My intuition is that the hokage would kill the clan head who killed the clan member who disobeyed the clan head about handing over the prize

oh! Something else we can provide Leaf: a Chakra farm. Usable both by Aburame for their insects, and people in general via Noburi.

Allright, that sounds fun. I reckon we should try for prize 4 at the minimum. The Dog Scroll is very appealing as well, but the Council seats and adoption slots are less fungible - there are seemingly many scrolls in the world and many possible ways of obtaining them, while opportunities to push back against the rigid village political system without pissing everyone off appear to be much rarer. It took a really bad crisis for Asuma to be able to actually offer something like this in the first place.

As for how much we should throw into the hat, this is also a nice opportunity to push for wider adoption of various innovations. We get an opportunity for Asuma to seriously review any proposals we put forth, let's use it well.

@faflec I call upon the dread powers of the Loremaster: has any of the winning plans *actually* included sending a letter to Akatsuki / the Crows?

I suddenly feel very concerned...

Ah well, What Could Possibly Go Wrong?

Option Four (Clan Seat and Sdoption Limits)

-We get the seat for the Shimura in exchange for two of the adoption slots per year.
Scratch that.

We get the Uchiha to help us get this seat for the Shimura in exchange for giving them two of the adoption slots per year! (Or something something fiddly fiddly politics).

Edit: Also we should message the Dogs via the Pangolins.

Wasn't there talk about fertilizer, underground farms, and related agricultural improvements? Being able to mass-produce larger quantities of food year-round would make Leaf self-sufficient and be able to export food far more than normally, if nothing else.

Most of the trouble is going to be making the crops survive since it's winter, sadly; we'd need some form of sunlight + warmth to give the crops the energy they need to grow. Jiraiya had these Daybright seals, which I think mimic photosynthesis sufficiently [citation needed], but unless we want to have Akane spam EM every 3 hours, we need a source of warmth to keep the crops from breaking. Jiraiya's seals probably should have something, and if worst comes to worst we can just use a fire beneath the farm itself to warm the area or something.

We also can grow mushrooms - they are a viable food source, don't need light, need a lot less heat. Basically, all they need is fertilized soil

Can we do that in 2 months?

Because I'm actually a bit concerned we might not have the ability, or the time, if we're going for multiple rewards.

Outsource to Kagome and go get other projects done. I doubt we'll be able to help at all considering Hazō's consequences.

A quick google tells me that temperature increases by about 1 degree F / 300' of depth. It's currently below freezing in Fire; I don't know what it should be, but let's be generous and say 30F. Greenhouses want to be 80-85F, so in order to get the temperature up to that level you're going to need to dig down 15,000' which is about 3 miles. That's going to be challenging.

There is also an 'unfrozen deep' - the earth blocks heat/cold from air and at about 1-1.5m there's a constant +4°C. I guess it should differ from type of soil and, probably, from latitude. Not sure what actual figures should be after conversion, but less than 3 miles

Can we put a jutsu pool as an idea for a contest? It would definitely improve Leaf's power, but is it worth submitting?

Also, semaphores are half done, considering we have a light-emitting seals and Kagome's deciphering skills should come whit algorithms 101, thus he can easily devise a basic protocol for interaction. A half-year back we stuck at discussing whether it would be better to make skytowers or permanent one's to lower maintenance costs iirc

We'd probably be fine if we actually used the research mechanics and threw some XP into calligraphy.

Even with the consequence we're at a solid 36-39 if we use the research mechanics right, before the dice rolls. Thats probably enough to bang out a lot of stuff. The trick would be to pick out some feasible things that we could get done in the timeframe that'd also be worthwhile.

Kagome might want to work on decoding and transcribing some of the things from Jiraiya's notes. A good portion of that combined with some other goodies is probably worth one of the top 3 spots or so by itself.

Really? Huh. Well, if you say it then I'm sure it's true. I guess I'll just have to put up with writing scenes of adorable doggies fighting at Hazō's side and then flopping down for a belly rub and a good-boy treat. Yup. No other choice, clearly.

We're handing the scroll over to Akane, since she has high chakra reserves, Mr. Asuma Sir.

And then with all three of those clans giving us intel and support, we should be able to find Hazou the perfect scroll without much hassle. Perhaps the Arachnid of Kraken one. Sidequest to Hidden Depths, anyone?

I'd love the Arachnid scroll but only if they agree to live inside Hazou's eye sockets and ear holes.

Gotta surprise your family the enemies, yo.

