-[x]Ask Rin how the other Sendai girls feel about Akiko's demands. Would they settle for peace terms without the 30 seeds?

Yeah, I liked these two points about the previous vote. The phrasing for the second point was a bit more aggresive, though.
Are they okay with this plan to...what, demand 30 grief seeds not to attack the University group?
I'm not sure it'd work quite as well like this.

This is a pretty cool quest, eh. My fav. of the PMMM quests I've been checking recently.

And man, the University girls are just sitting there while Akiko starts demanding stuff from neutral party that saved her earlier. *Now Sabrina has to deal with the crazy. Poor Sabrina* *Wonder if their crazy can annihilate each other?*

"We've Got Hostiles" pt. 23
You keep your face immobile, fixing on a pleasant smile as you turn back to the table. You're not sure how well you succeeded. You look at Rin, wilting in her seat under the combined, furious stares of the University girls, and at Kirika, still nonchalant and indifferent in her chair.

Thoughts whirl through your mind as you process furiously. Akiko can't be this stupid - she must be doing this for some reason. Your own fury wars with your reason. You're tempted, so tempted, to do something drastic. Rip into Akiko here and now, throw this open to the rest of her teammates, straight up call her out... but no.

Like it or not, you volunteered to mediate.

"Mami," you say telepathically. "Could you take over for a bit? Explain why asking for payment like that is... unacceptable. Especially from a group that's already struggling to survive. You're so much better than me at this. I..." you pause. "I'll probably say something I'll regret."

"Of course, Sabrina," Mami replies, directing a smile at you that you can see out of the corner of your eye. "I'd be happy to. Though... are you talking to Akiko?"

"Yes," you say. "I'm going to see whether I can't get some answers from her."

"Alright," Mami says. "Give her a piece of my mind, too." She turns to Rin. "Miss Mori, this proposal is unrealistic, considering that the reason for this conflict is that Miss Tsubaki and her friends felt that sustaining the three Seeds a week was not tenable."

You open up a telepathic channel to Akiko. "Akiko. What exactly do you need all those Grief Seeds for, anyway? Three a week, five a consultation... it adds up. You must have taken in hundreds."

Rin shakes her head vigorously, holding up her hands. Mami stops, and lets her speak. "Please wait while I relay this to Akiko." She stresses the bluenette's name as she speaks.

"Did Rin not convey what I said? They're a commodity," Akiko replies.

"And even if they are, you must have taken in hundreds," you repeat. "Even as a currency, what could you spend so many on? If a commodity they are to you, then who do you trade them to? And for what?"

Silence, from Akiko, at least. "We have already used eight Grief Seeds, and expect to use another for healing. Twenty are for miscellaneous expenses." Rin looks away. "The Fukushima girls," she adds softly.

"Still no," Yuko snaps back. Chouko shakes her head, too.

"I'm still willing to work with you," you say after a moment. "But I need to know your reasons. What are you trying to accomplish? What's your goal? Grief Seeds are a means, not an end."

"Grief Seeds bring security," Akiko rejoins, finally speaking up. "They're peace of mind."

Mami's faint smile doesn't waver. "Miss Mori, please tell Akiko that that may be a sound reasoning, but that Miss Tsubaki and her companions are unable to afford it."

"And you would have girls die for your peace of mind? And you'd ignore my powers?" you snap back.

"Your powers make a nice supplement," Akiko says. "Pardon me if I doubt your 24/7 presence at my side."

... well, she's not wrong, but she's also evading the point. Fine, then. "Does this have anything to do with Kato Setsuko?"

Further silence.

Confusion grows on Rin's face.

"Miss Mori?" Mami prompts, looking at the healer.

"One moment," she says, frowning.

"Kato Setsuko is dead," Akiko says, voice even.

"Wasn't Rin going to heal her?" you challenge. You turn your head to your right, looking up to the top of the building where Akiko and Sakura are standing, and you fancy that you meet Akiko's gaze across the gulf. "Something I should know?"

Rin looks at you. "Miss Sabrina... what did you do?"

"I asked a question," you say simply. Your gaze doesn't shift from the two figures on the distant roof - Sakura's stopped her nervous pacing, and from what you can make out, she's staring at Akiko too.

"Akiko?" you ask.

"Grief Seeds are safety. Security, commodity" Akiko mutters in response. "That's my answer."

Not an answer.

Also, I usually tend to mention biggest issue I see with a quest. I think that here it is voter frustration and consolidation into ....about three Walpurgisnights?

I'd eloborate more, but the respect finally paid for tea is more important. ALL HAIL TEA

Can we do it now? Can we march up to her now and force her to spit out what she knows? Can we? Please?

