Currently I'm trying to figure out how to fuse or evolve them. Lord's Loyalty and Honor of Elites are natural fusions for instance, which once fused should begin trying to eat Quality of it's Own. Getting contemplative and reasonable Honor values requires living in an era when you don't have to consider war a problem after all.

Building aqueducts across the whole country gives us a different way to express Lord's Loyalty(that loyalty does not extend merely to war, but also to achieving for your people what they cannot achieve alone), and thus evolve it to be broader.A lot of construction projects might shift 'Honour of Elites' onto a more society-wide perfectionism.
Quality of its Own basically needs invention of better organisation and discipline to become hilariously scary, because iron-armed heavy infantry is going to be all but outside context problem for the enemies. Not sure I even want to fuse it, mass warfare is pretty good thing.
Also, with iron, writing and stuff, as soon as we get paved roads and max out centralisation, we can start expanding into lowlands because our tech kinda allows us to hold them.

Quality of It's Own worries me heavily because it puts our Economy directly in the line of fire in times of war. It's powerful, but makes our Stability a lot more vulnerable, since we'd be taking Economy damage even if we win, which can produce a failure cascade. It makes war all-or-nothing for us. Due to that, we'd need more Marches to secure our stuff. Evolving it via administrative improvement interests me, but I don't really see how we can keep it without removing the drawback, unless we somehow fuse it into Honor of Elites.

Gone with my plan's failure. We seriously had a ~90% chance of hitting Stability 3 if the provinces did what I expected them to do, but it would've left our military depleted so I'm fine with Veekie's plan instead.
As far as I can tell it is. For instance Literacy and Astronomy are gated behind Holy Site quality, so if we only used overflow or study stars to get it, we're not actually improving it. We can get Art from diplomacy overflow, but we're missing out on new kinds of ceramics and pottery. We get Diplomacy via Salt, but we're getting more and more insular, as trade connections don't get expanded(meanwhile the Xohyssiri have discovered the magic of trade mission overflow). We can get Economy via overflowing Mysticism, but it won't fill cities like taking the action would, and we won't feed the forges like expanded forests would.Stability is still ridiculously important and that can't overflow automatically. Econ -> Diplo -> Art -> Mysticism -> Martial.
Martial is very difficult to get via overflow so it still makes sense to raise it manually if we might need it in the short term. If we run out of Econ slots we'll also start having problem, Study Stars becomes a viable action then despite being half as efficient as Expand Economy.
