It's basically a police action, and yes it is not particularly nice, but because of the conjunction of Harmony and Sacred War it can be used far more than it could otherwise, and Protective Justice still allows it in a "Well, they shouldn't have been doing bad things" sort of way. While more sophisticated than Eye for an Eye or vendetta theories of justice, Protective Justice is still relatively primitive in how it views the meting out of punishment. Physical disfigurement of rule breakers is still totally allowed, and even encouraged.
On whom? Because either I'm too tired to think straight or it does not specify whether it's on the corrupt chiefs/advisers or on the people who are objecting to them.
 
Why the Sacred Warriors? This is going to a fight in a desert. War Carts would help in these flatlands.
Sacred warriors has great synergy with Restore Harmony, so it'll likely make our stability go positive.

I'm still torn between sacred warriors and war carts...

Honestly, having the war mission as [Main] is better than not. The last thing we need is to make a poor showing to our neighbors.

Having war carts will turn our victory even more lopsided, but it does nothing to help logistics.

I don't entirely trust that Restoration of Harmony won't be co-opted by the corrupt subchiefs to benefit their own definition of corruption... Logically, there was a stability loss when we tried to fight their corruption and the action is supposed to root out corruption and thus restore stability. So the question becomes whether or not the greedy subchiefs are the instability - i.e. when they over threw and outvoted the older chief - or if they caused instability due to people's unrest as a result of their actions. Opinions? I won't vote for Restoration if there aren't Sacred Warriors who ideally are neutral and fulfill our societal values, tbvh. Though it's possible that this might make us a theocracy so >.< idk.

Main-ing the War Mission so that we gain a fair amount of ground early or whatever. We can undo that later probably.

Something to consider is getting Sacred Warriors and then doing Restoration.

Our justice system is pretty particular; those who do things that are wrong are punished. In this case, the people are upset because their leaders are bickering, like a mourner after a murder, but it's the corrupt chiefs and aides who would be punished for being 'the killers of harmony' in this case.

Anyway, we now have a good opportunity to shift to higher centralization model of civilization. Meritocracy is good, but once we expanded too large, the system becomes too large too handle and filter.

New trails so we have easier time moving stuff around, warriors for war and settler for land if we win.

But Harmony is being called upon - not Justice. Harmony could be trying to restore general societal harmony by silencing the people who are being disruptive rather than the ones who acted against our society's mores.
 
If we take Sacred Warriors, they won't participate in this war mission, but they would participate in the second war mission.

Butcher lowlanders? Ones who are the most militaristic power in the region? Without having advantage of higher mobility offered by war carts? You are very, very optimistic about capabilities of our warriors.

This quest needs 'hubris is a coward's word' tag, apparently.

Its not like we're going to war alone? We've got the WC and ST (even if they're warring separately).
