I swear, if Kei decides to release some of Hazou's discoveries -.-'

Edit: I hope she's thinking about doing a treason to the Nara, too, and not just us.
I think we're being asked if we want to manage random character sheets for Leaf ninja lmao, which ABSOLUTELY HELL YEAH. WE CAN GO DO PUNCHING WITH THEM AND THEIR SHEETS AND IT HAS REAL CONSEQUENCES OF HAZŌ'S PROTEGES/CLANMATES/FRIENDS DYING IF WE FUCK UP

I'm down for xcom style punching lol

You mean Hazo's stat-o-vision?
Hazou-pilot took Kei's concern regarding Hazou's stat-o-vision, and deduced that keeping all of our clan secrets from the KEI is eating away at Kei.

Of course, it was simple for him. It was less simple for Kei. Not that anything was simple for the woman who constantly alternated between complicating her own life and having others do it for her, but she had taken on a direct, personal responsibility to protecting the lives of the KEI shinobi, and he wondered how much it frustrated her to confine the Gōketsu secrets to a handful of people whose lives were hardly ever in danger anyway even as she watched her subordinates die. He hoped that wasn't another timer counting down to doom, because while he had solved 3D sealing and was in the process of solving Akatsuki, in this particular case he couldn't begin to imagine what to do.

[X] Action Plan: Taking Stock

  • Slow down adoption rate significantly as per Mari.
  • Take stock of everyone
    • Ninja
      • What do they need? Career options?
      • Promise them new weapons(you were going to research them anyway)
      • Talk to Haru about handling more of Akane's role now that she's no longer around. Ninja-civilian relations need to be managed.
    • Civilians
      • Get the beat of the Goketsu community in general.
        • Look for festering problems and cultural issues.
      • Look into forming a metallurgy research group with multidisciplinary teams. Recruit smiths and scholars.
        • Goal: Better quality steel at greater quantity...

"Another meeting," Noburi groused,
Yea...

A transparent barrier, for example, that I can see through while it stops their attacks.
A barrier... seal... you say?

He was a veteran sealmaster already in the middle of a race against time and Akatsuki to complete the rift research without which all of this would be pointless, to say nothing of the wonders of 3D sealing finally within reach and begging to be researched without delay (and which also came with a timer he couldn't neglect). He had no idea how he was going to prioritise this.
YOU DON'T SAY

"I believe there is yet plenty of unplumbed potential within the Nara arts, but first I should acquire the advanced OPSEC training necessary to actually keep those arts safe. In retrospect, I should have structured my learning in the opposite order. Clearly, my planning skills have atrophied from relying on you to manage my training all this time."
They have advanced OPSEC training?

"Additionally, while the foundational principles of your training schemata continue to elude me,
Pyramids, Kei. The secret is pyramids.

I would say there is a compelling case to be made for releasing them to the public nonetheless, perhaps in the form of a detailed manual.
Is this something we could do? Could we somehow teach others the lessons of our spreadsheet vision?

Hazō saw it as an anchor for his desire to reach higher and higher, which was so easily lost when you gave in to your humanity.
That is a very Hazō thing to think.

because while he had solved 3D sealing and was in the process of solving Akatsuki,
Don't get ahead of yourself, Hazō, you haven't solved anything.

"I am already serving suitably dangerous duty on the Hyena border as penance for our actions at the Conclave,
Haha, nice. Called it!

"I could do with some kind of heroics if I'm ever going to impress the Toads enough to cough up the good stuff," Noburi said. "Maybe I'll check in with them and see if there are any loose ends left over from Jiraiya's days. Other than that, the southern islands are supposedly full of monsters and treasure, and we're more likely to bribe the pirate lords into letting us wander around their territory having adventures than we are those pesky eastern continent clans."
This sounds like it could be fun.

"If you're serious about this," Mari said, "every spy network and cartographer's guild has bounties for maps of the Forbidden West, past Bear, Mountain, and Wind. People who go exploring over thataway have a tendency not to come back, or come back gibbering."
We're not that serious about it, Mari.

