We need both, but chariots are super-effective vs. nomads. We currently have no chariots, getting them would make us far more effective at hurting the nomads who hurt us. Instead of defending we'll be able to strike back and shift their cost/benefit analysis significantly further than simply improving our defenses.
We need more dudes in general. That's the main issue we have right now in that we need to draw on other provinces to get the dudes to the fight.

You know, I wish we knew for sure magic was real, because the first thing I'd do is summon pressure-activated explosive chelonii against the nomads.

I agree that we need more bodies if we want to fend off the attacks, the update makes that clear. However, chariots will also allow us to quickly move soldiers around, deal a ton more damage to them while fighting, and chase them back and hit them where it hurts. If we just want to defend our cities better then yes, [Main] Warriors is objectively superior. If we want to hurt the nomads enough that they stop raiding then [Main] Chariots is the better choice.

And again, unless confirmation otherwise arrives, I think we need to [Main] the Art Patronage if we want that upgrade. It might be a chance if we [Secondary] it, but with [Main] it should be a lot better and give us Prestige (which I suspect might start becoming very important soon with the new mechanics coming)
edit: and considering Academia Nut's not online right now... I don't think that confirmation is coming :(

We don't have enough actions right now. We need to chose one or the other, and at the moment a main martial is more important. So if we miss out on the pottery thing well, that sucks, but not dying to nomads is more important
 
Wait, why do we need more fancy pottery now? Just because it's on sale doesn't mean we need it.

The funny thing about the Nomads is that due to their clan structure they have the cultural memory of a gnat, love a good fight like 40k Orks, and we would only really be teaching this set of clans a lesson. The Nomads are only something we can deal with after we get really really powerful.

It's either:

Which will give us 2 martial for 2 econ spending, with probable -1 loss.

Or

[Main] Expand Warriors
[Secondary] War Mission-Northern Nomads
[Secondary] Build Chariots

Which will give 3 martial with probable -1 loss for 3 econ spending. We'll have the men, but not enough chariots to pursue them.

Or

[Main] Build Chariots
[Secondary] War Mission-Northern Nomads
[Secondary] Expand Warriors

Which will give 4 martial with probable -1 loss for 3 econ spending. We'll have the chariots to pursue them, but less bodies to guard our towns.
