Damn, we rolled horribly on those nomads. I see two routes:
Plan Expansion:

Grabs us stability, metal, and more actions, but we don't take advantage of our temporary bonuses.

Gives us maximum tech upgrades.

This is a really bad idea. The situation is bad enough, not catastrophic mind, but bad enough that devoting ourselves to a mega-project would be a poor idea. Since it leaves us open.

Though when we do have time a new thing opened:
Place to the Stars - The shamans have noticed deeper patterns among the stars than they ever imagined, and setting up long term memories of where things should be could be intensely useful, if also labour intensive to get sufficiently durable markers in place [King] (7-10? action commitment, -1 Econ per action, some Mysticism commitment)

I like it, but we really need to Main Expand Warriors as we don't have enough to deal with the Nomad Raiding apparently. War Mission is needed and we have a chance of learning glazed pottery.

Can we not brn stability to rush the megaproject and then regain it by burning some more econ? Seeing ad we need to use it somehow
 
The Garden takes the least amount of time. 3-6 actions.

The Great Damn takes 4-7.

We can just make the Garden and pair it with Study Metal for extra benefits. And then whatever other action we need.
They both take just one Econ a turn though. We need to spend econ fast. Best way would have been to grab Main Grand Sacrifice.
That plan is invalid since a secondary is taken up by war mission due to us being attacked

Choosing the first develops a supreme law of the land, a court designed to deal with the excesses of lesser courts. This is well worth the penalties.

Looking at bright side, this enforce king having final say in things and might setup court for addressing problems. But possible down side is our chiefs getting tied up with great deal of issues some legitimate and some nonsense.

Could go both ways, but lowering hierarchy is good now.....

Yeah, but we need to main the Art if we want the bonus (potential innovations), and all of our military developments suck unless used as Mains, which means that we can't due to the required secondary war mission.
 
As for Main art patronage being mandatory, since this is a special I'm guessing if we do ANY art patronage we'll likely get the tech.
