Just wondering, but was Ensign Wolfe a human, or a klingon?
Newly minted Lieutenant Commander Wolfe had just sat down at a workdesk in his quarters as the door chime went off. He looked forlornly at the sandwich he'd been about to tuck into -- roast beef with red peppers, cheddar cheese, all the right sauces and horseradish dip. He rolled his eyes at the injustice of it all and called out, "Yes?"

The door slid open and one of his junior staff -- how weird a concept that still was -- poked her head around the corner. It was Ensign Sharizz, an Apatia.

"Sir," they said, shuffling the rest of their body into view, "I have a quick question."

Wolfe set his sandwich down and sighed, "Yes?"

"Are you a Klingon, sir?"

Wolfe blinked at Sharizz quite humanly, his human-face blank as he tried to comprehend the question, "Wha-- no."

"Oh thanks, I--"

"I mean, and I'm not judging, but do I look Klingon? Like, honest opinion here."

"No sir, just--"

"I am a tiny man, Sharizz."

"Yes sir--"

"Very tiny. I don't think they make Klingons this tiny, even as children."

"No sir-"

"So small. I would be bullied. I wouldn't survive!"

"Sir! I have to disagree -- I think you're very wily and determined sir, you would persevere!"

Wolfe blinked, "Oh. Thanks." An awkward pause, "But yeah, I'm human."

"Okay!" The Apatia buzzed pleasantly, "Thanks!" They waved goodbye and without further ado, strolled out of the doorway, which slid shut soon after.

Wolfe stared at it. Looked at his sandwich a moment, then back to the door. Kept staring at it. Finally, he groaned and stood up, waving the door open and walk-sprinting down the hall after Sharizz. "Wait!" He called down after them, "But why?!"

Member World Coordination Office Report

Admiral,

The last year was productive in terms of shipbuilding, with many new civilian and state ships joining the fleets. The first Starfleet designs for Amarki and the Betazoids have been built, and the imminent launch of the UES Liberty is anticipated by all. The growing strength of the Member Worlds fleets is shaping up to be an important factor in any factor the Federation may be forced to fight with Cardassia.

In terms of Explorer Grade production, the situation is more fascinating than ever. With initial reports from Andoria indicating that they are placing an order for an Excelsior in an indigenous shipyard, we now have four Excelsiors (including Liberty) that will be under construction during this quarter. This doesn't account for the Queenship being produced at Apinae, nor the Megatortoise believed to be starting soon at Lagan-Shir in Rigel.

Of fleet assets, the bulk is formed by a mix of Miranda-A refits, new Centaur-As, and a few Constitution-Bs. A number of fleets are hanging out for the completion of the Renaissance prototype and waiting to see if it is worth the investment.

With the lengthening of logistics chains and trade in goods between powers, there is still a continuing pace of transport construction in member world shipyards. Currently there are eight Cargo Ships and three Freighters under construction. A number of Auxiliary ships are also in production. The new year's orders are yet to go in, however.

Duaba Daily

The combination of ISSU storming the ground floors and Aerocommandos landing on the upper floors left the defenses of the KP Lohalne Corporation offices without an answer, and most of the office staff gave up without a fight. However, some violence broke out, especially around the vault area, where a dynamic insertion by Aerocommandos prevented attempts at wiping the Corporation data servers. Several server room staff and guards were killed resisting arrest. However, a number of claims have emerged that the Aerocommandos opened fire indiscriminately in the computer core area, leading to accusations that the Orion Union government is using them as a sort of death squad against corporate enemies.

Large quantities of financial assets were seized from the Corporation, and administrators appointed as the entire governing structure was taken into custody.

Times of Amarkia

The brazen slaving raid on the small colony world of Nahan Lor has prompted outrage through the Confederacy. Dozens of colonists were slain in the conflict, and at least three hundred abducted from their world. Video footage has been steadily emerging showing the heroic attempts to stave off the surprise assault, despite the futility. Colonial Governor Carai Ilinariss will be posthumously made a Companion of the Order of Silver Bell in recognition of her efforts.

Admiral Gelen Toor has been appointed to head up a task force to look for the suspected perpetrators. It is believed that this was the work of the Orion Syndicate, looking to acquire Amarkian slaves for auction, a task that has thus far proved extremely difficult. The CAS Friec broke orbit around Tales Har earlier today, and will rendezvous with the CAS Hilindia, Odala, and three escorts, including the new Centaur-class CAS Kundaia.

