QM/N: I've got this crazy feeling that I'm missing something here.
Generic team 3 somehow still did escort design, in addition to working on the hospital ship design. It was made more explicit in the long form, but maybe the short form of the plan should include something like

in cases like this. Also 2320s Targeting Sensors is mislabeled as 2310s Short-Range Sensors and 2310s Message Networking as 2310s Message Security.

My view is that Starfleet ships with their 'balanced' statline have relatively light level of armor plating. They have enough that small stuff hitting the hull doesn't immediately start causing severe compromise to the ship's structural integrity... but Star Trek weapons fire is powerful enough that it tends to shear through plating that would do a great job of shrugging off meteoroid impacts or radiation from a solar storm.

Remember, this isn't quite the same as World War-era naval combat, where battleship armor will tend to outright 'bounce' shells that lack the impact energy to drill right through the plate, reducing their effect to almost nothing. Given the energies involved in soft-SF combat, ALL kinds of armor are effectively ablative, designed to reduce the effectiveness of incoming fire so that it expends as much energy as possible on the 'outer shell,' with little or none penetrating the outer hull to do serious damage to the interior.

The shields present an outer layer of 'armor' that is entirely impenetrable (or nearly so) until it is knocked down. But given that shields aren't up all the time, and that the ships have fairly large mass budgets, some degree of armor protection seems likely though not certain.

Sounds about right. It's not that armor isn't used, it's just that high energy physics has vastly surpassed materials science, to the point that armor is impractical as a primary defense. There's still a fair bit of armor in use, even on well-shielded Fed ships... but it's overshadowed by SIF fields.

Given the statlines of some of our rival's ships, we could plausibly add more armor to our designs, if we wanted to devote some time (and SR) into adding thick plates of resilient supermetal to our hulls, sandwiched with SIF grids. However, that kind of thing eats into valuable external hull space that Starfleet prefers to use for sensor packages. Undoing that particular tradeoff is politically unwise, as it would get us ships that look an awful lot more like warships (and extra Militarization points).
 
Some gains from events are nice, forward defense finishes next turn which is great.

Dawiar Diplomatic Posture Report

It is worth understanding off the bat that the Dawiar are not the most deft diplomats in the galaxy. However, they are still developing channels of communication with the Qloath and the Lecarre. The Lecarre is being facilitated, we believe, by the Cardassians, but the Dawiar are not fond of them and their character. We believe there have been a few scandals where the Lecarre have been caught red-handed running ops.

With the Caitians, the Federation Diplomatic Service has been busily at work facilitating border negotiations. It is believed that another accord formalising areas of influence between the two powers should be signed within the next few years.

Beyond that, Dawiar's relationship with Cardassia is, to at least some extent, a little frayed. The Dawiar were less than amused by the way that the clients of the Cardassians were treated during the Kadak-Tor Crisis. However, they have not broken off, feeling that they require some way in which to offset the nearby power of the Federation. They see entering the Federation as the End of Ambition.

Syndicate resilience and potential vulnerabilities to reduce resilience.

The Syndicate has a long history of governments arresting or killing key members, and they have a number of mechanisms by which they make themselves resilient to this damage. We have put considerable effort into identifying weaknesses in these mechanisms. Unfortunately, most of them are passive and internalised, and we have no way of meaningfully disrupting them outside of our current operations.

History and current status of the war between the Licori and the Ked Peddah

The Gaeni tell us that during peacetime, there is an open flow of information. However, during this time, government restrictions on the flow of information have rendered both societies largely opaque. Nonetheless, we have learned many things.

The war between the Morshadd Empire and the Ked Paddah began two years ago, and has raged on ever since. The Ked Paddah were the aggressors, apparently declaring war and launching a sweeping attack of Licori border worldsafter a particular science experiment induced outright panic. From what we are told, it may have been a test (failed, thankfully) that could induce a core collapse in a main sequence star.

These opening attacks were partially successful; a number of colonial outposts were captured, and remain in Ked Paddah control. It is fought mostly via smaller ships, with both sides acting protectively of their larger vessels. Apparently six months in, a massive counterattack was launched by the Morshadd Empire, targetted at the homeworld of the Ked Paddah. What followed was a bloody stalemate, with many ships crippled or destroyed. As a result, the mobile forces of either faction found it difficult for a long while to muster the combat power to defeat the defensive outposts. Over the last few months, the fleets have rebuilt and the Ked Paddah are on the offensive once more.

The ships of the Ked Paddah have a more stable tech base, and better ships; however the Licori do have unusual high-energy systems that can periodically turn the tables.

Supplementary Report: Bajor and Cardassia

We have reason to believe that the Bajoran armed forces have been nearly disbanded, and their resources folded into their Cardassian patrons. As the Bajorans had only recently acquired a pair of lucrative mining colonies, the influx going to Cardassia Prime is believed to be significant.

