So... are we going to just let the pox blankets thing pass by unremarked? Intentionally unleashing a plague seems like a great way to get Tsunade to leave the Leaf for good and turn her into an irreconcilable enemy, given that we're the ones who proposed it.

I mean, if we want to go full MAD, wouldn't we be better off just using skywalkered ninjas to drop bombs on Hidden Rock?

We can't really contradict Mari during the meeting, and the idea has stuck in the mind of the other Ninja. Remember, our morales are considered weird as hell by the people present.
 
TBF I think Tsunade would be more pissed about us spreading plague among civilian populations, as opposed to spreading it among what amounts to an invasion/occupation force.

So we take Mari aside asap and talk to her about how we can veto her without killing her credibility. Worst comes to worst, we go directly to Asuma at the first opportunity and try to convince him directly.

I support the general idea, and think it can be salvaged - driving the wildlife to attack their outpost, poisoning the wells, etc. makes perfect sense. Weaponizing disease however is a bridge too far, because not only is it unreliable, but it has to cause massive collateral damage to actually be effective.

I imagine that to her the two are basically one and the same. See, it's not actually possible to control who a plague infects, so by spreading diseases among Hidden Rock's occupation force, we encourage that disease to spread wherever the occupation force goes.

I like most of the plan. I still don't agree with the pangolin jutsu stuff and teaching the jounin will just mean their clans will all know it but I'm sure Keiko will shut down that train of thought anyway.

Ahh I think there is a slight disconnect. I want to get permission to teach it for the jutsu exchange. That way we end up with a ton of new techniques

There was talk of lowering the age requirement for voting too since most of the clans have young clan heads and it feels like useless bureaucracy. Should we add that to politics bullet 2?

Also, I'm somewhat worried that us trying to grab the dog scroll away from the ninja that Asuma has decided is the best fit will make us look really bad during wartime.

It's true that the dog scroll probably won't affect this war, but making the decision to put ourselves above the interests of the village at this time isn't ideal.

    • Evaluate if academy dropouts could use storage seals? Do they have enough chakra capacity or ability?

Regarding retail workers for the bank: Are there any academy dropouts that dropped out for reasons other than shit at following orders or having not a shred of chakra control? All we need for the job is a dude with enough chakra control to reliably activate storage seals, enough chakra to do so many times a day and enough reliability to work a retail job. Those are low bars. Far lower than what is needed to graduate from the academy.