Anti-Slavery Task Force Progress Report

The various organs of the Federation have their hands full at the moment keeping the wrath of the Amarkians in check. They are teetering on the edge of a very counter-productive rampage, unfortunately. Tracking down those captives will be of the utmost importance. The Andorian and United Earth task forces are both spreading out over the coreward sections of Union space, scanning every ship for signs of contraband, and patrolling the local area.

Back in Union space, the situation on Celos is tense, with remaining loyalist forces hunkering down and awaiting the arrival of an ISSU force that will help restore order. Celos is one of the more populous colonies, making it hard to keep a proper lid on. With the devastation of the local SSD, the Syndicate is quickly doing their best to build up a local stronghold. More positive news came from Duaba, where the intelligence windfall that accompanied the raid on the AMR Corp offices has led to an assault on another set of offices, this time belonging to KP Lohalne. This was a much less bloody operation, owing in large part to the sheer swiftness of the assault.

On Alukk, there is a recruitment drive to get replacements into the depleted SSD and ISSU units who have seen a surprisingly high level of combat over the year.

On New Rigel the situation was largely centered around exploiting the confusion in the local Syndicate forces that is following on from the mass waves of arrests, and the arrest of their leadership. We believe we are making very significant strides in removing their influence from public and corporate life, and doing our best to take advantage of the Syndicate's current weakness. 2312.Q1

Only Earth Spacedock matches the astounding presence of the Pride of Kadesh. Oh sure, more graceful ships are all around, even more dangerous ships. But nothing has the visual impact of the megalithic starfarer as it sits in high Earth orbit. A heady brew of childlike awe and goosebump-laden anxiety has gripped the planet's population, and the Federation as a whole. Tens of millions of tons of bulk with nacelles that emit subspace fields that crackle with such power that little teraelectronvolt pockets ripple along the overlaps like a sort of open-air subspace particle accelerator. The Big Bang played out over and again in little pantomimes in the wash of subspace fields. The Kadeshi ship is a topic of utmost wonder, not least for the knowledge that Karen Sarjan sits within her core, lending her mind to the whole vessel.

The Kadesh meet with the Council and covey their offer to have a ship join their trek through the distant stars. Before you know it you've been summoned to Paris to give briefings on Starfleet capabilities to the President.

Before you board the shuttle, you gather together the Vice Admirals, taking care to welcome newly promoted Patricia Chen into the meeting. They all tell you, through pinched and drawn faces, what you already know. It's difficult to spare a ship. The shipbuilding plans of the past decade have focused on big heavy explorers. Supremely capable ... but so few in number. And even though you have added an extra seven Excelsiors to Starfleet, you have also added six new sectors to garrison.

A Centaur or Oberth would be a one-way trip. It would be almost impossible for a sub-megaton ship to return through several thousand lightyears unaided; only an explorer could manage. But which? Someone suggests one of the new Connie-Bs but that is shot down by Vice Admiral Chen and Vice Admiral ch'Vohlet. The Connie-Bs are not explorers, and aren't configured for it, especially not for long-haul missions. The Cheron could do it, as could any of the Excelsiors. Soon you thank everyone for coming and set out for your shuttle, lost in your thoughts as you walk.

If you were still a Vice Admiral, advising Vitalia, you'd warn her to remember that elections for all of the original four Council races are happening in a matter of months, and that as much as people have set aside petty self-aggrandisement in favour of enlightenment, a Councillor still wants to remain a Councillor. They all want a symbol they can point to, a capstone for their years in the Council that they can go back to their member worlds and say, "Look at this achievement!" If you say it can't be done, they'll listen, but they certainly won't love you for it. Being so new to the role they selected you for, you don't think they'll want to undercut you yet. But honestly, you aren't sure that you'd be able to look yourself in the mirror for a while if you turn it down.

That silent siren song of stars afar from home calls to you with dreams of wonders unseen. Deep inside you want to seize the Stargazer from her shakedown runs and sail the interstellar winds with Karen Sarjan. Deep inside, so does every other Starfleet officer. People join Starfleet to see the unknown, to boldly go, to chase the photons of distant aeons across the Milky Way, and beyond one day. This would be a symbol of hope, a grand restatement of what Starfleet stands for. In the murk and mire of the Orion campaign, the pragmatic skulduggery of the spinward frontier with Cardassia, the chilling whispers of war on your tailward borders, this would shine forth like a lighthouse against the thunderhead. A way to say to all who tell you that the Federation is just another political entity with a pretty face, those who say that the moment the pressure is on your principles will go to seed, that you are not a conquering force. Starfleet is not a means to power, but a means to exploration. That you are the shining city on the hill that welcomes all to a better way.