Live inside Hazou's nostrils and give him a mustache.

Add more and more summoning contracts like the Duck clan for our Sasuke-level hair style and we can recreate Henge in-universe.

Also my thoughts went from spiders --> jumping spiders are kinda cute --> I wonder when Mother of Learning is updating? --> 26th of Jan? Neat, I bet people here would be interested to know as well.

We probably should talk with the Clan about their own predictions of the competition, we can brainstorm this ourselves but should ask about in-univese perspectives, there are after all five prices, but minor clans and non-clan ninja (who are not part of Ami's greater plan) have little chance to gain a win, but they can pool their abilities to create a winner.

Like the ISC could work together to make Ino a winner and gain the Dog scroll. We can't really force them to become our summons, the dog clan is far away from the pangolin and toads, so they might not care about connections with them.

And I do wonder what everyone else might be doing. Maybe pay someone to stay close to the (new) Tower and report to us about ninja going there?

As Hazō understands it, mostly through cultural osmosis:

Technically, it is legal for a clan head to kill a member of their clan. However, there are implications.

First, you've just killed a member of the Leaf armed forces, weakening the village. The Hokage's not going to be happy. He's not going to be thrilled that you're going around judging and executing Leaf ninja yourself either.

Second, you've just killed one of the clanspeople who trusted you to look out for their interests. The clan's not going to be happy.

Third, you lose face. A clan head who has to kill people clearly can't control his clan. A clan head who kills them for bad reasons clearly has poor judgement.

Obviously, context matters. It's one thing to have Hiashi execute Neji for shaming Leaf in front of the entire world at the Chūnin Exam. It's another to execute him for running Hanabi's games nights without permission. The Hokage, the clan, and the village as a whole would be much more sympathetic to one than the other.

For a simplified view of the issue, consider what would happen, in- and out-of-clan, if Hazō adopted and then executed Haru.

As a final note: Most of these issues can be resolved by the clan head taking their miscreant to the Hokage and asking him to empanel a tribunal (typically Hokage + Clan Head + one other person, HDK who) to decide their fate. In the case where the clan head called the tribunal, the person on trial is probably going to end up dead. Doing it this way eliminates the first two problems and balances the "loss of face for not controlling your clan" with "moral courage to abide by the law even when it's against your own clanmember".

      1. What happened to the bijuu? What happened to the seals and other stuff?

the fact that I waited a week on this is really awkward but someone's gotta put a plan up.

So @eaglejarl gave us permission last time to slot some extra space under a plan (and not included in wordcount!!!) that would be reasonable to put in the background and would not belong in the Action Plan. Direct quote:
hYGP said:
Hey @eaglejarl quick idea to float by you:
permitting us to put a lot of stuff in the plan that gets off-screened
thing is, we have like somewhere between eight and fourteen active projects in Leaf right now
all of them firing off at the same time
an expedition out of the village is likely to be just as packed if we're being productive
and a significant fraction of the playerbase (and QMs too I presume) want to just hurry up to the good part already!!!
so can we do something like say "Delegate these actions" and even if it might be fodder for a full scene just allow it to happen without needing to write it?
eaglejarl said:
@hYGP For the next plan, I'm willing to try it. Below the plan (i.e., not part of the wordcount), put a bulletlist of things you want to keep running in the background. Please work with me on this -- the bullets should be short, it should all be stuff that's expected to happen offscreen and not actually something that should have been in the plan, etc.
If it goes well this time we could see about doing it again.

@Velorien, I know that in your great evenhanded maleficence you would never pass up an opportunity to simulate unplanned consequences, and technically none of this is planned, is it? Would you be willing to give us this opportunity for you to be more evil?

[BACKGROUND TASKS]
  • Delegate repair of The Naked Jaybird(our tavern) to Kenta, given a reasonable budget.
  • Establish chain of command for projects so that they can continue if Goketsu members leave on mission. Listed in importance of ranking.
    • Merchant business (Making and completing merchant contracts, controlling the Merchant Council, etc.)
      • Mari -> Hazou -> Akane
    • Resolving general "court" cases:
      • Hazou -> Akane -> Reo
    • Erecting civilian housing:
      • Hazou -> Atomu -> Reo
    • Establishing the school:
      • Kagome -> Hazou -> Akane
    • Establishing the clinic:
      • Noburi -> Akane -> Hazou
    • Sourcing Noburi's chakra:
      • Hazou -> Mari -> Noburi
    • Running camp logistics (including census)
      • Hazou -> Reo -> Atomu
