Look, I do think there are good mechanical reasons for overcrewing and that it wouldn't cost us much (2/2/2 of EC crew is the equivalent of 12.5pp). But think also about the narrative reasons.

This Kadeshi journey is a once in a lifetime dream opportunity for Starfleet's prized explorers. I'd expect our explorer corps to be scrambling for any way to get a billet on this journey, and I'd bet there is a huge spike in crew transfers going on right now. I would love to allow more of these dedicated people to find their way onto this voyage to satisfy their dreams. I'm sure they'll find some way to find themselves useful even if they're not directly crewing the Stargazer.
I also expect a few of the original crew getting transfers to other ships. Perhaps everyone there sighed up to explore the galaxy but probably not everyone is up for a more than a 20 year commitment away from their worlds and families.

At the very least, we won't have a shortage of volunteers to replace them.

I gotta say, I'm impressed that K'rrha has managed to become a colonial administrator! It's let the meetings take on a more comfortable air.

There are a significant number of subspace wakes being detected tailward of Gaeni space. The area is one we have reason to believe is Licori space, but we are not certain. To help resolve this confusion, we are setting in a course to the closest system, 7 Aesir.

A distress call has been picked up from the Laud Daer system. As the closest ship, we are laying in a course at maximum warp to respond. A check of the computer database tells us that the Caldonians have an expedition team there, examining veins of possible duranium deposits to see if they can be mined safely.

It comes as something of a relief to be able to dedicate my energies to a logical pursuit such as mapping the Corio Rfit, a small nebula field between Apinae and Amarkia. Overall it passed with limited incident. However, we did detect a number of unusual sensor anomalies as we passed through Naomi's Star, where we located an easily accessible store of useful minerals. A Starfleet enginering ship and a freighter are en route to excavate them.

Beyond this, I have spent much time meditating on how I was blindsided by the hijacked Orion vessel, and how my knowledge of the regulations blinded me to other possibilities. The Ship's Doctor, another Vulcan, has been helping me resolve my frustrations towards this matter.

A massive EM storm has come up suddenly. Actually, something closer to an EM cyclone, which formed up and cut us off from the Enterprise and other aid. We have been forced to take shelter in underground facilities. K'rrha admits this is a big mother of a storm, but not to worry, as the the shield pylons will protect the settlement just fine. Apparently if I wanted "excitement", I should have been here for the first few years of the colony. That was apparently the "real excitement".

Oh well, I'll just have to stick with the boring old Explorer Corps!

Not too difficult to fix! The expedition team suffered a cave-in on a deep mining shaft that has trapped a dozen of their workers. It's too deep within the crust for the annular confinement beam on their prospecting ship to penetrate. Of course, the Thirishar has rather a bit more oomph behind it. The Caldonians have been rescued and returned to their ship.

A little death-defying, a little derring-do, a lot of wondering how I would ever get dry again.

But presto, we got to the controls that could re-route the extra power from the auxiliary generators into the shield pylons and they held out the high-energy part of the storm. Colony made it through the forty-three hour storm mostly unscathed.

I have to say, it was nice to be surrounded by Caitians for a change, but am I ever glad to be back feeling the warp core thrum through the decks.

That was distinctly more ... adventurous than it was intended to be. I will need to keep these logs from reaching Vulcan, as I fear my behaviour was ... downright human, in the most alarming sense of the word.

We arrived at the site of a major battle over a Licori colony world as the Ked Peddah made a major push. During the battle, a potent explosion from an orbital platform damage a evacuating civilian ship that was attempting to break orbit. That ship was on the verge of breaking up and was drifting into the heart of the battle zone. I made the decision to close to within range of the ship and evacuate the survivors. My first officer cautioned me of the potential ramifications of entering such a dangerous environment, and I informed him that I would note his protests in my log.

In fact, I welcomed his query of my actions, even though I had no intention of altering course. We successfully retrieved the survivors, as well as others from escape pods that were in danger, and then held off until the battle was over, and arranged to return each to their proper authorities

The Licori still hold the system, but have taken losses.

In fairness to Saavik, NOT responding by raising the shields wouldn't really have helped. The only thing she could have done would be to avoid the trap entirely by fleeing the area and ignoring what appeared to be a distressed ship.

There are good reasons we expect our ships to respond to distress calls; how many times has Starfleet benefited from the consequences of doing so?

I have been busy in Paris, trying to maximise the amount of impact our decision to offer the Stargazer to the Kadesh mission. President sh'Arrath is thrilled. My private feeling is that this will push the expansionist faction in most home sectors, but push the Hawks in any member world that feels immediately threatened, like Vega or Klivvar Proxima. Everyone is trying to capitalise on it in different ways, not least of all me! If I'm going to have more or less sacrifice an Excelsior, then mission statement or no, I want Starfleet's pound of flesh. After all, there's nothing sadder than winning a war but losing the peace, even when your war is against ignorance of the greater galaxy!