You may never see any ship you send again. If you do see them, it won't be for many years. The journey is estimated to be twenty years one way, four years the other, nearly a quintet of Five Year Missions. It will be perilous, the whole expedition possibly the swan song of a species. Submissions from Starfleet Intelligence and the Communications Hub Command are both certain they can keep the lines of communication open, even when the delays stretch out to days at a time. You will get back amazing reports and research data as they explore a near part of the galaxy, but any resources they find will feed the Kadesh instead, and it will likely be years before you can meet any of the species they come across.

You had hoped that you would not have to confront so difficult a decision so early on.

In Paris the whirlwind of the hour catches you and spins you across the city. Expansionists implore you to send your best, Developers tell you to spare it if you can. Mercantile councillors question the outrageous outlay, while Hawks demand you keep the focus on the home borders.

But Stesk asks you who you are. Asks what you want to be as a head of Starfleet. He expresses misgivings about the trip, asks if it is logical to send a starship so far from home. But he doesn't tell you what he thinks you should do. He simply plants the question in your head.

Who are you and what do you want to be? Are the risks to the Federation too great to spare a ship? Only recently did you lose the USS Miracht. Space is not safe, after all. Spectacular, wondrous, majestic, but never safe, oh no. Can you afford to send away another?

Even as you mull this over, President Jorlyth sh'Arrath summons you at last to give your answer.

We are conducting a diplomatic mission to a Caitian colony world that is looking to start the process of becoming a full-fledged member world. To my great surprise, I have run into an old acquaintance, an old school friend of mine from before I went off to join the Academy. I gotta say, I'm impressed that K'rrha has managed to become a colonial administrator! It's let the meetings take on a more comfortable air.

There are a significant number of subspace wakes being detected tailward of Gaeni space. The area is one we have reason to believe is Licori space, but we are not certain. To help resolve this confusion, we are setting in a course to the closest system, 7 Aesir.

A distress call has been picked up from the Laud Daer system. As the closest ship, we are laying in a course at maximum warp to respond. A check of the computer database tells us that the Caldonians have an expedition team there, examining veins of possible duranium deposits to see if they can be mined safely.

Captain's Log, USS S'harien, Stardate 24636.3 - Captain Saavik

It comes as something of a relief to be able to dedicate my energies to a logical pursuit such as mapping the Corio Rfit, a small nebula field between Apinae and Amarkia. Overall it passed with limited incident. However, we did detect a number of unusual sensor anomalies as we passed through Naomi's Star, where we located an easily accessible store of useful minerals. A Starfleet enginering ship and a freighter are en route to excavate them.

Beyond this, I have spent much time meditating on how I was blindsided by the hijacked Orion vessel, and how my knowledge of the regulations blinded me to other possibilities. The Ship's Doctor, another Vulcan, has been helping me resolve my frustrations towards this matter.

A massive EM storm has come up suddenly. Actually, something closer to an EM cyclone, which formed up and cut us off from the Enterprise and other aid. We have been forced to take shelter in underground facilities. K'rrha admits this is a big mother of a storm, but not to worry, as the the shield pylons will protect the settlement just fine. Apparently if I wanted "excitement", I should have been here for the first few years of the colony. That was apparently the "real excitement".

Oh well, I'll just have to stick with the boring old Explorer Corps!

Not too difficult to fix! The expedition team suffered a cave-in on a deep mining shaft that has trapped a dozen of their workers. It's too deep within the crust for the annular confinement beam on their prospecting ship to penetrate. Of course, the Thirishar has rather a bit more oomph behind it. The Caldonians have been rescued and returned to their ship.

We are about to arrive at 7 Aesir. However, while en route, we have discovered that there warp field signatures of the converging wakes actually belonged to two different technology bases. It is likely that we may be arriving to the aftermath of a battle, and we will-

A little death-defying, a little derring-do, a lot of wondering how I would ever get dry again.

But presto, we got to the controls that could re-route the extra power from the auxiliary generators into the shield pylons and they held out the high-energy part of the storm. Colony made it through the forty-three hour storm mostly unscathed.

I have to say, it was nice to be surrounded by Caitians for a change, but am I ever glad to be back feeling the warp core thrum through the decks.

Captain's Log, USS Dryad, Stardate 24639.9

That was distinctly more ... adventurous than it was intended to be. I will need to keep these logs from reaching Vulcan, as I fear my behaviour was ... downright human, in the most alarming sense of the word.

We arrived at the site of a major battle over a Licori colony world as the Ked Peddah made a major push. During the battle, a potent explosion from an orbital platform damage a evacuating civilian ship that was attempting to break orbit. That ship was on the verge of breaking up and was drifting into the heart of the battle zone. I made the decision to close to within range of the ship and evacuate the survivors. My first officer cautioned me of the potential ramifications of entering such a dangerous environment, and I informed him that I would note his protests in my log.

