We should still bribe him and tell him not to tell Sayaka.
That's the facts. ; )
First, a question, do we discuss metaknowledge with Fukushima? With Anri?
To the extent we need to, it's a reasonable risk. OTOH, we aren't planning to reveal the how-and-why of our knowledge. Only the critical facts, and a blunt deflection if they want to dig further.
In the case of our understanding of the Soujos and theirs being compared, we just let them go first. We only extend any of it if there is a need. Wizards use knowledge as a tool, and we certainly don't want to give too much away to Kyuubey. He already knows we have information that should not exist, but never gets a chance to place limits on the scope. We do have to share more with Yuki.
Yuki has some things she isn't talking about, and so do we. As long as we are not keeping secrets in bad faith, we can negotiate a happy relation.
Ooh I like this idea-- maybe write up a list of bullet points, and Yuki can go over them on her on time and brainmail us with any questions?
That works.
Re: Mention that we are investigating body construction. If we want to have a great cover story, let's make it great in the way they'd like.
When we talk about Soujo's appearance, first we get tactical advice. Then we muse on our desire to safely re-house her Soul Gem. Since we understand her to be a mortal threat, our victory might not leave much to heal - it'll probably be easier to start from scratch. Ask about making bodies. Enjoy toxic levity from the room full of mercenaries?

Talk with Anri
#Make the entrance. Greet, offer to take her hand right away.
(Both as an honest signal of our big plan, and to exchange contact. As time goes by, we need to keep that up. As much as we play the hug card for fun and style, to a girl locked in solitary lack of contact is serious. Don't expect her to understand it for us, it's our job to figure this out till we get help.)
#If she wants to talk about something right away, we go with that first. Talk about her past when done.
#Or we start first, and ask her to remember things and tell us about the past. "It's two years ago, the same date. You just woke up. Tell me each thing about that day." Don't be expecting eidetic memory from this, it's a prompt to get the "normal" past from before her Wish - and before she met Yuuri as the main subject.
#She might waffle to get off the subject perhaps. Try to have a little of this talk anyway. The past is a reference point we should strive for. She wasn't nuts then, and that is no small issue. She's lucid enough to participate in this step, I'm guessing.
#Get as much of this story as we can for now.
#At some point we will be talking about how our theory of de-witching is going. Stress how each step is experimental, and that we are proceeding with care to neither block our own success, nor risk disaster. Our failure would leave Witches stuck as they are, and leave Magical Girls to the fate Kyuubey gave them.
# [] This project must be secret for as well as she can keep it: Kyuubey
profits from magical girls becoming witches. The more he learns, the easier it will be for him to mess with it.
#Explain Grief is not the only emotion in play - all emotion is magic, and that is our lead theory.
#Our current thought is to re-start the emotions of a Witch by having a Magical Girl send them into her Seed.
#Anri will be asked to do things, and cooperate with us and other people we will bring to her. The aim is to have Anri rebuild all the good parts of her friend, with feelings she has herself. This will take time.
#Demonstrate Hope magic in front of her.
#We will also need her to learn ordinary meditation, and further practice enchanting. She might have to practice healing others many times.
#The path to untangling the greatest of curses, is going to require a Magical Girl who excels when she is dispelling evil. That starts with her own.

Obviously there are ways to improve the outline, and I would like to see how wrong I was. Please take a whack at the Anri conversation. Make it more likely to succeed!
The intent I'm chasing is to build a way for her to accept the complex changes we intend to make in her life. Therapy isn't the sort of captivity she was expecting? We have the power to try it, but it's effective when she permits it. Demonstrating Hope magic is a goal statement, and a proof of our work-to-date. At some point, we should consider giving her other experiences in our Grief science, as we present her with further treatment tasks for herself. For her contribution to matter, she has to work harder on mental health.
