Mmm yeah. They may not know that we aren't that interested in the Not!Med, but they've probably figured out through observation that we just seem mostly eastern focused.
Don't forget that since we lost contact with the Khemetri, we've had no reason whatsoever to go past the strait. All our current trading partners (FH, SY, Harmurri) are on this side.
 
So @BungieONI and I were talking on discord and sort of worked out this little plan.

Main Enforce Justice (For the guaranteed +2 stability)
Sec Hunt Troublemakers
Sec Suppress Faction - Patricians (get that quest out)
Sec Free City
Sec Free City
Sec Build Warships (This should synch up with a traders secondary. They're smart enough to do it according to AN)
Guild Sec Extended Project - Harbor - Redshore

This finishes up that urban poor quest, suppresses away that spite quest, and pushes us to max stability. We could divide the EJ into a secondary EJ and a PG to push up legitimacy.

This also ensures we are primed to start that level 4 ironworks for the guildquest.
 
Stats permitting, I would much prefer sec Enforce Justice + Proclaim Glory. Gotta get that Legitimacy up.
@pbluekan brought that Proclaim up, and my counter was basically, "That seems really anti-symphony, on top of the probable anti-symphony of the suppress and I find it a bit excessive and distasteful personally" and with the question "Should we respond to anti-symphony with anti-symphony?" because it is pushing everyone down in this context to extol the king, which is not always the narrative attached to Proclaim.

So, like I could possibly be convinced but it is a concern of mine.

Weren't the Traders, Guilds and Patricians already gunning for a Harbour of their own accord? They should have enough passive policies to finish it off on their own.

Additionally, I think the plan should have some flexibility in case we need to raise more troops or go to war. The Harmurri are on the edge of exploding and Free Hill is having serious problems with a resurgent Saffron Isles. It's likely that either one of then could drag us into another military conflict. I mean, I'm pretty sure the thread doesn't want the Saffron Isles to take Trelli — that would probably be our worst case scenario.

Hopefully the Dam will be finished by Megaproject Support so we can reorient it if necessary.

If possible, I'd really like to see if we could do:

[Sec] Enforce Justice
[Sec] Proclaim Glory
[Sec] Hunt Troublemakers
[Sec] Suppress Faction - Patricians
[Sec] Support Sacred Orders
[Sec] Found Free City
[Sec] Found Free City
[Guild Sec] More Warships

This gives us Naval and Martial which will be helpful in supporting Free Hills, Martial and Light Cavalry if we need to support the Harmurri, and it gives the priests additional military power. This gives a large injection of military force who would be beholden to the Priests, not the Patricians. Thus, narratively, they would be less likely to revolt with the Patricians. Combined with dragging them before courts of justice and routing them out, it should go a long way to counter armed unrest. By Proclaiming Glory, we can counter them on the rumours front and max our Legitimacy and Stability. We have enough Stats that we could potentially enter a Golden Age afterwards if we're lucky.

Current Passive Policies should finish the Harbour in Redshore and Redshore's policies will get started on Block Housing. Since we need to wait for Block Housing anyway, this isn't actually slower turn wise to build Ironworks Lv. 4.

Using our Guild Secondary and having that synergize with a Trader action to build ships should be something that triggers Symphony. After all, it's the Guilds, government, and Traders working in accord to meet a quest.

The narrative effects don't have to be negative. Hunt Trouble + Enforce Justice is pretty great as far as reinforcing the law in concerned. Proclaim Glory could simply be the King commissioning art that extols the virtues of rooting out corruption and acting in concert.

More importantly though, Enforce Justice doesn't grant a guaranteed 2 stability:

Enforce Justice - The king is a servant of the law, and he can use the army to remind people of that fact [GJ]
* S: 1 Stability, +1-3 Centralization
* M: 1 to 2 Stability, +2-3 Centralization

On top of that, we want our Legitimacy up. Why? Gilded Age is likely ending. That means no Stab hit. We will also be completing the Dam, which means we get paid out an extra stab.

2 - 2 + 1 + 1 + 1 = 3 stability. If we take a mid turn reaction vote that grants stab, we could enter the next main turn with 4 stability. This gives us a very good chance of entering a Golden Age.

Leaving that option on the table and having more guaranteed stab seems pretty worth it to me.

Guilds are not going to do them, by word of AN, the traders might do it(less likely to if we encourage them to build ships by building ships themselves) and the patricians may do it but are in a hissy fit right now. Additional reason for the Guilds not to do them, its their Desire and in their current mood they want us to do that Desire to make up to them.

You'd also be spending 18 wealth in one turn(if the traders do what we want) which I am a bit leery about, though not too bad considering incomes and overflow from baby boom. My third concern is that I don't really want to throw actual military at the Saffronders if we can help it, and I think mercs will be sufficient. I also think that this diplo mission will be decent at stabilizing the Harmurri given Alyx's skill.

I forgot about it, and forgot to correct him. Seems a decent narrative, we'll have to ask AN when it rolls around. I'd be fine with a mix to be honest.

We're getting at least 3 progress from Mega Support. We've got 6 province actions, last I checked. Even if it's five, we get a bonus action doubling for our Policy. Combined with Cement, I think we're fine.

We have one main from the Law(one sec is doubled), two secs fuse into one main, and then two secs fuses into another so we get three mains.