Kahurangi was a brilliant commander of Starfleet, but I did always worry about how she approached some of the political sides.

I've been following the preparations back in San Fran. Very busy over there. I've seen reports, submissions, and suggestions from ... oh, let me remember. T'Faer in Logistics is scrambling to put together a twenty year supply of deuterium, dilithium, torpedoes, and the like. Commodore ka'Sharren at Explorer Corps Ops is involved; ch'Vohlet wants to send research specialists. Eddie Leslie has grabbed Commodore Henderson to run what is described as the most thorough assessment a ship has ever been through. Linderley at Intel wants to put together a special Office to send with them. Starfleet Medical's Research Command already has a page of names for scientists volunteering to go.

Everyone's pushing me to make a call on what assets we're sending, and what we need to ask for. I better go and review the options now, actually.

I strongly favor the extra crew (as per earlier discussion).

I favor the resources because repairs are predictable- and while the Kadeshi are good at handling bulk resources they're bad at special. If anything I'd favor sending ONLY special resources along, or biasing in favor of that.

The engineering ship is good because it will have the equipment to do the kind of work the Kadeshi can't do- very important to the survival of the Stargazer, and possibly to the whole fleet.

The hospital ship is good because preserving the lives of our crew helps us get them home, and (as much or more to the point), preserving the lives of the Kadeshi is paramount. This fleet is all the Kadeshi there are, and it is none too large a number. Every Kadeshi life we can save will have tremendous, multiplicative value on the long term future of their species.

I think the intel runabout is a bad idea because I don't want us to be in a situation where Stargazer and the Federation flotilla are 'independent.' I want us to work with them. It's the future of their species, not ours; it's not about us. We're helping them, not spying on them.

The journalists are tempting, but they're basically a "high risk, high reward" option. Since the rewards here are already very high, I'd prefer to minimize the associated risks associated with something going wrong.

In my case, it's because the plan already has everything I would vote for.

Though I wonder if we could spare one more unit of each type of crew.

Would it be a good idea to put in extra effort to ensure that the crew is more varied, to emphasize the multi-species of the Federation? Or is the majority human dominance already a thing of the past?

Following on from that would be having an option for affiliates to get further involved.
 
Options: disposable transport with subspace relays in storage, so as to extend a chain of communication in the direction of the expedition. Or at least for the first leg of the trip.
Basically a trail of communication boys behind them until they run out. Keeps them in contact with us until they run out.

Option: second ship goes with them for the first year, then heads back. With anyone who changes their mind about going.

Option: civilian personnel transport for the stargazers crews families, if they want to go to.

- Spare Warp Core and other shipbuilding parts : Basically, going a step beyond normal spare parts. In 20 years the possibility of a critical failure exists, and having all the extra crew matters little if the vessel is damaged beyond simply repair. On the other hand, quite a few of our shipyards are operating on doing refits, so their support structure for essential shipbuilding parts is sitting idle. An upgraded vessel does not need a new warp core or something like that, after all. So it shouldn't be that hard to get, though it may be expensive. Also, gets the Kadeshi a step up the tech base.

I don't want to start a colony. We have plenty of good colony sites at home. I think a medical ship is excessive. They have doctors of their own, and it's not like they'll have to travel far to find their patients. Everything else I'm good with.
 
If a Federation hospital ship will significantly improve Kadeshi survival rates, I'm for it.

Remember that the Kadeshi refugee infrastructure is probably... lopsided... in favor of whatever they had in space after the Biophage ate their planet(s). As a small, newly starfaring civilization, it would hardly be surprising if they mostly put people back on the ground to take care of illnesses. It may well be that they simply didn't have very many doctors or medical facilities left intact.

They probably have a lot of miners, engineers, space pilots, field research scientists and so on, but not a lot of artists, theoretical scientists, teachers... or doctors.

We've already been told that staying in communication is a doable thing. The fact that we're not voting on it suggests that it will be done whether we specifically vote for it or not.

I'm fairly sure accomodations can be made on the Stargazer for that, especially since I doubt there will be very many families going along.

I'm of the "meh, we can build more" camp.

For that matter, we're actually a bit overloaded on berth space right now thanks to Chen's bonus. I suspect a hospital ship will be reasonably cheap to build, and we might consider building one in an existing 'military' berth...

If @OneirosTheWriter decides to give us stats and make it an option, that is.

Only for the ship's Captain - questions about other personnel assignments are too low-level for you.

I can add that as an option. A full warp core assembly for an Excelsior is 40br and 40sr, fyi.
How big are our engineering vessels?

Or are we classifying the Mothership as a mobile space station

That was specifically referring to other engineering type vessels. Like the hospital ships, they're also built off derivatives of old Ranger hulls, and mass about 450kt.