In fact, I welcomed his query of my actions, even though I had no intention of altering course. We successfully retrieved the survivors, as well as others from escape pods that were in danger, and then held off until the battle was over, and arranged to return each to their proper authorities

The Licori still hold the system, but have taken losses.

Starfleet Commander's Personal Log, Stardate 24640.2

I have been busy in Paris, trying to maximise the amount of impact our decision to offer the Stargazer to the Kadesh mission. President sh'Arrath is thrilled. My private feeling is that this will push the expansionist faction in most home sectors, but push the Hawks in any member world that feels immediately threatened, like Vega or Klivvar Proxima. Everyone is trying to capitalise on it in different ways, not least of all me! If I'm going to have more or less sacrifice an Excelsior, then mission statement or no, I want Starfleet's pound of flesh. After all, there's nothing sadder than winning a war but losing the peace, even when your war is against ignorance of the greater galaxy!

Kahurangi was a brilliant commander of Starfleet, but I did always worry about how she approached some of the political sides.

I've been following the preparations back in San Fran. Very busy over there. I've seen reports, submissions, and suggestions from ... oh, let me remember. T'Faer in Logistics is scrambling to put together a twenty year supply of deuterium, dilithium, torpedoes, and the like. Commodore ka'Sharren at Explorer Corps Ops is involved; ch'Vohlet wants to send research specialists. Eddie Leslie has grabbed Commodore Henderson to run what is described as the most thorough assessment a ship has ever been through. Linderley at Intel wants to put together a special Office to send with them. Starfleet Medical's Research Command already has a page of names for scientists volunteering to go.

Everyone's pushing me to make a call on what assets we're sending, and what we need to ask for. I better go and review the options now, actually.

Well, it's been a good run, but we have strong reason to believe we have been made based on fleet movements and unusual particle spins being imparted to the area around us, which we suspect are artifacts of intense long range sensor scans. We are making a maximum warp run to the edge of Seyek space where we will rendezvous with Challorn and Winterwind, and then head to Starbase 10.

We're long overdue for our next major overhaul in any event, and the crew is at wits end.

A welcome surprise!

After our diplomatic duties on the tailward border last year, Operations has redirected us back towards the Cardassian side. I do believe it is at least in part to get an advance read on the Kadesh fleet's path. In any event, it allowed the Courageous to stretch her legs, so I'm sure she appreciated it. We are just beyond the Sydraxian Border Zone, out past our nominally claimed space, and have encountered an Apiatan Forager. Good to see friendly faces out here.

Well, this was supposed to be a simple case of pick up an ambassador from Betazed and head for Morshadd to open some dialogue with the Licori. We'd meet with the Bon Vivant and their ambassador from New Seoul, and then simply take in the sights. My first proper mission after being promoted and taking over from Captain Okoye, who is getting a shot at one of those new Constitutions.

The Ambassadors were both found dead an hour ago. The Licori are completely riven with Noble Houses accusing each other. Looks like we'll have to piece together this whodunnit, and try to keep the talks going.

Our Ambassadors weren't even the targets, the assassin was aiming for a set of noble Licori, and put the nerve gas agent in the wrong room.

The Arcadian Empire is apoplectic at the House responsible, and very conciliatory at the meeting table, when apparently they had driving the late Ambassadors, rest their souls, around the twist.

One badly damaged Jaldun has been allowed to limp away. One Stinger has been nearly cored out and will have to be basically rebuilt. I don't even understand why the Jaldun stayed to fight except maybe stubborn pride.

I have to confess that I went in person and gave the Captain-Queen of the Little Queenship Melziprim such a full-blooded serve that one of the worker Apiatans had to be restrained from coming at me.

Not impressed. Not at all. I can understand how angry the Apiatans are now, but this isn't the answer!

Celos Daily News

Panic grips the street as heavy fighting rages on for the third night. Reinforcements from the ISSU and Aerocommandos are travelling from Duaba to Celos to bring things under control, but it is already too late for all too many.

After last month's savage mauling of SSD forces in a series of coordinated attacks, a first set of ISSU reinforcements was dispatched. Unfortunately, the Syndicate appeared to be a step ahead. Starting with Wednesday's bombing of the landing base for the incoming ISSU, killing nearly a hundred officers and bystanders, both sides have been in a state of near open warfare on the planet, and as of today many civilians are evacuating from the capital. Full-blooded offensives by the ISSU and SSD took the streets by storm, and hundreds more are dead, with many believed to be civilians. Explosions, from remotely detonated devices, mines, photonic launchers, or other sources, were at one stage rocking the city every ten minutes.

