Democracy is quite necessary for the system work. Any other government system is vulnerable to extreme concentration of power and corruption. And even democracies sometimes fall into this at times.

I support democracy on the lower levels of government, open to all ranks of society and allowing voting for all members. I just want to keep the King in a "Pre-WW1 German Kaiser" level of power.

We hadn't really used Study Stars ever since we got Black Mirror...and we don't have any kind of major organized star measuring and tracking that a Place to the Stars would trigger.

both of them can trigger a realization that hey, tracking stars by #'s is useful if our grasp of predictive astronomy hasn't already - which, based on the fact that math was applied to carefully tracked star movements, it has.
Horse Valley is as or more likely to lead to a push for telescopes.
I'm not sure I understand your point. There would be labour in building PttS at Horse Valley too, and I would think less difficult construction would be a point in favour of Black Mirror, not against.

I'll note we are getting 7 free Infrastructure progress for free every turn.

That is actually a lot of projects done when most projects only take 3 Progress. There is a significant dent being put into the infrastructure backlog right now.
True, and I'm really grateful for having those; if not, we would be in a lot more trouble getting our projects through.

That said, Baths have just become a thing, and Gymnasiums may very well be an extended project, so even with our Passive Policies doing extremely good work, there is is still a lot further to go before we get anywhere close to leveling out.
