I'm kind of confused why people think The People are ever going to give a Great Dam.

Even the Mountain is worth doing before that on the basis of it not being an act of giving a Great Dam.

Personally, I find the Palace a better option right now as that has the best chance of generating a decentralization action.

Right now i'm trying to choose where is the perfect place to place the dam, and right now we need this Puquios - Wikipedia to make it truly, truly usefull, in a way where we can turn the steppes on a humid area. Do th e Puquios inside the floodarea, them build the dam, and let the water infiltrate under a giant area of the steppes.
I like stacking technologies...

AN already replied to you: nothing will increase the number of actions we can take.
 
Nothing can increase the number of actions we control directly, but we can increase the number of actions the People take as a whole e.g. by adding provinces.
So actions will have more impact, then? In the same way that currently, our main War actions have more effect than Hatriver's independent actions because we have more people? Fair enough.

The main difference between the two is that puquios rely on wind to propel the water whereas qanats rely on gravity and seem to use the wind only to provide cooling.
So...are you two aiming to build up our technology and population density until we become a single city-state that takes over the Iron Age world with ICBMs and tanks?

Well. Nothing particularly against it, except that I'm pretty sure other states will ultimately grow faster than us that way. Despite the administrative overheads, the game mechanics do seem to favor taking more land over improving the land.

That's biased by the lowlands. All we have to do is invade there and it will be fine.

I'm supportive of the idea if other nations will stop crashing into each other.

Mainly because it's a healthy outlet for populations to release their tension. Betterment of self image and increased art appreciation are excellent as well.
