Provinces don't spend below 1, and take costs into account first. We're at 5-2=3, and double-main costs 2 to bring us to 1. Provinces won't spend anything.

Plus, we still don't have proof that government+province is what triggers symphony- I'd have to look more but I think we even have evidence against it.
Actually we do. Talk to @Abby Normal, they have a cost analysis saying that we have strong evidence that it is provinces + king that does it.
 
Please look. Noone has been able to cite that evidence, and we KNOW that mercenary plus main triggers Symphony.

It's not relevant here anyway since we don't have the resources to deal with a Symphony trigger anyway, but I'll try to find it sometime later.

It's made worse because one of the turns we likely triggered Symphony had some revision to the stats afterwards.

Just a reminder that this means we have a good chance of getting completely the wrong targets, and that legitimacy drops are extremely painful- Legitimacy 2 upgraded our required war contribution from a Secondary to a Main.

In addition, there's a 33% chance of getting +0 Stability, leaving us at -1 Stability and Legitimacy 2 AKA just 1 point from the breaking point.

I don't think a main restore order affects legitimacy. The description only says that about the secondary. Otherwise, looks good to me. I still kind of want that third mine option though.

Edit: if I'm right, then we should consider either roads or forests.

I was wondering what you guys might think of founding a trading post up north next turn and sending the Red Banner along with. It would keep them out of our hair and reduce our martial score(founding the trade post) so that we could effectively integrate the tribes.

Enforce Justice is about enforcing The Law. The Law was not followed on this mine, and disaster struck because of it. The proper response is to admit fault and to increase enforcement.

There was no in-between and they could switch between the two states with alarming speed, but the latter state was frankly rather exhausting. It simultaneously made going over to your annoying neighbours and shanking the bastard and introducing his cute daughter to your tribe the sort of thing that would rapidly spiral out of control and thus couldn't be done, but also ensured that you wanted to stay on their good side.

I wonder if he's self-aware enough to realize that means it's working exactly as intended?

Reminder that we have Econ 5 and will take a tax of -2. Using state actions to double main is is not necessarily the best idea, while Megaproject policy will only focus on generating the Econ for it if we spend more than 1 Econ this turn.

This does make more sense than full on megaproject.

I don't want to use enforce justice because I don't want to risk increasing centralization again.

An improvement to the annual festival to remind people to be safe and careful would also have a positive effect, while also producing more art for the Palace.

How would we be disposing of wealth in this option? Would we just throw it away somewhere? Or would we be using it to construct a memorial to the fallen? Or something else? Because if it's going into a memorial or something that everyone, and not just our kings will see, then it will be a far better lesson and have greater impact over time.

We've got almost enough Art to finish the Palace already (getting it via Mysticism drip next turn) but this plan leaves us with effectively no econ benefit. 2 Econ only pays for our cities, not for the festival nor for the megaproject.

How so? People were careless, but what law did they break?
I'm pretty sure we have a bunch of laws about being careful. That's why "The law and the king would deal with the responsible individuals"

Hmm.

Remember that Enforce Justice, narratively, isn't the King looking to pick out specific wrongdoers, it's about having the King be available to the citizenry to hear their complaints.

And the question here isn't about "will those who fucked up be punished" - that's happening in the background anyway - but about the King admitting that he's fucked up by trusting the wrong people. There might actually be a negative synergy with Enforce Justice, here - the King admitting he can make mistakes leading to people being less willing to come to him with problems.

Proclaim Glory is terrible narratively (a mine collapsed. YAY I'M A GREAT KING!)

That leaves enforce justice, which is reasonably appropriate after shoddy work. We also have Centralization 3, so this is pretty certain to be safe.
