Or what about one of the most famous warlords, Moord Nag. Any one of the Triumvirate could beat him. Undersiders, likely, could do it as well in right circumstances. Accord, with time to plan - obviously. Apeiron, the Enigmatic Artificer, shouldn't even be mentioned, because he playing in another league. Does that mean he's not dangerous? I don't think so.
A) I never made the claim that Anyone wasn't dangerous. That was someone else. All I said was that Coil relies extensively on his status as a relative unknown, with no one seriously looking out for him. This is what allows him to get away with stuff like kidnapping Dinah during the bank heist, hiring the Undersiders and Travelers, etc. - if people perceived Coil as a legitimate major player in the cape scene, they'd start investigating him. I sincerely doubt that a man who takes as many risks as Coil does hasn't left Any breadcrumbs that might lead back to him during the timelines that he Does keep.
B) the moment that anyone with significant resources goes after Most characters in Worm, it's over for them. That's the problem with being one person versus an organization, especially if that organization has solid Thinker-support. Coil is unique in that he's a disgusting person that violates the social conventions of capes regularly. should they learn of the full extent of Coil's actions and plans, Most of the players in Brockton Bay would have cause to go after him. Possibly even a Somer's Rock truce until they take him down.
And about outwit Thinker support... I think you forgot, that Tattletale - canon Tattletale, with all her misinterpretations and malign loops - is pretty high level Thinker. So as most examples we see in fanon most of the time - Dinah, Coil himself, Contessa, Accord... Most of them isn't nearly as precise or reliable, like Hunch or Eleven Hour.
And don't forget that Thinkers' (especially precogs') powers tend to interfere with each other. So, against two fairly powerful Thinkers (Coil and Dinah), most of Protectorate Thinkers precogs will have trouble to get anything accurate.

I'm just in sincere doubt of the idea that All of the thinker support the protectorate ENE has access to would be thoroughly stumped by the combination of Coil and Dinah. Thinker powers don't just have magical thinker-interference depending on how strong your power is in comparison to the person you're using it on - it's a matter of power interactions. Pre-cogs interfere with eachother because, as Dinah Alcott said, Knowing the future inherently Changes it. By using a pre-cog power, you inherently make the results that someone else got when they pre-cogged you inaccurate to some degree. The person who's power is "I can instantly tell where someone is from looking at a picture of them" isn't going to be stumped by a pre-cog power. Any amount of counter-thinker power usage is going to involve people Deliberately using their Thinker powers to play Death Note style mind-games with eachother.
Given the considerable resources and parahumans that the PRT at large has access to, I don't believe that they wouldn't have the ability to call in thinkers and normie investigators and cook up some tinker-tech that could At Minimum become a serious thorn in Coil's side (especially in the context of This fic, with dragon having moved her HQ to the bay).
Coil's primary advantage is being mostly unknown because his primary goal is to rule over Brockton Bay, so having people be aware that he exists and is a serious threat inherently makes that harder to achieve. Because, you know, you don't want to hire a literal supervillain for your big important powerful position, so you're going to vet that kinda suspicious candidate a little harder. or something.
slightly unrelated but what if his nebulous connection to the PRT caused him to be called in to investigate his Own criminal operation? and then he fucks up somewhere crucial, and he doesn't have a back-up timeline, because he was using his other timeline to vent his frustrations and anxiety by.. doing murders and breaking shit, or something? that'd be a good read.