United Earth and Andorian ships have arrived to help beam civilians from the capital to surrounding refugee camps, however, it is believed that many Syndicate fighters are also using this method to escape the battlefront. Indeed, it is suspected that Syndicate fighters are in the process of evacuating the city, having accomplished their objectives, leaving the wrath of the ISSU survivors to fall mainly upon Celosi civilians.

Anti-Slavery Task Force Progress Report

Well, good news, bad news.

We know for a fact by cross referencing with the data secured from the two Hypercorps that the ISSU's rampage has, in fact, been focused mainly on the Syndicate, and has caused severe damage to the local Syndicate infrastructure. However, that may not do any good, because they've also swept up far too many incidents. The broadcast services in Union space are running almost 24 hours a day with pictures of the devastation. Parts of the city are in ruins. I'll spare the details, but it does not make for pleasant viewing. We have protested strenuously with the Union government over this behaviour, and they say that they will investigate the matter and prosecute if offences can be proven.

Locally, the pushes on New Rigel continue, with aggressive action being urged by the Task Force commanders. This has led to potent effects, and we believe corruption on New Rigel has never been this low in the history of the colony. however, it has led to a surge in Caitian losses. In an important coup, we prevented an attempt to assassinate the captured Alasho, with the Scrutineers investigation leading to the arrest of a quartet of subverted justice department officers who were planning to poison the Syndicate officer. [+4 Impact, many arrests made]

Following up on the issue of the Amarkian slave-raid, the Confederacy task force is pushing hard throughout the suspected areas the slaver ship could have been hiding, but as of yet they have had no luck. [+2 Cost]

Preface

Rigel is a vibrant starfaring civilization with a long standing as the one of the pre-eminent cultural and trading hubs of local space. This star nation has weathered many crises across the centuries, and yet amidst the strife and conflict found in this turbulent region has maintained its strong democratic institutions, and refused to compromise on its traditions of civil liberty.

Before 450 CE the world we know as Rigel III, and which the native inhabitants then referred to as Chelar, was home to the Chelonian species who were at the very beginning of an industrial revolution. However before the Chelonians could begin to construct their machine age civilization, and begin an ascent towards space flight on their own, the Rigel system was discovered by interstellar travellers.

First Contact
In the darkness of space it is an unfortunate truth that star systems with a life bearing habitable world are uncommon, such systems are prized by star nations for colonization and expansion. Rigel is a system that is truly rare in that it is host to two such worlds, that have independently developed life. Chelar or Rigel III is one, the other is the sixth moon of the gas giant Rigel V.
It was the long range detection of these two life bearing planets that drew the attention of the Javeer Astroindustrial Consortium, a powerful hypercorporation of the rapidly expanding Orion Empire. Eager to exploit the land rights that developing such a system for the Empire would gain, the JAC dispatched an armed survey expedition beyond the edge of then Orion space to stake their claim.

The survey ship Ventim discovered that the world moon of Rigel Vf was a paradise waiting to be conquered, its ecology and climate was almost perfectly suited to Orions, and it was home to no indigenous sapient species. However turning their eyes in system, they saw the telltale pinpricks of artificial light flickering upon the night side of Rigel III.
Investigating further they discovered the thriving Chelonian civilization on the surface.

First contact between Orion and Chelonian was amicable, the natives were awed when the Ventim descended from orbit to land outside Ategn, then the largest city and capital of the Kingdom of Meronat, the most powerful planetary polity. The Orion captain Hayar Matessik introduced herself and her species as explorers and traders from across the stars, and in an act that would secure her place in history she negotiated the trade deal in which the Chelonians sold the mineral rights to their system, and ownership of Rigel Vf to the Javeer Astroindustrial Consortium. What exactly the Chelonians received in return is lost to history, and has been variously reported to be anything from few trinkets of Orion entertainment systems, to detailed technological and scientific documents.

Very quickly the JAC moved to exploit their new possession, developing valuable mining and extraction sites across the Rigel system, and ushering waves of Orion colonists to the world of Rigel Vf, now named Kolar.

This bold expansion had pushed forward the boundaries of the Orion Empire, further than in the previous hundred years. The prestige accrued propelled Javeer executives into the highest echelons of the Imperial court, enabling them to expand the hypercorporation's interests and portfolios throughout the Empire.
Within a few decades the investment poured into the Rigel system began to show dividends, greats increasing corporate profits, the colony on Kolar was prosperous, and rapidly growing. Interaction between the Chelonians and their new Orion neighbours was inevitable. Orions established trading concerns and businesses on Chelar, whilst the Consortium purchased Chelonian convicts and indentured servants for use as labour on its many projects on Kolar and around the system.