[X] Action Plan: Cannai! We Need to Cook
Word Count: 299
  • Duration: <=10 days
  • Offscreen
    • Acquire chakra beast bones
    • Determine Sasha's element and preferred build
    • Create system for clan members to safely interrupt us during sealing research
      • Example: Use different flags which we'd check for when not infusing
    • SC reads 4 Shifts of Orochimaru's sealing notes
    • Ask junior sealmasters to assess and identify Sarubetsu/Isan seals
      • If they ask, imply we found them on an adventure
  • PS/ES Experiments
    • OOC: The intention is for you to write whatever subset of this you like, however you like, and offscreen the rest
    • Work with a Crystal Release expert (e.g., Canain) to investigate the crystals they release and try to make something infusable
    • Chakra beast bones
      • Can Earthshaping manipulate them?
      • Try to make them infusable
    • Cannai
      • We think we can make 3D seals with proper (infusable) materials
      • Can you help (using landsense) investigate the difference between chakra crystal and stone, and try making stone infusable?
        • Expand upon the [bark] sensation he had last time? Does it relate at all to infusability requirements?
      • Optional: Experiment with Crystal Release crystals and/or chakra beast bones
    • Noburi
      • Can you try to manipulate chakra to grow more chakra crystal
      • Experiment with Earthshaping rocks and chakra crystal while in water Noburi is controlling/draining
        • Correlate Hazō's feedback from earthshaping with Noburi's feedback from VD
    • Attempt to make calligraphy brushes with earthshaped diamond thread
  • Sealing
    • Research as many of the following seals (ordered by priority high>low) as we safely and simultaneously can
    • Hazōpilot's judgement for SSA usage, prep days, FP usage, what to assign to SCs, etc.
      • Do not research everything if insufficient FP
      • Suggestion:
        • Prime SSA: RB,
        • SC SSA: JC7+8
        • SC: EP, CATEARS
    • Do a prep day for CAPS and Dampener to assess difficulty

"Just tell me what you need. Even if it's something that seems ridiculous, I have some tricks up my sleeve that might be able to make it work."

"I need some way to survive for a few seconds while I prepare and make eye contact," Mari said. "A transparent barrier, for example, that I can see through while it stops their attacks.
"More speed," Mari went on, "since genjutsu is very much a 'first strike wins' ability. Something that shuts down physical attacks from both sides, maybe. There are a lot of tradeoffs you could make, in theory, given that genjutsu mostly can't be dodged and doesn't need to do damage to take effect, and a fight against S-rankers is mostly going to be about me surviving long enough to use it."

If Kei wants us to sell KEI a training textbook, then the KEI can buy it from us. I am very disinclined to give away yet more of our stuff away for free. And given how many directions our attention is pulled? It had either be something that contributes to those ends, or something that reduces the load elsewhere.

One such example, the KEI have the Condor Summoner, right? She can take Jiraiya's sealing lootboxes, and raise Sealing all the way to 50 to help with the Dragonwar. That gives us another solid sealmaster working on weapons to kill Dragons.

ANTI-ESSIE RESEARCH LINE
Requirements:
1. Mari
•Defensive barrier that genjutsu can be cast through (4fsop)
•Battlefield control to prevent lateral movement (substitution seals setting up skyslicer traps? Monuments to the Thunder God?)
•Prevent fleeing (bigger 4fsop? Taunt effect?)
•chakra reserves, Noburi takes care of this, notably
•shadow clone buffs
•break movement limitation when using genjutsu - Noburi already does this with surging seas
2. Noburi
•Worried about being squishy. 5sb that applies to organics maybe? Sure he'd have to sit there for the fight but eh
3. Kei
• Mostly concerned about lying better, has good sauce from Nara, doesn't need us to worry

[x] [Yamanaka]: Buying the Freedom to Act

Offer: Up to 3 days-worth of Goo Bombs. Less is fine, not more.

Request: Yamanaka will help squash the rumors about Hazou's Jashinism, and bolster the clan's reputation for a period of 4 months (defense against the Hag/rival clans, freeing Hazou to act elsewhere).
Request: Ino (or similarly powerful Yamanaka) comes on a Goketsu-led Scroll Hunt + forfeits their claim on anything found.

I want to try to make some progress on our background social issues before they explode. I think that this plan represents just enough work that we'll be able to leave this stuff to Mari for a while and focus on sealing and adventuring and whatnot.

[X] Action Plan: Hazo the Manager
Word count: <300
  • Optimize w/Mari, Kei, Noburi.
  • General approach:
    • Hazo classic: earnest, honest, open.
    • Take a minute before reacting/responding if frustrated.
    • Focus on listening, understanding.
  • Yuno
    • Include Noburi.
    • Hazo's sorry. Last time, he was off-balance/worried.
      • He should've been honest/direct.
    • Hazo believes:
      • Murdering innocents is wrong.
      • Jashin exists/favours Hazo.
      • He must stay on Hidan's good side.
      • Hazo's priority is Uplift.
        • He doesn't want balance. He wants Life/Birth to win, conclusively.
        • He'll use Jashin's favour for Uplift. If Jashin inhibits Uplift, he'll defeat Jashin.
    • Let that settle.
    • His worry came from fear - not of Yuno, but for her.
      • Death causes pain and suffering - even the guilty have families/dreams.
      • He worries that Jashinism would crush Yuno's kindness and loving nature.
        • Hidan is alone - no family, no children, no real friends.
    • Hazo wants Uplift because he wants a world where children grow up happy and safe.
      • What does Yuno want? What legacy does she want to leave?
      • He wants her to decide for herself - not just doing what he says, or Hidan says.
  • Aggrieved clanmates:
    • Demanding they surrender their jutsu without talking to them was a mistake. He's sorry.
    • Hazo held one secret back during the war, and only because it's a national security risk.
      • He's reconsidering MARS access as it may have leaked with Akane's death.
      • But that's it. Nothing else.
    • KEI adoption is going to come up for every clan.
      • Goketsu's influential. What they decide, collectively, could set precedent.
      • What do they want? What issues do they see? Do they have ideas? You need a solution that works for everyone.
        • Encourage them to ruminate: you don't need an answer immediately.
    • Hazo's suggestions:
      • Donate equivalent Goketsu jutsu/seals to the KEI?
      • Clan members set fixed prerequisites for other Goketsu learning their techniques?

