Perhaps I should put some sort of clarification in to the plan. There seems to be some sort of running assumption that we're doing this start to end in one update in a reckless manner.

I don't see any reason for this to be the case. If after this update we hit the 30% completion mark on Snake Uncle's 999 Floor Basement because floor 300 has a weird spacetime trap and they call it there, then that's entirely fine. We'll just try again in a few months.
I think you're right; the issue isn't so much how much time we spend doing the invasion, it's how much time needs to be spent on preparation before the invasion. It's hard for us to know since none (few?) of us plan assault missions IRL and none of us know what a typical timescale for that would look like in MfD so we don't really have a lot of context here (except... Nagi island was very rushed and took 1-2 weeks to plan I think? @faflec do you know?)
I worry that going from "Let's start exploring the basement and stop when it starts getting dangerous" to "Let's have a clan meeting and get someone else (Kagome) to make a plan to explore the basement in 3IC weeks/2IRL months", even if the latter is the more sensible thing to do from a simulationist perspective, represents yet more of the lack-of-personal-initiative planning that lost us the Election.

The plan includes a sanity check and prep time. If Kagome objects so strenuously to the timetable with points that make it clearly unworkable without weeks of planning, that conversation itself would be an update and we can go from there. If he grumbles about needing a few days preptime, it's in the plan and we jump straight to it.

With that in mind, I think the correct approach is for Hazou to punt a short deadline and adjust upwards to Kagome's demands, rather than go into that meeting accepting that we're not stepping foot in the basement until it's been nuked from orbit at least three times, just to be safe.
New idea, that hopefully fixes everything: can we just spend a FP to say that the preparation parts occured over the past N weeks, rather than saying they're going to occur in the next N weeks? Then this update can be the actual good part (or start of the good part if the QMs decide the invasion is going to take longer than the timespan of a typical update).

I think this works as long as none of our preparations rely on any IC or OOC knowledge we've gained in those N weeks (IC).

Obviously doesn't work if the QMs decide that it would be out of character for any of this to have happened N weeks ago because we were too busy with the election, but since the preparations are "Kagome Carte Blanche + suggestions" it seems reasonable that Kagome who wasn't particularly involved in the election politicking could have been doing this.

I've no objections. With every other Goketsu engaged with training or Election Issues for the past few weeks, it makes sense to have put Kagome on task with something like this. It'd mean that, before the raid update itself, we'd need a flashback interlude of Kagome's efforts (and the various stinkers interrupting him) to justify it to folks who just read updates and not planning/discussion, though.

So, ignoring the too-late hour to register a vote:

This might be so obvious it doesn't need to be written in the plan but where sensible hire civilian to do preparations for the basement
 
I refuse to believe that the leaders of two noble houses with two S-class allies, one of whom just received a pile of blanket visas for Water Country, in the largest, richest, most powerful city in the largest, richest, most powerful nation during a time of transition on the eve of WWIV, have nothing interesting and productive to do beyond an archeological excavation.

I think it'd be pretty useful to list reasonable discrete actions that take the initiative in a fun way, without risking major setbacks (<5%) or death (eps%). If we sprinkle those in, we can move forward plot threads and open up new opportunities in the midst of Talky Talky Plan Time.

I'm pretty excited about the Icha Icha printing as a plan in itself. It furthers one of our major goals, (pulling in J's spy network), helps with clan mental health, and opens up a lot of opportunities. (We could e.g. positively portray clanless ninja and civilians; give it to Anko as a gift; 'accidentally' leave copies near the Hyuga compound). Will put it forward next vote cycle if we don't have colorless green furiously sleeping antimemetic fires to put out.

I don't think its been signed off on, and the deadline right now is "When EJ decides to close it." so I'm leery of last minute changes.
You could say he's prepared "to whatever extent reasonable", and live with the possibility of burning a portion of an FP in EV. Still seems like a solid deal to me. (Buys more safety + more action time this update.)
 
Captain Minori made herself talk to you since you're Jiraiya's children. It took a lot longer than a lunch, and not because she had so much to narrate. Hazō tried to be sensitive, but feels guilty for what he put her through.

Low priority, but may I assume that Hazou more or less has a full account of Ch 260 modulo the exact wording of things? Did the Captain mention "the Five" at all?
 