Supplementary Report: Economic War Footing, RSE & KE

The Romulan Star Empire and Klingon Empire have started the first steps of reaching a heightened economic mobilisation. Resource generation, production, and research are all expected to progress at a heightened rate.

Romulans have between 168-218 Combat, plus however much the one Daljera prototype is worth. That number is likely to increase sharply as soon as the first wave of Daljeras comes out.

With our current Combat being 144, the Klingon fleet at its lowest level is already stronger than Starfleet.
The Romulan fleet might have slightly more Combat than the Klingon fleet, but they seem to be about equal. The difference certainly isn't enough to make more than a guess on who will win.

Klingons have alot more ships though. Swarm vs Combined Arms. This will be interesting to see, from a doctrine point of view.

IIRC they also recently finished a new bird of prey, though I'm not sure if it's simply a refit or a true new ship class.

Starfleet Academy's Away-team Annexes.

Starting in 2313, Starfleet Academy has added a host of new off-site facilities for mission training and refresher courses for both existing officers and cadets. Located in diverse locations such as Monterrey Canyon, Bahuaja-Sonene Park, South Andaman Island, and more remote outposts in the Himalayas, Antarctica, and even the surface of the moon, the crown jewel of the annexes is affectionately known as 'Boarding School'. Built near San-Fransisco's existing orbital yards, the Relief and Tactical Operations Annex is the most complex and most frequently used annex, with thousands of cadets and enlisted beaming aboard on a typical day.

The Boarding School resembles a series of stacked plates-or more appropriately, saucer sections. While the topmost section is devoted to lecture halls and classrooms, the rest are given over completely to training exercises and simulators. Each section replicates a starship-several common Federation types, as well as Cardassian, Klingon, and Romulan ships as well. Each section can be configured for an almost infinite array of training and actors of the appropriate species are hired, whenever possible, to ensure the highest level of fidelity. Where actors are not available, as with the Cardassians or Romulans, starfleet officers endure protracted makeup sessions to create the illusion of the appropriate types. But the most versatile actors are the 'ships' themselves.

Each section comes with several detachable micro-modules to simulate damage, swap out for different hallway and room configurations, meaning that almost no action is ever the same twice. A common 'away mission' might involve both fighting off the operations crew of a Klingon armed transport, while assisting their chief engineer in repairs. Or one might be called upon to subdue and medicate a number of maddened Romulans under the influence of psychoactive disease, or bargain with Yrillians for their assistance even as you shore up their bulkheads along side them. More straightforward missions are practiced as well, but it is the multi-dimensional factors of combination missions that attract the attention from instructors and students alike. Many feel that the added complexity removes some of the certitude of normal training operations, and helps reveal more about cadets and enlisted alike in terms of skill and aptitude. Certainly, it gives a bit of 'real word' feel to the operations, especially when realistic looking EPS plasma bursts out of a damaged console and causes squibs under an actor's clothes to fire.

Planetside training, meanwhile, is focused more on studies like geology, botany and physical training, but each outpost also offers extreme environment survival courses, teaching how to find water and food, and what to do or not to do in the event of an emergency. Despite persistent rumors however, Midway island station does not offer Underwater Basket Weaving as an elective. Should you have experience in weaving however, shallow-waters operations dexterity training may decide to focus your efforts in a particular direction. Starfleet academy's various off-campus annexes each have their own unique sense of humor and community, as many assigned to these locations have rare and highly specialized skill sets that cause lower than normal turnover among instructors. And given remote and frequently less-than-ideal conditions, some have been noted for a marked tendency towards eccentricity in uniforms.
 
I'm a little surprised they don't have more Heavy Warbirds. I was under the impression that the Romulans used a Lone Ranger doctrine like our own, and that their warbird production would be along the lines of our Excelsior production.

Maybe we've just been spoiled by the Romulans, but I feel like I've been hearing about these guys a lot more than an espionage-themed race should let themselves get heard about.
I think the Emergency Credit stores are stores that sell on credit at reasonable prices, which would make sense given the loans. Otherwise, the Retail Council wouldn't have any reason to complain.

Guess they finished their work in Cardassia. Well we're going to be having some big changes in our own distributions soon enough. Adding a cruiser to the CBZ Squadron and cutting down the space it has to patrol as the Gabriel Border Zone and the Apinae Sector get their own garrisons. It'll be interesting to see what the Cardassian reaction is to what they thought was a stable situation.

That is not too far from our estimates for total Klingon firepower, as expected, though the Klingon version comes in more fragile ships.

Also there should be several member Miranda's finishing refit this quarter, 4 I believe.

Also what is interesting is Romulans and Klingons have more combat than Starfleet by itself but less when you add our member world's.

Not the best news that cardassians got some resource colonies from seizing Bajorans.