The impact on Chelonian civilization was immense, even the meagre resources and trinkets the Orions traded with them allowed the Kingdom of Meronat to become the pre-eminent power on Chelar, launching a series of conflicts that subdued their rivals and asserted dominance over lesser powers. A state of affairs that enterprising Orions were eager to get involved in, selling to all sides. By 500CE the Chelonians had achieved a sophisticated machine age industrial civilization. However it had come at a cost, unequal trades with Orions had lead to a heavy offworld involvement in the economy and politics of Chelar. Orion business magnates held vast estates on the surface, extra-territorial legations could be found in most major cities, and even the might Kingdom of Meronat paid heed to the words of Orion political advisers.


Seeking to build upon the success of Rigel, the Consortium began further exploration of the surrounding space. Their ships discovered significant resource deposits in neighbouring systems, along with several more non-spacefaring native species. With a hunger in their hearts the executives of the Consortium began another wave of expansion, seeding mining and industrial construction facilities across the sector. It was their dream that Rigel and its surroundings would become a new hub for the Empire, with them as its proprietors. To this end their rebranded their hypercorporation the 'Rigel Consortium'. Some within the Empire even began to whisper that the Consortium might become a true rival for the Orion Syndicate.


The First Rebellion
By 530CE the inequality of the Chelonian-Orion relationship was beginning to cause unrest on Chelar. Resentment at perceived unfairness, and Orion monopolization coincided with large social restructuring of Chelonian society as it transitioned into a fully industrial civilization. Huge numbers of Chelonians flocked to rapidly growing cities eager to find work in the new factories, many of which were owned by Orion businesses. Labour disputes lead to mass demonstrations, demanding an end to unequal treaties and the end of land sales to Orions.
This wave of public feeling unsettled the ruling classes, who depended on Orion support to maintain their power. Attempts to suppress these demonstrations began to end in violence, and by 535CE, several low level guerilla conflicts were in progress.
The spread of these Chelonian nationalist sentiments among the labour population throughout the Rigel sector deeply worried the Consortium board, so when the unrest on Chelar erupted into outright revolution they were spurred into action.

Several of the minor independent states were overthrown in violent populist coups, the revolutionaries banded together to form a United Chelonian Republic that was firmly opposed to Orion interference on Chelar, and sought to tear down the stratified social order of the oligarchical Orion client states.
The Kingdom of Meronat and its allies responded to these events with hostility, mobilising military force to crush the upstarts to their hegemony. However heavy internal dissent and an ossified bureaucracy slowed their speed of action giving the Republic a large amount of time to prepare. The initial campaigns went poorly for the Meronese, with the Republic making large gains in land, material and manpower. Inspiring propaganda lead many Chelonians to join their cause bolstering republican armies. For a while it seemed that the revolution would sweep all before it, and cleanse Chelar of foreign influence. Then the starships landed.

Determined not to let the petty squabbles of a lesser species interfere with their plans for political asendance within the Empire, the Consortium began giving direct military aid to the pro-Orion Chelonian alliance. Prop powered fighters mounting ballistic cannon proved no match for disruptor fire from Orion gunships, and Consortium Security shock troops used a massive superiority in fire power to turn the tide and crush the Republic
Exasperated by the incompetence of the Meronese, and seeking a greater degree of control in the future, the Consortium effectively dissolved the local governments putting in place an Orion lead planetary administration, and directly annexing Chelar into the Orion Empire. Abduction and enslavement of other species in the sector also began on a large scale, as the Consortium sought to diversify its labour force, hoping to avert any possibility of one species successfully revolting.
The short lived Republic, and the war it fought to free Chelar would later become known as the first Rebellion, it would not be the last.


Intrigue and Industry
For the next hundred years the Rigel system was relatively peaceful. Occasional minor nationalist uprisings on Chelar and small slave revolts aside. As the Consortium had hoped their efforts had succeeded in establishing Rigel as almost a second centre if the Empire. The industrial and mineral wealth of an entire sector was almost completely owned by the Consortium, making them a powerful broker in Imperial politics, equalled only by the ancient Syndicate. It was this ascendancy that also made them many powerful enemies, not the least of which was the close knit board of the Syndicate itself. Unused, and entirely opposed, to sharing power with upstarts, they began to carefully and slowly draw their plans against them.

