I think the most important consideration is the next gen explorer (Ambassador) design project. The ship design spreadsheet isn't ready - and even the old one produced IMO overly power-creeped designs. Can we get some stat/cost line guarantee and minimum research time for a 3mt explorer design - enough information to vote on it? The full ship design (and the ship design spreadsheet) can wait until next year or so, depending on the minimum research time.
Of secondary concern is whether the Celos/Precipice situation along with the >100 EOY Syndicate cost changed any of the Syndicate-related snakepit options. (Like, do we still have the +5 influence to spend?)

This makes the development faction in particular very irate. But there has been no helping it. You have had all of your yards working furiously to cover the new territory that has joined the Federation. A new auxiliary yard will help, though. You take your time to drive that point home, and the good Councillor backs off.

The other sour moment, of course, is the debacle of the USS Salnas, which blew out it's own warp plasma matrix while conveying critical medicine for the Indorians. So refitting the Constel is slightly cheaper but you end up with a less effective vessel and the constellations are going to be out of service for six turns whilst you upgrade them for essentially 1/3rd of the cost of building a new vessel.
If we just build Rennies to replace them and throw the old constellation hulls over to the member worlds we'll have a more capable fleet, we could take the refit project anyway though so that the member worlds could do the refits on the older a vessels but we only have seven of them.

The earlier we get the Excelsior refit the earlier we can switch our builds over from the vanilla version. We have been planning for requesting the Ambassador for years, we need the rp influx this year, and in all versions of the sheet in contention something with 5 hull and otherwise all or mostly 8s is possible, so satisfactory stats should be within reach no matter which one is chosen.
Buying more influence on Syndicate legislation doesn't make much sense with the current state of affairs, and using the 5 points we have now should hopefully allow grinding them down a bit faster. The alternative is letting the 20 pp spent last year go to waste and be satisfied with the current rate.

I thought it was worth it at that speculative refit, but the shift of 1 P to 1 H does change matters. Instead of being a light cruiser more optimized for garrisoning, it's now competing more directly with the Renaissance.

In any case, the Excelsior-A refit is a higher priority than the Constellation-A refits, and we don't really have the spare pp for the latter.
Since Development is unhappy with us, could we make some sort of deal with them along the lines of "eat the political cost of a new auxillary shipyard for us now, and we promise to start building that Heavy Industrial Park within the next two years?"
