Actually we do. Talk to @Abby Normal, they have a cost analysis saying that we have strong evidence that it is provinces + king that does it.Provinces don't spend below 1, and take costs into account first. We're at 5-2=3, and double-main costs 2 to bring us to 1. Provinces won't spend anything.
Plus, we still don't have proof that government+province is what triggers symphony- I'd have to look more but I think we even have evidence against it.

Um...I'm uncomfortable with this. With an average king, we have pretty good odds of gaining only 1 Stability from RO, which will only just counteract the Legitimacy loss. Might even gain 0 Stability and approach the breaking point.

Just a reminder that this means we have a good chance of getting completely the wrong targets, and that legitimacy drops are extremely painful- Legitimacy 2 upgraded our required war contribution from a Secondary to a Main.

We need Stability, and it's not like the art would go amiss, either.
There was no in-between and they could switch between the two states with alarming speed, but the latter state was frankly rather exhausting. It simultaneously made going over to your annoying neighbours and shanking the bastard and introducing his cute daughter to your tribe the sort of thing that would rapidly spiral out of control and thus couldn't be done, but also ensured that you wanted to stay on their good side.
Expanding Econ is part of the plan?
We've got almost enough Art to finish the Palace already (getting it via Mysticism drip next turn) but this plan leaves us with effectively no econ benefit. 2 Econ only pays for our cities, not for the festival nor for the megaproject.
