I'm leaning toward Quality Training and Loyalty. Loyalty might stifle people's innovation if their leader is inferior; quality training risks us being fragile.
Actually, with the flourishing of arts and spiritual knowledge, there were a lot of new stories going around that might not be remembered by the shamans. New ideas were bubbling within the People, and while some probably needed to be sorted out, there was a palpable feeling that the People were on the cusp of something new and grand.

I frankly want to either Wait, Temper Superstition, or Evolve Spiritual Value.
Wait is the most likely to keep the Golden Age going, though this fear is based on the ??? which isn't strong evidence at all.
Temper Superstition is a low cost way to work toward solving our metal issue.
Evolve Spiritual Value is evolving a trait, which is literally always useful.

Leaning toward Humiliate + Focus efforts on the nomads. Degrade sphere of influence will reduce the increased power of the Thunder faction, but will probably require us to ignore the nomad raids.

-Quality training suits our meritocratic standard, though if even a single person argues for loyalty and how it suits our Symphony trait I might switch.
-We already know how to get back the Golden Age, so I'm pretty fine w/ evolving a spiritual value just to see if the ??? is that when the stats go below max we lose it. Evolving spiritual values seems like a more unpredictable task than overcoming the superstition, which should mostly just take repeated Study Metal + Stab-gain combos.
-I don't really agree w/ this goal, it's too aggressive, but they attacked us which irritates me.
-Deals w/ both north and TS.
