Going to stick to the band wagon on this one for now.

[X][COUNCIL] Plan Modern Explorers and Syndicate Amendment

I'll look at the faction options that are being suggested tomorrow.

Edit - sidenote.

Refit Excelsior - 1 year.
Refit Constie - 1.5 years.

Guess there is a lot more work to do on that old design...

I like Nix's plan but not his faction deal.

Sousa just got the council off her back about Logistics, it would be sort of odd to go back to them now asking for a deal.

Plus, as Sousa pointed out, our new auxiliary yard should be built next year and take care of this issue, hopefully.

I really want to get on top of that before it spirals out of control and the Licori start blowing up suns or something.

@OneirosTheWriter for the Federation departments using the new auxiliary yard do they have spare resources and crew so either a second yard or expanded yard would be used or does the Amarkia auxiliary yard cover their needs?

Now this is a good idea. If we can resolve their issues we could easily have another couple of good affiliates in the next few years.

[X][FACTION] Approach the Pacifists about options regarding the conflict between the Licori, Ked Paddah, and the Mentats.

I've gone with the normal council plan, but instead of going to the Development faction I've gone with the Pacifists. This is largely because we're currently being affiliate blocked by an ongoing war, and we know from the intelligence brief we've got last turn that things are heating up again as their fleets have been rebuilt.

We also want the war to end so the crazy scientists don't get up to shenanigans in attempting to win the war.
These opening attacks were partially successful; a number of colonial outposts were captured, and remain in Ked Paddah control. It is fought mostly via smaller ships, with both sides acting protectively of their larger vessels. Apparently six months in, a massive counterattack was launched by the Morshadd Empire, targetted at the homeworld of the Ked Paddah. What followed was a bloody stalemate, with many ships crippled or destroyed. As a result, the mobile forces of either faction found it difficult for a long while to muster the combat power to defeat the defensive outposts. Over the last few months, the fleets have rebuilt and the Ked Paddah are on the offensive once more.

EDIT: Had a different deal, but the GBZ conflict probably renders it moot.

EDIT2: Changing to mercantilist option.

So a few comments.

[New Combat Cap Formula to account for increased scale: 150 + (10 per Member) + (10 per Threat Point) = 350]

The Combat Cap is still 350 and will likely be close to that by the end of the decade depending on how tensions with the Cardassians rise or fall and how many more new members we add. Probably somewhere from 370 to 400. We may yet get to the point where we actually have to be retiring ships for good.

Still, given what Ainsworth has in mind, it's probably just as well that the Council isn't asking about the GBZ...

Translation: When Ainsworth blows the hell out of the Sydraxian fleet, we'll pick up militarization points like candy. Sigh. Well, we have some room on that front, and it's a worthy cause. At least the Hawks will be a little happier with Starfleet for once.

By the end of it, you give Heidi Eriksson an absolute roasting of your own, and you're satisfied that your words will work their way down the line to whoever is ultimately responsible for it all.

Yeah right. Heidi Eriksson is singing, "Gonna be retired in three months. Not going to be my problem so soon. Your roasting is just the pleasant reminder of the beach heat I will soon enjoy when I move out to the islands. Yeah-yeah."

15pp being used by the Pacifists!

15pp isn't actually very much. I'm not even sure what the Pacifists are going to be able to buy with that. I know they don't have to pick from our list precisely, but I assume the value will be about the same.

Request development of Utopia Planitia, 35pp, (4 turns, gain 1 3mt, 1 1mt berth)
Request new Shipyard at Amarkia, 35pp (12 turns, 1 3mt Berth, 1 1mt Berth)

Next time. Next time.

Request Start of Garrison Escort project, receiving one-off boost of Research Points and go-ahead for some projects, 30pp

I assume a Super-Kepler would fall under a Garrison Escort? As the Council never tires of reminding us, there is no maximum science!
Request Refit Program for Excelsior class [+1 C, S, L, P for 50br, 30sr, 1 Year (4 turns)], 6 turns, 18pp (NB: new unit cost for Excelsior will be 230/160)

Slightly better than I was thinking! Completing T1 Weapons enabled us to get +1C. Yay, Weapons Fabrication Office Test Division!

Arrange to have an Old Guard Admiral convinced it is time to retire, 20pp

Someday Seruk, someday. We'll be coming for you.

