The king sunk his face into his hands. What had convinced his predecessor to switch out the way writing worked for this new system? It worked, but now sorting out old records was an absolute nightmare, which was particularly bad for trying to figure out long term assignments and contracts and all the things that writing was good for and best when kept consistent. This was making the integration of the fishers even harder than it already was going to be as there were all sorts of trade arrangements that sorting out how they would be transferred over when chiefs declared their loyalty for the king. These records also informed local chiefs about what land to work when, so given that they were pulling out large numbers of workers from the Sacred Forest to go north and begin the establishment of screening lines of forest around the fishing villages - hard work given the terrain and cooler weather meaning that they had to use trees they weren't entirely familiar with, and with black soil production far away they had to set up new production sites and wait for it to mature - so everything was quite tangled.

There was considerable pressure to simply make a lot of responsibilities hereditary, to hand down who worked what land through families and only bother with reassignment when a family line petered out or there were more new people in a family than land to work and a new spot needed to be assigned. This was also more familiar to the people who had only arrived in the past few generations, and for the fishers. There had also been a few recent scandals involving local chiefs repeatedly reassigning people different plots of land over short sequences in order to direct the credit for pioneering or excellent management from the people who did the work to their friends and relatives, thus taking away bonus food and luxury rations for good work from the people who actually deserved them. There was a strong clamor from those affected to have mechanisms in place to make the transference of land management be much harder and thus avoid these forms of corruption. It would also undoubtedly transfer power away from the sprawling networks of political friendships and favours among the local chiefs and subchiefs, who didn't necessarily have to have any significant personal achievements to their name in order to gain influence, just to be born with their parents knowing the right people.

The council was obviously ambivalent about all of this, in that while it would probably result in them losing power, but while they still had power they could also set up their descendants quite nicely by insuring that they had guaranteed inheritances. Of course, there was also a strong strain of tradition against such actions, but then again tradition hadn't restrained lower level politicians from being greedy and short sighted.

And of course this whole mess was coming in when the lowlands situation went hot again and provided a massive disruption to trade in the south, who were honestly some of the largest buyers of the People's luxury goods. For once though the Dead Priests seemed to be on the back foot and in serious trouble, with their attempt at intimidating the relative newcomers of the Thunder Horse resulting in several high ranking priests having their heads mounted on a pole on the Thunder Horse chief's chariot, which turned into significant backlash against the Dead Priests, with news of some minor villages deciding to break away - or at least declare that they weren't going to send off their tributes without an escort, which amounted to telling the Dead Priests that they would have to actively participate in acquisition rather than passively expecting tribute. It was definite trouble, especially with the Highlanders taking a swing at their old enemy after catching their breath.

Some of the advisers actually suggested that if the People were to send emissaries along with their regular trading missions and suggest that some of these villages were to leave the danger of the lowlands for the hills that it might cost the Dead Priests further legitimacy among these groups. It would mean another influx of immigrants at a time when the People were still trying to integrate the last several batches, but... but if they could get the Dead Priests fighting among each other...

Again, if only there were fewer distractions, fewer things demanding immediate attention.

In one bright spot of news the shamans had declared an auspicious alignment of the stars, and the weather had been remarkably stable and conducive to farming, leading to unexpectedly massive harvests. Combined with fewer children growing ill and they were predicting a massive increase in population over the next few generations.

Special: Baby Boom activated. Until capacity is reached or the environmental factors change will receive a free Expand Economy action for every provincial action (currently projected to be 3 next turn)

Integration of the fishing minors is not going as well as it could...

Alipetke was an immigrant. Not an especially unusual thing given the times, but the place he'd chosen to go most certainly was. Everybody told stories of the incredible powers of the hill people, how they didn't deign to turn their might against the Dead Priests for reasons arcane and unknown, but actually living among them told a different story; they simply didn't care about the outside world. Like ants pouring from a hill, they sowed and reaped and milked and slaughtered. And the ones that didn't do that? They almost all seemed to make tools and simple clothes when the workers wore out the old ones!

Naturally, Alipetke couldn't handle the constant labors without a little relaxation, so he began looking for entertainment. It took some doing, but he found his way to the Pleasure Market, something of a mis-translation in his opinion, since, while carnal fun could be had there, most of it revolved around games, contests, and art. In his old village, this would have been the market square. Again, very strange people. His first barter for a stiff drink left him in a good deal of trouble, when he'd insulted the seller for watering it down and being terribly cheap, only to discover that the weak drinks they offered were all these people knew.

Well, Alipetke was an enterprising man, who knew a little of brewing. For months, he squirreled away rations, harsh discipline keeping his stomach just a bit lighter, and he patched his clothes, trading away the new fabrics that came with his food for extra grains. Finally, when he'd amassed enough to start, he used his mother's cousin's recipe for the strong spirits.

After generously sampling his creation, twice, he returned to the pleasure market to show the boring, ant-like people the proper way to brew the strong spirit.

"Go on, drink!" he demanded of the seller. "I will tell you how to make this, but I will want some of your earnings!"

Taking an experimental sniff, the seller recoiled in horror, needing several more minutes of coaxing before a woman, curious about the seller's seeming cowardice, offered to try.

Given how the woman flew into a fit of coughing, within the minute grappling with someone on the street for some slight and propositioning three men and a questionable woman. After she tried to declare herself Gwygo reborn and passed out in the middle of the street, Alipetke was sure. He'd done his relative's secret justice.

Since we're going to have a boom anyway, take advantage and build boats. We can afford that more than the stability.

Chance of Administrative Innovation is always important. We have little chance otherwise

Since that is already risking Stability loss, I'm going to have to go for Leaving them be and focus on internal affairs.

We currently have 2 Econ with 6 more coming along, and the Baby Boom action meaning we get even more Econ. I'm disinclined to "sweeten the deal" as that will just make them feel more important and decrease our centralization.
I don't want to have nobles and I don't want to have continued issues. I might be fine with family land management if we could be assured that the chiefs WOULDN'T fuck over others to benefit their own. But we can't, so I'd rather take the risk and hope it ends well.
I want to burn the DP but I don't want to lose stability. Could do family hereditary and the -2 option, could do the opposite.

This pays for the boats granted the stab malus will hurt unless we take stab boosting actions next turn

This however risks bringing us down to Stability -2

The Greater Good (LoO Linked)
The good of the many outweighs the good of the few, or the one. Temporary discomfort is to be endured for future prosperity and safety. And sometimes, more profound sacrifices must be made...
Pros: Any decision that can cause stability loss has a tiny chance of causing stability gain instead, new actions available
Cons: Sometimes people start looking for someone else to make the hard sacrifices, certain bad behaviours are more self-justifiable

Building boats will cost us 2 econ now, but will regain us 2 econ by next turn and an extra diplomacy, as well additional effect, unless it's a secondary action, which sucks a bit more.