Come on. Just a few grief in her gem. Scare her. Make the Grief stay there even if she cleanses. Please? Can we do it now?

No killing. Just break her. Break her. Do it. Just a tiny bit of grief.

...Yeah, no, this is brain damage-tier. Something's very wrong with Akiko, be it PTSD or something else.

[x]Akiko...I'm sorry, but there's something very wrong with you. You need help. But what you want to do won't make you safe.
[x]Rin, this isn't your fault. Can she explain any of...that?
[x] Tell Sendai what you just heard. Did the rest of you know about this? Akiko...seems obsessed with grief seeds. Not just what you'd expect. Do they agree with her? Is trying to get a "commodity" from girls that you know can't afford it worth losing out on never having to hunt again and having us help the University group against them if need be?
[x] What do the rest of you want out of all this? To try and get thirty seeds to...not attack the University group? Or something less crazy? We can help offset healing costs, we can even help talk down the Fukushima girls. We can and want to help them, but they need to work with us here. Because one way or another, we're not leaving until the extortion racket's over- for everyone.

So none of us believe that this ends with Akiko in position of any power, right?

Is there any value to continue to negotiate with the ex-leader of Sendai as of about 20 minutes from now?

Even Sakura seems to be staring at Akiko now, I guess she's been hiding stuff from her too.
Something's seriously wrong with her and her behaviour. She seems kinda broken. Asking the other Sendai veterans about this may be the right course of action.
It really seems to have something to do with Kato. Survivor's guilt? Does she have Kato's soul gem and is maintaining it?

She might as well scream that she has a big, dark secret that she's hiding from everyone. I hope it's not the witchbomb.

Other than pointing out that she's batshit insane, not really. We need to make sure she is the ex-leader as our next step.

Talk to the others and point out she's loony-toons.

Potential reasons:
  • She has 0 seeds right now and has to pay off the groups she called in(what happened to previous ones?).
  • She actually knows about the eternal torment/souls, and is gathering and smashing all seeds she can due that(doesn't really mesh with her taxation leading to familiar farming, I think).
  • She is feeding seeds to the witch who rested in someone's gem.
It really seems to have something to do with Kato. Survivor's guilt? Does she have Kato's soul gem and is maintaining it?
Proposal: Kato doesn't know about the lichbomb and thinks she is dead, thus is constantly grief spiraling.

[] Security. Safety. A commodity. But also something else. Miss Hamasaki, there's something I need to show you. I'm coming up there.

Tack on to whatever vote re: the rest of Sendai, maybe?

I know. It's a shot in the dark. But with her attitude, she's either deathly afraid of witching (or else why the point about us being with her 24/7), or she's got a massive guilt complex trying to save her 'dead' friend. And Rin was going to heal Kato, somehow, on Akiko's orders. Or try.

This isn't about grief seeds at all. This is more like a hypothetical post-witchbomb Mami.

I would't go as far as saying she's batshit insane.
To me it seems that she's been lugging around emotional baggage, since the whole Kato situation two years ago happened.
Since the extortion of the University girls started only a year ago, I think it's around that time that something in her broke, because she couldn't take the pressure to gather seeds or the guilt anymore and now she just doesn't care about others that aren't part of her group anymore.

Mecuga have regeneration as part of their powerset, no matter what. She would have regenerated after 2 years of not.

Wait a sec.

IF Akiko learned about the Witch bomb by Kato Witching...because of the Ishinomaki Girls attack first ask later policy...it would explain some things.

Cool. Might not have gotten the true answer, but we can now confirm that something is seriously wrong with Akiko. Mission of questions still Accomplished. :D
[Witchbomb sirens intensify]
That might be the case. Really hope you're wrong though. Maybe now's the time to leave Mami with the UG and try to take Akiko aside for a private conversation? Actual conversation, not a euphemism for violence.

No, this is not a good risk at all. It was suicidal before if the hypothesis is right, and it's suicidal now. Do not engage her about the Witchbomb, especially with everyone else around. Sideline her and try and deal with her issues later.

Seriously, her reasons given doesn't feel like something she genuinely believe in, but rather something that she has convinced herself of in order to justify doing all the messed up things she does in order to secure her grief seed supply. We need to have a face to face talk with her. I don't know what we'll do, but this is the kind of thing that can't be solved by sniping at her telepathically. Not unless we really want to go full on Pax Sabrina on them.

I'm thinking she personally saw Kato witch out, which scared the sanity out of her.

I can imagine her being something like a compulsive cleaner, always having several grief seeds on her person (which should have pinged on our grief senses, @Firnagzen ?), never letting her corruption go above a third of her capacity.