Federation Grading:
Current Minimum Science = 100 [Now 157]
Current Maximum Combat = 350 [Now 189]

Combat as 189 seems high. I get:
10 Mirandas = 30
7 Centaurs = 21
5 Oberths = 5
7 Constellations = 21
8 Constitutions = 40
11 Excelsiors = 66 (assuming Stargazer doesn't count at all right now)
Council counts Explorers as 1 less = -12 (Cheron + Excelsiors)

Total = 171. Looks like you're counting the Stargazer and not counting our Lone Ranger discount.

[Next Elections - (2314) Amarkia, Council President, (2315) Rigel]
[Incoming Indorians believed to favour Development faction]
[Incoming Apiata splitting between Expansionist, Hawkish, Development factions]

I knew the Apiata were going to give at least something to the Hawks. I don't think the Indorians will have that many Councillors, will they? I'm not even sure they have a second major world.

Current Federation Affiliates:
Caldonians 468/500 + 26 = 494/500
Orions 420/500 + 19 = 439/500
Risa 379/500 + 25 = 404/500
Gaeni 368/500 + 18 = 386/500
Qloathi 338/500 + 9 = 347/500
Seyek 222/500 + 15 = 237/500
Kadeshi 223/500 + 26 = 249/500
Honiani 105/100 + 29 = 134/500

Poor Caladonians, going to be locked out for a few years more.

Don't forget you need to put your plan vote in the same post or it won't be counted. Vote counter only looks at the most recent post where you made a vote.

I'm worried that we're already stretched too thin to try for Starfleet to do anything about this. The Federation can try to mediate and they can ask a FYM explorer to help convey a diplomatic team, but I don't think Starfleet can spare much more than that right now.

I knew the Apiata were going to give at least something to the Hawks. I don't think the Indorians will have that many Councillors, will they? I'm not even sure they have a second major world.

I believe they have 4 major worlds:
Apinae
Alrizzine IV
Burrizz III
Irrizizza

Which is par for the course - Amarki and Rigel also have 4, Caitians have 3, and Betazoids have 2. Indorians...we only know of their homeworld, but they could have another major world we players just aren't aware of, kinda like Betazoid's Onos IV was a surprise.

[X][COUNCIL] Plan Modern Explorers and Syndicate Amendment
[X][FACTION] Approach the Mercantilists about a diplomatic/financial push to assist the Orions with their political and economic transition.

I suggested this earlier, so I may as well propose it, even though I'm a little late to the vote. Although we've made tons of progress, the Syndicate is going to be with us for as long as the economic incentives that keep it alive remain. We've hurt them badly and crippled their infrastructure... but there's still a lot of them in hiding, and they'll still be acting against us whenever they can. If nothing else, expect a lot of them to quietly pass intel to our enemies.

The best weapon against them is now structural reforms, which the current Union government would like to propose. The problem is, they don't really have a good idea of what it is they want to do, and with the Syndicate pulling strings from the shadows, and the honest politicians acting with more zeal than experience, we're not likely to get a good resolution out of the situation.

On the other hand, the Rigellians have ancient and Orion-influenced financial institutions that aren't appallingly corrupt, and their economy is doing just fine in the context of the wider Federation system. Their example is exactly what the Union should be reforming towards, and those reforms can help keep the Syndicate down, and leverage the Hypercorps into a potion of being useful to the Federation, instead of detrimental.

Orion ratification will wait out the five year freeze, of course. But when they do ratify, it's this foundation that will determine what they're able to offer us, and what problems we'll be dealing with in the future. Now is the time to build that foundation strong.

Given that's exactly what I want, I don't have a problem with them starting with just that.

Besides, if we can clear this up, all of that space around Rigel becomes available for expansion without any risk of becoming involved in another war.

I love this idea, but I think it can wait. Orion integration is going to be a long and arduous process either way.

Plus, it looks like the Orion's themselves are already going to do something like this soon without our interference.

What remains in that proposal beyond that also sounds like both something for the council to take care of, and something it already does as part of the ratification process.

But we've seen FYM explorers do diplomatic actions like this anyway without a specific snakepit request. Feels a bit of a waste.

For me, it's less about the Orion integration and more about preventing the Syndicate from getting its claws in to the political reforms that are going on now in the Orion Union. That's starting to happen this year.
