That's a fair point. Janna's cunning and all that, but at Intrigue 20 she's not totally out of the league of a bunch of mobsters.

Her cunning and subterfuge are only the stuff of legends because the cast of characters around her (e.g. Star) are, uh... correct me if I'm wrong, but not exactly Intrigue geniuses. Big fish, small pond.

Whereas magic is an outside context problem for them...

Except.

Crud.

Maybe magic isn't an outside context problem for them.

[i}They're hiring Marco, after all[/i]. And while I'm totally ready to believe that he takes straight-up contracts for conventional violence, the things he's most qualified for are occult or at least occult-adjacent (e.g. creatures that are obviously 'unnatural' but may or may not overtly use much magic).

Makes sense. This is New York - a hot bed for magical activity - and the dragons don't appear to be actively around to regulate it anymore and prevent it from leaking out as much. The mob could totally still have some level of connections with the magical world if you look hard enough (though it probably still wouldn't be public knowledge for grunts).
