We've got plenty of Centralization room and getting +1 Stability would be very useful. Both {S} Distribute Land and Wildcat triggers lower Centralization without raising the minimum cap now.

Farmers can fight in wars, the marching of armies can pound out roads, and axes are good for splitting wood and skulls.
Pros: Gain +1/3 of Econ as bonus Martial, chance of negating Martial (and thus Econ) damage dependent upon Econ strength, increased power of Raise Army and Retraining
Cons: Damage to Martial can carry over to Econ (additional damage from Honour of Elites does not count)

Now that we have this value, what would it take to make something like the US Army Corp of Engineers?

I'm kind of imagining the infrastructure/fortification equivalent of a mercenary group.

We need Cent + increase cent cap
We need to make the north easier to administrate. Yes, a GP is a breakaway core but breakaways only happen if we're dumb enough to let them. If we've done that we're failures as players. So we might as well do the stuff that makes breakaway situations less likely.
