If we were reasonably certain of a decade of peace, I'd be building only Excelsior and Rennie designs.
With a cabinet war on one side and a suppression war on the other, two peers looking to go war with each other and a third that considers us a severe threat, that just isn't happening.
Neither of the current wars are severe threats to the Federation as a whole (we hope...), the Romulans and Klingons would prefer us to stay out of their little skirmish, so it really comes down to the Cardassians.
We know they are undergoing a massive ship yard expansion, and assume that in turn will become a massive combat ship count expansion (they either got some really rich affiliates, struck a mother lode in the section of GBZ they have grabbed, or are assuming they will get some serious resources in what they hope to grab).
In a defensive war, we expect that we can use member fleets to blunt a Cardassian offensive but are unsure how well that will translate into advancing into Cardassian territory.
While I will leave numbers to a those who know the ship building system better, I suspect that Excelsior production will have to be reduced a little

So no squeezing in a refit in the Vulcan or Andor yards while we wait for the heavy berths to come open in pairs. Ah well, I'm sure we'll have repairs to do.

EDIT I'm an idiot we don't even have enough SR for this. Changed it.
-New Excelsior-A pair at Utopia Planitia as soon as they finish their current pair in Q2.
-New Rennie pair at Vulcan when the miranda refits conclude in Q3.
-Build and refit as many Miranda-A's as we can afford in our other light berths. Keep the heavy berths at San Francisco and Andor open so they can do repairs, and hopefully we'll have built up enough crew and SR to fill them next year.
More than likely we will need to postpone some of these builds to accommodate new repairs, but that's going to be true no matter what.

We don't have a very good idea of when a war with Cardassia might start. it could be this year, in five years, in 20 years or perhaps never. That said I see a war starting in 2 years or so as relatively unlikely. A war would either start as an escalation of a random event because neither side is unwilling to back down (relatively unlikely now that our spheres of influence have been separated so clearly) or because one side deliberately arranges for it. The Federation won't do that, and the Cardassians would pick a timing that advantages them as much as possible. That would be during the war with the Licori and I see a significant chance of that happening (maybe 15-20%?), but if not we just learned that they are working on doubling their ship building capacity. That means that unless they start during the Licori war they probably believe delaying a war plays into their cards. At the very least they are going to wait for their shipyard projects to complete, more likely they will wait for one or perhaps even several rounds of constructions at those shipyards to complete. That's probably somewhere between 4 and 10 years away. It's also possible that they see the current Gabriel conflict as more advantageous to them than a full scale war, and after that completes depending on the outcome they could come to believe that they wouldn't be able to win a full scale war unless something very significant changes in their advantage, so avoiding a full war entirely (or at least in the medium term) seems quite plausible.
IMO this means that for maximizing our relative fleet strength relative to the Cardassians in the time frame of a likely war combat cap efficiency is at least as important as crew efficiency, possibly more important.

I decided that Voshov was such a better name than Rru'adorr that they both get to be named Voshov.The USS Voshov and its parallel universe twin.

This keep berths open for repair during the coming war and is the maximally effective build for us over the long term, as building more explorers helps get more combat power under our combat cap due to the benefits of Lone Ranger.
