A couple of comments on the post.

So it has come to war.

The beast that lurks within has been freed from its chain, and the Federation will flex its might. For the first time in many years, the commander of Starfleet looks out over their domain and prepares to do harm. You must now set aside questions of righteousness, the question of if this is necessary, if it could have been avoided, if the President is up for the task. Right now you know that the only way out is through, and the quicker and more decisive you can make this fight, the less bloody and the less risky it will be.

As always, your first task in the new year is to tend to the forges of exploration, the shipyards that dot the Federation.

It's going to be funny when we eventually have a less poetic Admiral, and their response to situations like this is a string of curses, following by a sigh and the words, "Now lets start building some boats!"

As per Starfleet Regulations IV-12 (a) and United Federation of Planets Edict, as Superintendent of this Shipyard Berth, I herein certify that the project under my command, the construction of the USS Voshov (Excelsior-class Explorer, Fleet Order NCC-2015) is complete, assessed, and ready to be presented to the Fleet Register.

So with the Voshov, we will have four ships on Explorer Corps missions (Odysey, Atuin, S'harien, and Voshov) plus the Stargazer... easily enough to meet the Council's requirement for four ongoing FYM. At least that lets us avoid political blowback for taking the Enterprise and Sarek off EC duty.

So isn't that slightly less bad than @lbmaian was estimating? I believe his assumptions were built around the idea that the new shipyards would have three berths each, to allow for Cardassian preference to carry out rotating 3 year Jaldun builds.

what if we just did more rennies instead of the excelsiors? save up a little crew surplus for needing to replace casualties from the current war and potential flare-ups with Cardassia.

Just tried plugging that in. It hurts us crew-wise a little in the shorter term; because of Chen's bonus, the Renaissances would need to be crewed in 2316, putting us into an Officer deficit.

The Excelsiors build in 3 years with Chen's bonus, keeping the crewing pushed out to 2317.

if we are so close to the edge with crew, shouldn't we consider holding off on anything but refits then? because we need to have at least some reserve for casualties.

(Looks at four empty berths.) I'd say my plan has us holding off quite a bit, since it only has us starting 3 ships, all of which won't have to be crewed for two years. Depending on casualties this year, we might further reduce starting builds next year.

Here, I just tried simulating 5 casualties in every category this year. We're still fine for the ships I'm proposing starting this year, though we might have to reduce a ship next year to make up for it down the line.
 
wouldn't it be a lot better to not take that if we can? and that crew is temporary. so once the conflict ends we may end up in crew debt across the board and that would suck all kinds of balls.
Sure, but that allows to finetune after we know how much losses we have to take into account.

it costs mobilization points. a lot of them. so we want to avoid it if at all possible.

and ships not getting crewed on time is at least a year (+demothball time) to get it online. really do not want.

We could fill up with cargo ships and stop construction of them when the crew situation is stable. But that would add another layer of fiddling around with construction - 'partially constructed at <shipyard>'

Given this and assuming that their build times mirror ours, it's my belief that we have 3.5 to 6.5 years e: until the Cardassians begin a general war. One or two waves of cruisers, no more. The only thing that might disrupt that would be a Jaldun refit program.

I assume you mean 3.5 to 6.5 years until they launch an attack? Let me ask... what do you think their war aims would be?

...is that particularly relevant to needing to counter their building efforts? Regardless of how they intend to use it, their navy exists. Plan for capabilities, not intentions.
