum. Even Laboratorium is feat backed and it's likely to horrify PRT. I'm fairly sure 'huge robots', military armed fighters and especially flying armed robots violate a bunch of laws even outside of PRT regulations, but those are fiat backed as well.
Joe is not stupid enough to believe his violations will remain undiscovered forever.
