I rather wish it was safer to take in a larger refugee crowd, but it doesn't seem prudent at this time. Hopefully restore order hits high, so we have some breathing room on that front.
While I'm less than perfectly confident that the hopeful speculation about Crow's nature being knowable is entirely accurate, I'm hopeful enough to take a chance on that.
As for boating, I'm about 60/40 on better boatbuilding vs size. Bigger boats allow for more cargo and longer trips, and in many ways is very useful in naval combat (larger boats carry more fighting men with heavier equipment, leading to winning in boarding actions, taller boats support ranged weaponry, bigger boats can sacrifice cargo capacity for increased sturdiness, giving advantages in ramming combat). However, I think developing better construction facilities first will allow later innovations to be magnified far more rapidly, created more quickly, and developed further. In the meantime, the people should be able to match the competition through the application of mass boat quantities.
As for the chief god, I think hearkening back to the People's roots, as farmers before everything else, is a strong idea. They built a solid economy, and from that everything else has flowed.
