That would neatly resolve all those issues.

The Future of the world for the next few hundred years is decided by naval power.

Land powers did just fine, especially the ones that had access to Asia.

Need naval power to contest growing colonial power, we have the geographic advantage over them, we just have to get to an semi-equal naval footing

Look at what we have, poor naval tech and poor wood. Both are required to play naval game against established opponents. Land reform and new industries on the other hand uses our established strength in population and exceptional gun/cannon production experience. So we are fighting using our advantages against their advantages, can't do trade posts if their suppliers are in turmoil or "persuaded" to not trade.

Well, the reforms would work on fixing the tech deficit, but that still leaves wood as a problem - so what that says to me is that if we want Naval Reforms to work, we need to pick Trade for the Fuel vote so we can buy good materials off the Gylruv. Going for Land+Industry is another workable combination though, as is Army+Conquest. Point is synergy is important here.

That would indeed solve our issues, yes.
In fact, it would do much more than that.
The industrial revolution can be considered as the reason for the European dominance in the world. Including why they could make many ships in the first place.

And wooo, we are going for naval ships when we don't even have the wood :)
How is that even possible?
Naval reforms when we don't even have the means is surely the way forward :V
