@Academia Nut, this is the third major plague we've defeated in our civilisation's history, and this one was a civilisation-killing plague. Can we please get a legacy out of it?
Restore Order is boosted by Heroic Admin. It's much more likely it'll help, ensuring that lynch mobs and the like get shut down hard. Reconciling while at neutral or positive Stability is also bound to be better than reconciling at negative Stability.I'll just leave the second open, I'd put in restore confidence but I am concerned that it might have anti-synergy with the reconcile option from overzealous punishers if we roll poorly.

Heroic Admin and Heroic Mystic. Not only do the king's stats and views mean he's best possible hope of fixing this situation at all ever, he can also delegate and manage the whole process very well. At the very least it's a good first step for other people to follow. Future attempts - if anyone even cares to try - will be less frequent and less likely to succeed if we don't get the king on the situation now. This has the mysticism and culture cost I'd associate in pushing for the evolution of a spiritual value. It also has the stability cost I'd associate with pushing against the negative part of a value in general. In addition it fits the narrative of arguing that the idea behind them being impure is wrong for 'x' reasons. Under a heroic mystic, none the less. This gets us in with a Khan. One that is deciding to go the peaceful nomadic route. Backing this guy and getting on his good side means that the steppes are going to be secure for much longer. This is sort of time sensitive, but we don't know if our heroic admin king will be willing to take it next turn, so it might be very time sensitive.