It was during this period that the Empire was engaged in several conflicts with the Gorn, repeated engagements that demanded ever increasing expenditure of resources to replace losses, and build new fleets. The Consortium, eager to expand their influence bid aggressively for these contracts, winning many. New yards in Rigel began to turn out ever increasing numbers of warships, and required yet more labour. The workforce was significantly expanded with draftings from Chelar and yet more fresh abductions from surrounding species.
During the course of these forced recruitments, and in order to maintain a steady supply, the Consortium proceeded to directly annexe several of these planets, including the homeworlds of the: Jelna, Zami, Raylar, V'gel and Bodas species. Establishing Orion lead administration and military fortress-capitals upon them.
In an effort to prevent any one species from gaining to much critical mass in the event of a nationalist revolt, a series of forced relocations occurred across the Rigel system distributing many slave populations across Chelar, Kolar and the system's mining outposts. These callous and cruel acts laid the seeds for Rigel's multicultural future.

Slavery in the Rigel sector as in much of the Orion Empire was not an inescapable situation, and it was not uncommon, thought quite difficult, for a slave to earn their freedom. Thus over time a sizeable Freed population began to develop within Rigel with enclaves throughout the system. Looked down upon and generally discriminated against by Orions the Freed drew together to form their own society, though from different species and they found common ground and developed their own language and customs. A culture that was both common and unique to Rigel. Despite discrimination, several Free Rigellians managed to become build successful businesses, and strived to achieve a measure of acceptance within Orion Imperial society.

In 658CE, as the most recent war with the Gorn wound down, political shifts within the Empire led to a new trend of inward looking policies. The sharp drop in lucrative military contracts caught the Consortium flatfooted. The vast military-industrial machine they had built in Rigel was now no longer profitable, and they scrambled to rediversify. However they found that commanding market positions in many sectors had already been attained by Syndicate subsidiaries and their affiliates. To compete the Consortium was forced to drastically cut costs, conditions for the Rigel labour force rapidly deteriorated, and the cost of buying freedom rose prohibitively.
In an effort to reduce reliance on costly and maintenance intensive automation, slaving efforts were redoubled. Harsh debtor laws were enacted, which ensnared Free Rigellians back into indentured servitude.

Incensed by this curtailment of their rights, the Free Rigellians appealed to the Imperial Bureaucracy. However they distant Orion Empire paid them little heed, and in any case was hesitant to interfere with an area under the control of the still powerful Consortium.
Discontent spread like wildfire in the Rigel system across slave and Free communities alike. Symbols and stories of the long ago Chelonian Rebellion began to appear and strikes and protests became common.
The Consortium reacted harshly, cracking down on any dissent with violent and overwhelming force. However the message kept spreading, and soon weapons and materiel began to be stockpiled among rapidly growing resistance cells, provided in secret by agents of the Syndicate.


The Second Rebellion
The Second Rebellion, or the Rigellian Mutiny as the Empire referred to it, was not just limited to Chelar. All across Rigel, and in several other systems of the Rigel sector a massive simultaneous uprising occurred in 682CE. It caught the Consortium by suprise, and many security units were overrun, quickly giving the rebels access to heavy equipment, advanced weapons, and even starships.
Though unprepared, the Consortium wasn't without resolve, and acted to crush the uprising with all the force the could bring to bear. The considerable military hardware and large numbers of security troops the Consortium had built up were rapidly transported to the Rigel system. Pitched battles flared across the system and Consortium forces attempted to regain control, though at the same time commanders were ordered to try and preserve as much of the hypercorp's valuable infrastructure as possible. This handicap proved hard to work around, as rebel forces made successful defences of their holdings, and even gained ground.

Even as the battles raged the rebels set about building the foundations for the society free from the Consortium. They declared the formation of the Free Rigellian Republic in 684CE when rebel forces secured the northern hemisphere of Chelar. This new society was heavily based on Free Rigellian culture, mixed with heady revolutionary symbolism from the brief Chelonian Republic. Despite Orion chauvinism, many lower class Orions also participated in the revolution, eager to be free of the Consortium's chains.

Meanwhile news of the Rebellion spread to the Empire's core worlds, and proved deeply embarrassing for the Consortium, many rivals used the opportunity to undermine them, not least the Syndicate. Imperial authorities however were alarmed at the scale of the revolt, and feared the consequences if it were to spread to the rest of the Empire. Significant pressure was applied to the Consortium, to end the rebellion quickly.

