Regardless, you are mistaken.
  1. There is a certain amount of money that is paid to clans every month. (Clanless jōnin are paid as though they were single-member clans, but they obviously are not actually clans.)
  2. There are N clans in Leaf. The precise value of N is still being discussed among the QMs, but it's measured in low dozens. The tax payments are divided among all N clans + clanless jōnin.
  3. Of those N clans, 8 are founding clans. All of them have a seat on the Clan Council.
  4. There are 17 seats on the Clan Council. Arithmetic says that 9 of those seats belong to non-founding clans.
  5. The tax payments given to the clans are divided into two pools.
    1. The first pool is 70% of the total. This pool is divided among the founding clans.
    2. The second pool is 30% of the total. This pool is divided among the N-8 non-founding clans plus the clanless jōnin. Yes, that includes the non-founding clans who do not have a seat on the council.
  6. The payments are not a lump sum. The Gōketsu actually receive R382,700 per month, but for the sake of easy math let's say that they get R100,000. This money is divided as follows:
    1. R10,000: Cash at the start of the month, paid to the Clan Head. (i.e. Hazō.)
    2. R90,000: Maintained in an account at the Tower. You can claim money from this account in the following ways:
      1. Up to R13,500: Equipment draw from the Tower at Tower rates. This can be seals, uniforms, kunai, etc. This is equipment, NOT cash.
      2. Up to R67,500: 50% bonus pay+tax refund on missions. Ninja pay 80% taxes on missions. If Noburi takes a mission where the client paid R10,000 then Noburi pays R8,000 in taxes and collects R2,000 when he finishes the mission. The Tower pays the Clan Head (Hazō) R5,000 bonus pay on that mission. They also give Hazō R8,000 as a refund of the taxes.
      3. Up to R9,000. Various other stuff that hasn't been defined yet. Basically wiggle room that the QMs are leaving ourselves.
    3. Money that you do not claim from that R90,000 reverts to the Tower at the end of the month.

We're pretty much just going to pay off their loans for them, and the only thing they need to do is continue hating Hiashi's guts, but now they need to do this while wearing "Gouketsu are the bomb!" T-shirts.

I'm pretty sure Lailoken's point is more in response to the people going "also the Hagoromo should pay us money."
 
I'd really like to send the Mist Oyabun a message letting him know the situation and ask for him to send a representative to negotiate. We could do this today. Just have Kenta go with Akane as an escort. Could even start salt and ice production since they would reach the coast

@eaglejarl I still have questions regarding Hazou's sealing accuracy/speed thing.

How much more accurate is Hazou than, say, an average chūnin-level sealsmith? Because, say for example that an average sealsmith has a 90% accuracy while Hazou has a 100%. That would mean, barring regular sealing failures all the time, that the sealsmith that isn't Hazou notices and has to redraw one seal in ten from scratch, since calligraphy mistakes can't simply be corrected. This would make him 10% slower than Hazou, thus translating accuracy into speed.

I'm game as long as we further two or more other objectives with this action. Could we, e. g., hit an outside-Leaf Hyuuga source of income with the collaboration of the Yakuza, thereby inconveniencing our opponents, forging new ties, and getting money?

On a more paranoid note, saying that we do the land ASAP suggests, in part, that we're doing it as soon as we find the area, even if we don't have the info/meetings (which I am predicting may take a while). Maybe say "Start executing after meetings."?

        • Make friendly smalltalk and appear interested in his existence.
  • Team Nakano + Jitto
    • Ask Akane and her parents beforehand if they'd be willing to vouch for us to the clanless. They'll be wary and a bit suspicious of us being "the real deal". No pressure on that, truly.
    • Offer to put them on retainer: they do favors and misc. tasks in their down time in return for some money, seal loadouts, medical care, etc. The offer for them to learn sealing is still on the table, but needs to wait a few weeks while we put out fires.
    • Insert Uplift speech here. We are serious about improving stuff in this world, and we'd like to get them onboard to help accomplish that.

We could conceivably do this under the guise of "Thanking these ninja for their service." and running around thanking more strategically placed ninja (ANBU, log-nin, etc.).

Do we know what kind of clan the Hagoromo are? I think i remember them being merchants or some such?

Whatever they are, I agree with Kiba. We should use this as a jumping off point to make our own solid alliances. We want to be friendly with ISC of course, but we're never going to be in their deepest level of trust. We need our own power bloc. I hereby declare my intent to vote for plans that advance the GouRomo alliance!

You are just determined to be right, aren't you?

If you read the rules you'll find that a sealmaster's target numbers for Calligraphy/infusion on a particular seal go down by one every time they successfully draw/infuse that seal. At a certain point it becomes a non-issue and they have a 100% accuracy rate.

Now, you can keep beating this dead horse and demand that we track each individual sealmaster's experience level with each individual seal and roll for every seal that's being made in Leaf and track how many seals each sealmaster is making in a row and account for the Circumstances Modifiers that apply if the sealmaster in question is tired, or hungry, or tied one on last night, or woke up in a pissy mood, or is distracted by thoughts of their new crush, or forgot to account for the fact that Mercury is in the seventh house...

…or you could let it go and accept that this is not going to happen and that yes, the thing we have told you over and over and f'ing over really is true and Hazō's bloodline, while being vastly more OP than we had realized when we allowed it into the game, far more so than we would have allowed had we known all the implications, does not in fact give you this one particular benefit that you are determined to have.

One thing you're right about, though: We've been lax about showing sealing failures by NPC sealmasters throughout Leaf. Thanks for bringing that to our attention; I'll have a failure in the next update to catch up with all the times there probably should have been one before this. I'll also talk to the other QMs about having a general rule for "make one roll representing all the NPCs to see if anyone screwed up in a meaningful way and/or died today." Over time this will kill off some of the Leaf sealmasters, and possibly Kagome, thereby raising Hazō's value. Hopefully it won't obliterate too much of the city in the process.

Note that there likely won't be a lot of progress on the land-clearing in this update, since I'm assuming you don't want me to jump ahead by a week/month/however long it would take to sort it all out. (Also, a bunch of the update will likely be spent dealing with the fallout from that sealing failure.) Still sounds like fun.

Probably, yes. Also, he's more experienced than your average bear and he generally doesn't do seals that aren't well inside his skill. In particular, his TNs for skywalkers are at 0 after the number of them y'all made when leaving Snow.

  • Can you remind me in which chapters the individuals mentioned in the first section appeared, so that I may link to them for the QMs' convenience?
  • I thought we were meeting with Nakano's group at night? Should I remove the scheduled meeting and meet them "spontaneously" during the operatives search at morning?

Yay! Except the part where Kagome potentially dies, I would not like that. But more sealing failures sounds magnificent!