Putting the Salt and Ice empire plan into action (probably needs details though, if you want to do this I'd suggest hashing out how exactly to do this with other posters.

Since Naruto's rich we don't really need the money. We'd have to keep Elemental Mastery secret so it doesn't really help convince others of the non-military use of chakra. It helps us get friends with merchants, do you think that only justifies doing it? I'll add something about that for now.

There is a risk of us giving Hiashi more info if he doesn't already know about them. But if you find that negligible sure I'll add it.

Try accessing the ANBU's information about the basement.
Ask Hokage for biosealing permission.
  1. Check all this with the clan and don't do it if there's a good reason not to
  2. Go to the Merchant Council and tell them that we want to clear some land for them to make money on, in exchange for a 10% finder's fee. If that isn't an option, what canwe do that's within the laws and okay with them? Listen to their ideas, suggest the following, use bribery / appeals to self interest in order to make it go through:
    1. Become a supplier to all the salt and ice merchants, at a price lower than they are paying now and the same price to everyone
      1. If we do this, try to provide ice to the person we promised to provide ice to in Hot Springs.
    2. For free, we will set up and maintain Force Walls for any business that needs to be able to cut things quickly and cleanly. In exchange, we get 5% of that business's gross receipts and 24/7 access to the accounts so we can verify that
    3. Sealing Storage: Anyone can pay us a subscription fee. In exchange, we will provide and maintain N storage scrolls for them and have a ninja come by M times a day to open/close the item, where N and M depend on subscription level. 50% of the profit from this venture will go to the Merchant Council to be distributed back to any merchants they feel might be hurt by it
  3. Take whichever plan they accede to and start on it.

  1. This gets us out of the way while he's trying to consolidate power. We probably shouldn't say this out loud, but I feel like it's important to keep in mind and he'll surely realize it too.
  2. The Gōketsu are the only ones with any experience whatsoever operating in Isan, and have connections there already.
  3. Keiko is a holy figure in Isan, which will give her a certain amount of political influence, especially amongst the people of Isan. At the very least, their leaders can't refuse to let us in without the people questioning why their leaders won't let in their messiah.
  4. Clan Gōketsu has a LOT of storage scrolls. We would be happy to use these storage scrolls to bring samples of all the goods that Leaf has to offer for trade. We'll even pay for the samples ourselves. This mostly just means that the Tower doesn't have to spend as many resources on the mission, but that does mean that they can spend that many more resources on other stuff, such as building up Leaf's military power.
  5. The people of Isan have nutritional deficiencies. Leaf is the biggest breadbasket in the EN (whether that's strictly true or not, it will definitely stroke Hiashi's massive ego). The trade implications are obvious.
  6. Isan has its own unique sealing tradition. Hazō is a sealmaster, and as such is well suited to working to exploit this opportunity to increase Leaf's power. Even if Hiashi sends someone other than the Gōketsu, he probably won't find another sealmaster who is willing, has as much sealing experience, AND is as mission capable as Hazō.
  7. There is simply no one in Leaf who is better suited for this mission than the Gōketsu.
Visit Shikamaru and Keiko (or Ino/Chouza if they're unavailable):
1)Give it to me straight, how fucked are we?
2) What are Hiashi's actual beliefs and philosophical views?
3) What would you do in my position? What should I do?

Incidentally, we should really do something nice for this woman. Telling her, in our capacity as Jiraiya's heir, that she did well and that we consider her a hero, would probably help quite a bit. Or promising support if anyone tries to make trouble or silence her - not impossible given Hiashi's speech and increasing clanless discontent with the clans. We get to do the nice and decent thing, with the only costs being moves we'd want to make regardless.

      • Adjust ratios of prep/clearing time as Kagome stipulates, but clearing must happen.
Basically this, though I'd be willing to put a vote in if it were <400 words.
That can be achieved by changing:

Hang on; are you against the FP for extra preparation if it's allowed? I thought that was fairly non-controversial if it can fit under 400 words. I don't really mind if it's "clearing" or "some clearing" tbh and since that is more important to you don't feel the need to change it due to my haranguing :)

Adjust ratios Vs use FP is what I'm arguing for here, which I don't think is a) a risky change nor b) a change that goes against the intention of any of the voters/you the plan writer
