!!! Looks like having Noria made a major difference in these. Much cheaper action wise, but only a little cheaper statwise; 4 Econ, 4 Art vs 10 econ. Still, probably much more doable. We really need to get a passive art income one of these days...

Woah, I didn't notice that! Okay, we have to spend a turn on Infrastructure policy at some point, so much needs doing, but more permanent wealth drip is always good.

This feels very tempting, as it might give us the closest thing to a proper navy of our era, but i feel we need to focus on a few different things first

[X][Main] Proclaim Glory
[X][Secondary]Build Docks
[X][Secondary]Build Docks x2

This will give us stab three, increase our trading ability along with potential for innovation and increased naval production capabilities (i think).
It will give us a start on getting closer to Trelli's naval level. We should attempt to close that gap as swiftly as possible.
The glory will secure as at high stability allowing us to kick our actions or tacking stab hits without worry. Also GOLDEN AGE possibility opens up for us.
Our provinces will keep the megaprojekt going while we do other things, and it seems that the administrative situation is not deteriorating as fast now that we are not expanding at our previous rate. At our current rate the project should be done by the end of next turn or the one after that.

...did forget that cent cap goes up for 3 main roads, so it's not quite as nutty of a vote as I thought. Still, you're spending enough econ that the provinces would only be able to take 2 palace actions, which delays completion by a turn. I don't think that's worth the ability to guarantee overbuilding it for extra annexes.
True but trails are just as important and I tweaked my vote for something more sensible.

[][Main] Found Mercenary Company
[][Main] New Trails
[] [Kick] Palace

Although this bars the extra annexes as well.

I think that was actually mortar there bud. I don't really see how noria could help with the saltern construction. Aqueduct function, however.......

Actually wait, IIRC didn't boat innovations get transferred from building boats to building docks? The boats action definitely doesn't say anything about innovation chances, so if we want to personally take advantage of it wouldn't we need to build DOCKS?
More Boats - The things are expensive but oh so useful, so having more of them will increase your capacity for trade, travel, and fishing
* S: -2 Econ; +1 Econ, +1 Econ Expansion, and +1 Diplo next turn, other potential effects
* M: -2 Econ, -1 Wealth, +1 Art; +1 Econ end of turn, +1 Econ, +1 Econ Expansion and Diplo next turn, additional effects,
* used 6 times
Here ya go! :)
Additional effects should be innovation.

This is good, I like this reaction. Now we just need to focus on ourselves and turtle up for the upcoming nomads so we can shit all over them for a turn or two and they fuck off for a couple hundred years.

Finish megaprojects and maybe golden age?
Actually I have a feeling that we might be getting some Neutral Nomads since the Hawks sent a Trade Mission up that way. Though it may not have gone spectacularly, though not catastrophically, given the bit about "rising tensions as numbers increase" bit from Shifting Winds.

@Academia Nut
Does the Boats Innovation improvement apply to both Build Docks and More Boats?

Oh and to those who were saying that Greenshore's aqueduct is done: no, it's now at 4/6 almost certainly, since all of our aqueducts got -2 (minimum 4)
Considering we got that decrease in cost from the Noria innovation from their building of mills, i think they used up their mill action(s) building the Norias to finish their aqueduct.

I actually didn't notice that.

I'm thinking the decrease in actions needed for aqueducts is because mortar is becoming widespread in usage, thus making building this kind of stuff easier.
Its almost certainly from Norias, since we unlocked those via Greenshore finishing their aqeuduct by making mills... Also, we got faster and slightly cheaper (but more artisan intensive) salterns as well, and there was speculation that norias would cause that in the thread discussion, though i don't remember who...

Actually wait, IIRC didn't boat innovations get transferred from building boats to building docks? The boats action definitely doesn't say anything about innovation chances, so if we want to personally take advantage of it wouldn't we need to build DOCKS?
We've gotten innovation triggers off our subordinates taking either action, ithink?

It's possible, but considering i remember people (again, cant remember who) discussing how norias would make salterns easier to make, and increase the number of feasible sites, i'm inclined to believe it was norias. Also i dont know how mortar would help with salterns, but i also don't know much about how they work, so... :p

[X][Main] Grand Palace

Changing my vote. We will never get to those annexes without this. They just won't have priority. We also need some higher centralization. We have been told of the consequences of generations of lowered centralization and that was cent 3.

Tidal powered noira pumps that fill and empty the saltern at high and low tide.

I think it was talked about a bit ago, mortar helps more with aqueducts than salterns I think.

We're at 6 econ. That means we can safely spend 2 econ to get the full progress, and we can only spend 3 econ to not lose actions.