When Consortium security forces were forced to evacuate from Chelar, the tone of the conflict changed. Restrictions on infrastructure damage were rescinded, and a wave of atrocities was unleashed. Stations that fell to the rebels were destroyed, and direct orbital fire was used on rebel controlled settlements on Kolar. By 686 CE much of the Rigel system was in ruins.
Consortium forces marshalled for a great offensive that would break the rebels' resistance, desperate to end the conflict the executive board appealed to the Imperial Military for aid. The call was answered and heavy units of the Imperial Orion Navy arrived to crush the Mutiny.
The rebels fought hard, but they were out gunned, and with a heavy blockade of the system in place were running out of supplies. By 687CE the Free Rigellian Republic formally surrendered on Chelar. The Second Rebellion was over.
The terms offered by the empire were surprisingly magnanimous, most of the slaves were returned to servitude, and the Republic's leadership was either executed or enslaved, however the Imperial court deemed the Consortium to have been at fault. The Rigel Consprtium and all it's holdings were nationalised, and the Rigel Sector was incorporated as an Imperial Province to be ruled by a Viceroy. New rights and protections were confirmed for both slaves and Free Rigellians. As well as limited representation for non-Orions in the province's government.

It was hoped that these measures, along with the convincing way armed resistance had been decisively crushed by the Imperial Military would prevent any further uprisings in Rigel and elsewhere.
However the Orion hypercorporations that had eagerly anticipated reaping the fruit of the Consortium's fall were bitterly disappointed by the nationalisation, especially the Syndicate. The accusations of Imperial overreach in this matter would be one of the cracks in the Orion Empire.

Just came from a meeting with Madame President, who asked me if, in my opinion, war was imminent. My response that we've been in a low-level state of war for years now annoyed President sh'Arrath, but it's the truth. As far as outright war goes, well, I don't think we're there yet, but if things go up between Apinae and Cardassia then we are all in trouble. The word going out to everyone at the moment is to avoid escalating anything until the elections are complete. No one on the Council wants to tie the incoming Council's hands at the 11th hour.

My counterpart at the Diplomatic Service is just as frustrated as I am by that response, but we both understand the politics behind it.

After completing our review of the Tomak star system and discovering a small colony of Orion refugees setting up there, we have continued our mapping mission corewards.

The Casio system is our next destination. I feel this is a promising system, as long range sensors have indicated that there may be unusual power signatures there.

Captain's Log, USS Salnas, Stardate 24698.9 - Captain T'Leea

Following on from the Syndicate slave raid in Amarkian space, we have been rendering aid to the affected settlement. During the course of these exercises, my science officer has noticed unusual energy signatures in trailing orbit of the colony world. After further investigation, we have found an unauthorised observation satellite that we believe was put into place using probes by the Syndicate to conduct surveillance on the colony. By taking this satellite apart, we have traced part of the signal back to what I must admit is a cunningly hidden listening post in the Alamaede system. By cautious approach, we were able to capture the listening post before it could be self-destructed, and was able to recover some data that had not been wiped. We have forwarded information to Admiral Toor's task force.

A fascinating discovery! A late industrial age civilisation has been detected by early radio waves while we were running a sweep on the southern 'arc' of Rigellian space. We are being backed up by the USS Svai as we move to investigate.

On the surface of Casio VI we have discovered an artifact that is, by our preliminary dating, of at least Precursor age. We are not yet positive as to its function, but it does emit a subspace 'wave' of sorts. It is currently very weak, but we posit that when it was originally created, it was powerful enough to be detected as far away as Romulus.

Investigations have been ... complicated, however. A shuttle has arrived from the Courageous bearing an ... acquaintance of mine who is dealing with a matter of Vulcan biology.

This will be very, very delicate. There is a peculiar energy effect in a geological structure on the planet's surface that allows for immensely strong bonding between a few normally disparate elements.

Problem is that some scoundrels belonging, we believe, to an Yrillian work gang are up to no good, actively on the planet's surface taking advantage of this effect. They are using humans with a little cosmetic surgery to infiltrate the settlement. We've chased away the Yrillian ship in orbit, but we've got to deal with the people on the ground, who are wearing transport inhibitors. I can't be made to appear like these Longard, as they call themselves, so I will have to trust to my tactical officer, a human, to lead a detachment and prevent further interruptions to this species' natural development.

A complete success, despite a number of very hair moments! I am ensuring that Commander Petrovich is commended for his actions, somehow keeping everything out of public sight. Also, I saw his footage of the chase through the sewers to catch the lead agent.

No one deserves to have to be in a place like that. We had to completely replace the transporter's biofilter when we beamed them back up.

On the plus side, we have been able to get very good tricorder readings of the energy effect that creates the bonding effect, and believe we can duplicate it!
