-Fairness - Somewhat unlikely to enable Restore Harmony again, because it prioritizes doing things RIGHT. However, it probably makes Restore Order +2/+1/+0 instead of +2/+1/+0/-1 due to the focus on fairness.

So what sort of status values might enable that kind of aggressive police action against even kin?
-Something that compounds the status loss of 'sinners' however they are defined might do it. Drawback is encouraging witch hunt, public shaming and a permanent underclass.
-Something that grants status for quality adherence to the social order/legal authority might do it(it's always a possibility due to Policy). The beginnings of nationalism, but with drawback of people being less likely to bring up issues so they can be addressed.

We're more likely to pick up an Honor value for grand constructions or charity though.
 
@Umi-san splitting is bad, or we focus on the nomads or on the Crazy Horses, and retreating to deal with the nomads will create a anvil to the hammer of the Crazy Horses, so keep them pushing, because the nomads won't attack the rearguard of the Stallions because they are interested into plunder.

Like Joseph Stalin said "Quantity is a quality of its own". If we are going to be attacked from two fronts and are aiming to reduce thier sphere of influence and increase ours we need a large army over a small well trained army. Think of Mao managing to stall the West and create NK by his sheer numbers alone. Let's leverage our biggest strength, our high population into an offense.

Also, will our regular Warriors still be fighting against the Northern Nomads if we pick Focus on the TS? Or will we just be letting them run roughshod over the northern provinces?
 
We aren't guaranteed that we're gonna evolve Observance, and we have minor evidence that its default evolution improves the bonus more than removes the downside (I'd have to go searching for it)
Any likelihood that we'll solve the cause rather than a symptom is an overall improvement. We're currently acquiring a satisfactory level of tools from trade + our still ongoing mine, so it's not like we need and can take immediate advantage of the new ability to do metal actions.

I fucking called it. Even if everything else turned out alright the guy still basically did what we were actively trying to avoid.

The thing you quoted actually shows that his relationship with his "mothers" actually had weight to it and he actually wants to marry one (or more) of them after this mother passes.

Honestly, the fact he didn't want to take care of the babies when he was younger was more damning...

We want really effective soldiers more than high numbers right now, and our social traits already promote a loyal military even if that is not their main focus. We have ninjas and medic priests, if we combine that with high quality infantry/archers we can make excellent commando squads that suit our forested terrain well. This is pretty close to how we've seen our people treat fighting anyway so its more like a +1 instead of switching tech trees.

Mystic choice speaks for itself

Now my reasoning for picking a focus on the Thunder Speakers... The two provinces that are at risk of being raided are well defended by walls and watchtowers any raiding efforts they suffer under are going to be severely mitigated by the defenses we have in place. What I want is for the Thunder speakers to never try and pull this again, and to demonstrate to the surrounding civs that we aren't myths or pushovers. If we get a good combination here with 'Humiliate' there seems to be a fairly decent chance of us being able to get some more lowland influence without going for the hardest option.
Everybody but the suicidal Northern Raiders who literally can't do anything else to survive is going to want to think twice, and then think two more times before picking a bone with us.

We've actually got the makings of a monster of logistics- organization, food, supplies, planning, we've got everything we need to field armies of a size that none of our neighbors would find conceivable.

I know people want to be an 'all-rounder', but the prospect of a permanent honour trait that enhances our already insane logistics ability is much, much better than anything else I see possible.

We can be the professionals that study what's really important to win wars and the subsequent occupation of territory while the bigger polities are studying strategy and the half-assed tribals are studying tactics.

How intense do the nomad raids on the Stallion Tribes appear to be? Does the War Advisor think they'll mostly bounce off the walls if not directly fought against?

Agreed, I was leaning towards it too (and have now voted for it). I wanted to make sure that you were aware that the chances of solving the problem directly were fairly low.
