"Leave things be" is horribly, horribly wasteful. It ensures that we don't die this turn which is nice, but it puts us in a bad position for next turn.

Assuming we don't get a new King, we end up at -2 stability 90% of the time. That means that the extra legitimacy we get is basically just wasted. In comparison, a 7% chance of death (likely reduced by crit fail reduction due to Humility Honour code) means that we gain an average of 1.4 stability (yay GG) to end up at -1 stability or higher 75% of the time, and 0 or higher 50% of the time.
 
Now that's a bit baseless. For the northern parts of our kingdom, keeping the nomads away is at least as important as food. It's kinda hard to eat with a literal hole in your stomach, you see. And we do get some tools (and weapons) regardless of what we pick.

I just want more tools than that.

I might've missed it in the comment-storm, but I have yet to see a good argument why 7 Martial won't be enough.

We only lost this time due to double crits. And if we have iron tools, double crits will fail anyways (and probably make our people think "maybe we shouldn't carry cursed items into lethal work like battle").
 
..........the tools option is +2 martial, which implies some weapons also get made. This is the priority for the first batch of iron.

... we have as the update said a 2vs1 kill ratio at the moment against the nomads and that is without the hero unit being active in said fight, because they were raiding and that was on our own land with defense boni and what 12 martial behind it.
We are going to lose a lot of people when we attack here, the only question is if manage to kill the nomads or if we lose all of the guys we sent. We really need all of the martial we can get here.

Is that 7% to end at -4 Stability, or 7% just to touch it? We lose if we get there at all, not just at turn end.

The same people who want to hunt down the nomads so badly they are ready to starve over it.
The same people who want a warrior king, just to be able to get revenge on the nomads.

So, what would these people want?
What would lead to them gain some trust into the leadership?

Seriously guys, once this war is finally over we need to beef up our military. We're like a Civ player who focuses entirely on economy to advance faster, but ends up getting set back when the barbarians come and pillage our farms. We need advantages that barbarians can't match. A large navy, high-quality iron weapons and armor, impassable fortifications a la Theodosian Walls, and warriors trained from childhood to fight in an organized manner.

Once we have that, it's time to start a campaign of genocide.

Seriously who is going to want to farm with iron weapons if their actual tools work fine and it could be used to protect them and defend them and rescue their lost brethren. You guys are looking at mechanics and future needs while ignoring our immediate needs and wants. This is literally the tax reform crisis all over again where it's told what the People want and you guys blatantly ignore it. Don't look at the numbers and do what's best for the narrative, make our People feel safe and protected don't let then lost trust in our King and government.

The update also said: We just need a 3 ~4:1 kill ratio to win.
That means we have double what we needed.

And now, we're facing an army half the size. I expect we'd still win with a 5~6:1 kill ratio.

I expect the hero nomads will plan to evade us like hell.

We were on our land.
We had all the defense boni, the nomads did not have their local heroes locally, we had the march army with another roughly 9 martial here...
And we still had losses of two of our people for 1 nomad.

We had around 19 martial around.

Now we would have 7. Or 13. On a terrain we do not know, but the nomads do.
With both of their heroes present.

Somehow I think 7 will not cut it.

Then why are you voting for Tools instead of Weapons? Going for Iron Weapons satisfies our people and beefs up our military massively.

Expect to lose several points of Martial at minimum if we try to go Offensive while not also grabbing Iron Weapons, especially with an average Martial King. Possibly many more.

And our people know how to move fast as well. We do not have to carry plunder and slaves.

Move fast to where exactly? They must be found or your betting on either splitting up the military or wandering around in a blob. Catching them is for the dice to decide. Your betting on outflanking the heros that already outflanked The People. That is a coin toss.
And we have been at 1 Econ before.
The next turns will be us building econ back up, and with possibility to build iron tools to get a lot of Econ this will not be a problem.
The problem is that the chronic issue stat is Economy. There is no wonder generating it constantly... so its always in demand. Next turn a simple grand sacrifice can negate the stability issue and the left over economy can be
This narrative you've built yourself has a distinct lack of context for our present situation. Our people hate the nomads, our people want the nomads dead and gone. Our people do not like metal, they dislike the fact that the king has brought famine by digging out the cursed material. Despite that, they care far more about the nomads.
Narratively that means that an all or nothing strike will make metal lose the curse thoughts or make it worse. In the end its a matter of if Iron Tools gets picked it ends up saving the economy in exchange for risking the nomad heroes getting away. Something will have to go rather FUBAR for Iron Tools to end badly. Anything I can think of involves the tetanus fairy stalking The People... which also applies to weapons and happy fun rust games. If Iron Weapons is chosen to make the bad guys fall down. Results of the curse/unluck depend on the results. Best I can tell the results (minus exciting synergizing rolls) is:
A)The chase happens and the nomads run off unmolested: Iron makes things go badly or makes people do stupid things.
B)The chase succeeds and battle happens.
1) Its a stomp for The People (Both Heros dead). Iron is the shiny psychical incarnation of win.
2) Its a stomp for the nomads. Iron is now the devil.
3) Its tie... iron saves the day or not. Toss up based on circumstances.
4) Pyrrhic win... iron victory achieved... vengeance wasn't worth it. Iron Victory is what The People call Pyrrhic victories.
5) Take out one Hero and don't lose much of the military and its even.

I could go on, but that shows the basics. Betting iron's reputation on something this up in the air is judgment call. Sure some economy can be reclaimed with luck... but basically its the 2 nomad heroes derping that will decide this. Letting themselves get caught, losing a battle (which they can't crit fail), and/or getting greedy and drunk on success.

Seriously what's wrong with beefing up our military right now and fixing our econ later? Why in the world would you pick offensive policy if you don't want war? That's so hypocritical to vote offensive policy and not vote for weapons like wtf kind of logic is that?! Vote defensive policy if your going to vote tools dont be half assed about it. If you go for war then go all in with weapons.

If you count March before this, you should count them now too.
 
I took that to mean that there is some overlap between them and that some tools could functions as weapons and some weapons tools.

An real life example of this would be a scythe.

An axes for tree falling. I think pitchfork too?

I'm not worried with our average king, since the war chief will deal with war stuff. I like our Department cheif system.