[X] [Main] Build Docks
[X] [Main] Build Docks x2
[X] [Secondary] New Trails

This spends 3 econ (as opposed to the wasteful 4 econ from double-main Boats) and gives us (most likely) better innovation chances than just building more boats directly. In addition we're actually pretty good for LTE, so more boats actually risks popping Sacred Forest's True City status.

Unless I'm misreading things the 2x Palace 1x Trails vote will only get 2x province actions on the palace (1 real 1 law) and so that's 4 progress- we need 3-5 more progress for partial functionality, so that's not even guaranteed. Might be worthwhile, but I'd rather guarantee extreme innovation.

And to be honest this isn't actually what I want, I actually want
[X] [Secondary] Enforce Justice
but I know that's not gonna get passed the anti-Justice group and Trails are pretty good too. We really need to get +1 Centralization so we can safely take the next Wildcat or other -2 Centralization opportunity. This would mean we get the full 3 Palace completion which would be nice.

edit: I am assuming the palace is at 3/(8-10) completion, and 3/(6-8) partial functionality, which is where we should be according to the actions taken, though some progress may have happened in the background.

It's a giant stone wall to trap saltwater and let it dry out. Mortar would be good for the walls and make it easier to build rather than relying on gravity to seal it.

Again, no idea how noria would help this. It also wouldn't help with the construction of aqueducts. Just their function. Mortar would help with the construction.

Noria shorten the length of an aqueduct instead of having to build a really long aqueduct from a source higher up.

@Academia Nut

What shorten the cost of constructing salterns? Is it noria powered by tide?

Again, though, how would noria help with the construction time? The function, I get.

Hmph, tempted to change my vote again. I want those boat innovations.

Our subordinates can also get increased innovation from taking boat actions.

We also just made a new trading post, which will likely need boats to do a lot of its trading.

We're probably gonna get an innovation even if we don't do any boat actions personally.

[X][Main] Grand Palace
[X][Secondary] Found Mercenary Company
[X][Secondary] Found Mercenary Company x2

I'd prefer a Mercenary company as our second action.

Think about it this way. For now, it costs us nothing - we just keep them fed out of the general budget, and therefore it incurs no additional wealth cost. However, having the mercenary company domestically lets us more flexibly respond if we do come to a conflict, and also sets us up to absorb the thunder stallions in a couple of turns.

Furthermore, it doesn't cost econ, which is good because we want to save it for the provinces using Symphony.

I think @Academia Nut said the Baby Boom always takes place first, so the provinces count on that? Which means to them we have 11 econ, 9 after true city.

@BungieONI just addressed the saltern bit, but we know for a fact that they help the construction of aqeuducts. From last turn:
a
Greenshore also leveraged the considerable wealth they produced in serving as a way point between the People and the Metal Workers and the Trelli to build extensive mill projects. Interestingly, somewhere along the line someone had figured out a way to get the wheel to run in reverse, with input power being used to raise water up - probably some clever fellow trying to drain a swampy area - and the principle had become implemented in a most interesting way. By attaching a water lifting wheel to a stronger water wheel you could have water lifted by the motion of the river, which radically simplified the aqueduct project Greenshore was working on, as well as providing new insights for other locations where the problem was not so much access to water but getting the water to the right elevation to be simultaneously useful but safe to have running through your city. It might also be of great use in mines where the lower levels had an unfortunate tendency to fill up with water.
From what others have said, it specifically means that if your city is on a local high point, you dont have to go miles and miles out to the nearest higher point to get water, building high supported channels to run the water to the city. Instead you can find the nearest point of clean water, build a noria to bring it up to the height of the city, and bring it in from there.

Econ cost: 4 econ. The provinces will take at most two megaproject actions and a secondary expand econ. If you want maximum palace actions, spend your secondary on something cheaper.

Note that this will make the provinces only take 2 megaproject actions, which guarantees that the palace will not complete this turn.

@Glassware, thanks for the math.

Changing the secondary for now to cheaper docks. Still not sure on econ math...

[X][Main] Grand Palace
[X][Main] Grand Palace x2
[X][Secondary] Build Docks
[X][Secondary] Build Docks x2

If Grand Palace is not leading already, was thinking of NOT doing it this turn and only complete it next turn with extra progress, completing it this turn with current vote might only have us JUST ENOUGH progress, i.e. no extra annex...

So, on boat innovations: What upgrade should we get? Try to compete with the Trelli on speed, or go for size?
Go for 2x Docks and get all of them!

[Main] Docks explicitly has increased innovation chances, even moreso than just more boats. Double-main docks is pretty much guaranteed to trigger two or three innovations on its own, and periphery states may give us even more.

I think @Academia Nut said the Baby Boom always takes place first, so the provinces count on that? Which means to them we have 11 econ, 9 after true city.
AFAIK the Baby Boom's preemption only applies to the True City expenses.
