Demona checks those boxes, and if she somehow isn't here then it's something at least as bad if not worse.
Demona is plenty ruthless, but not pragmatic at all.

Hego's idea of "pragmatic" is punching someone while they're talking.

It's not splitting hairs because once more, Doof would have no knowledge IC that any fight would break out retroactively because she would have been in New York before the fighting even started. For that matter, given that we can just as easily have them end up in New York by ignoring a personal, I'm fairly certain the IC reason would be more like she (and any others who ended up in New York from a non-National Action) went on her own for one reason or another.Okay, rather than intentionally sending her to New York to fight, it is intentionally sending her to New York and then intentionally sending her to fight. As far as I am concerned, I see the emphasis in that to be akin to splitting hairs.
It's not so scary. With her new found resolve after nat 100 action and full team on her side she surely can meet Pack, who can't even attack her since it would not count as protecting Alexander. As result I'll give her better odds of positive personal development than in Hego case. And sending Khan while more safe doesn't have the same narrative weight and possibility of learning some more about Kitsune history. As it was pointed out, Kitsune clearly has an unpleasant past with Puck of some sort. Add in the fact that this is likely going to be something that's a threat to the entirety of New York, and the two are all but guaranteed to meet if we send the fox lady. I'd prefer to not stress her like that, so I'm changing my vote for her to move for Khan. I'm still.not voting for Hego, on the basis that this is going to be very dangerous, possibly to.life threatening levels, and until we get rid of Glory Daze's negative effects I'm not comfortable sending him into such a situation. Demona is vicious enough that it's all but guaranteed to trigger the negative effects.

And if we consider bad outcomes it's either her failing intimidation check and running from fight, which is not critical since she is mostly our diplo. Or if we consider her attacking Pack as possibility, I think they will be mostly unable to hurt each other, at which point she is viable to learn about his bound status and have a good laught at his expense, which should end this conflict.
Oh, I agree, he's not going back on what he told us. It does push the edges of that, and might have gone over the edge entirely if it'd gone wrong, but it's either that or leave it up to Demona. Perfectly reasonable. He actualy didn´t break the Masquerade with his unveiling of the Gargoyles by explicitly describing them as purely biological beings in nature.
As this Crisis Interlude/Quest implies, he probably realized that Demonas attack on NYC was imminent (with him obviously too late to fully avert that disaster) and so in atypically-for-him case of frantic desperation he wanted to pre-emptively portray Gargoyles *as a whole* as not too bad a people and hopefully paint Demona and her cronies as violent extremists rather than the norm.
So no, I don´t consider his action as him going back on his lecture to us about secrecy
We're a bit irked. And this seems like something Doofenshmirtz would take petty revenge for. Nothing that actually crosses the line, but "I'm not touching you!" type games seem in order. And if we're sending people to New York anyway...Meanwhile, in Doofania...
"Pardon me Heinz?" Mirage asked. "It seems you've received a message from Mr. Xanatos."
"Oh? What's he want?"
"He just said "WVRN, 6pm."
Time passed.
...
"OH, WHAT THE HECK XANAY!??!?!"

Of course, I don't really have anything in mind, so I'm just throwing out the suggestion.