I will vote for this (and similar plans) if it's updated to include the option of a similarly-powerful Yamanaka.

Honestly, Hazo and Ino and Mari and Noburi being out of the village together for a while is a scary prospect. Last time we left, the Hagoromo took advantage of the opportunity to do significant reputational damage. With another one of our allies off the board? Seems like a bad time.

I will vote for literally any plan that has us finding out Sasha's preferred build and native Element, just ping me about it. If it is taken out later on to conserve wordcount, you will lose my vote.

Do you have an agenda you want to push? Here's your chance to earn at least once vote for it.

I will vote for this (and similar plans) if it's updated to include the option of a similarly-powerful Yamanaka.
Sure, no problem, give me a minute to edit it in, and then refresh your page?

"One thing," Mari said. "You asked me to keep an eye on the adoptees and their dynamics, and I'm increasingly convinced that we need to slow the pace of adoptions. We're already outnumbered, and I have a feeling things are going to go horribly wrong if the handful of us try to manage more and more people when we barely have time for what we've got, all while we still have issues with the clan culture. I'm not saying we risk facing a rebellion or anything, but, well, let's just say it's not a good idea to rock the boat too much when in many ways we're still flying blind when it comes to running a clan, plus our attention's already taken up with other things."
Credit goes to @FaintlySorcerous, who wrote this plan originally for a previous cycle.

[X] Action Plan: An Ounce of Prevention Beats A Pound of Cure
  • Discuss with Mari, Ino, Noburi, Kei, and Snowflake (MINKS).
    • Additionally, encourage Mari to share a few more of her ninjutsu.
    • Over half the clan shares her Lightning Element; more ninjutsu could be genuinely gamechanging for them.
    • At the very least, share the techniques she contributed to the Tower with the Clan.
  • Meet with aggrieved Goketsu, either individually or in a group as MINKS recommend.
    • Goals, in order. Follow the general structure
      • Understand their issues and the drivers (logical and emotional) for these issues.
      • Understand their desired outcomes and the reasons (logical and emotional) they want these things.
      • Work collaboratively towards a mutually-acceptable solution.
    • Meta-goal: demonstrate that you respect them and want to work with them, not just boss them around.
  • Tone/approach:
    • Hazo Classic: open, honest, earnest.
    • Let them lead. Be consultative. Listen. Focus on understanding problems and root causes before proposing solutions.
    • If Hazo gets frustrated, ask for a minute before reacting/responding.
    • There are systemic issues here (clan vs. clanless vs. KEI) that are related but beyond your scope to entirely fix. If things drift, acknowledge the problems and re-focus on the issue at hand.
  • Open with:
    • Demanding that they hand over their jutsu without talking to them first was a bad move.
    • You're new at being a clan head. You make mistakes; that was one of them.
    • You're sorry.
  • You want to have a positive relationship with all the Goketsu - not just the ones you lived in the woods with. To that end, you want to navigate this with them.
    • Explain, in broad terms, what Goketsu tricks/techniques they do/don't have access to (excluding FOOM), and why.
      • You need to re-assess sharing MARS (explain what it is) because it might have leaked with Akane's death. But beyond that? What they have is what everyone has.
        • Explain that MARS was invented after the end of the war.
      • We've taught you every nonclassified jutsu that we have access to.
      • That said, we want to be doing more. What seals or techniques should we look for/invent that would help you?
    • Tiered access is normal for clans, but you don't want Goketsu to be normal - you want to do better than that.
      • You think clan secrets are a little stupid. The Contest proved it - clans hoard knowledge. Why?
      • What do they want? What issues do they see? Do they have ideas? You need policy for this.
        • This is an opportunity for them to have a pretty big impact - other clans listen to Goketsu, and if they can come up with something that works, it'll likely set precedent for other clans.
  • Hazo's suggestions:
    • Donate Goketsu jutsu/seals to the KEI one-for-one.
    • They set fixed prerequisites for teaching their techniques to other Goketsu (e.g., intermediate proficiency with the element, focus on hand-to-hand).
  • OFFSCREEN:
    • Begin researching 4FSoP with standard procedures.
    • Continue MS8 research.

  • Aggrieved clanmates:

Hazo isn't asking Yuno to change
This seems transparently false? This is all about us helping her change her outlook/philosophy.
Adding in one incoherent/dishonest line undermines the rest of the beautifully-done honesty and openness.

Please adjust this line, or explain why it is better as-is. I'd really like to vote for your plan.

OFFSCREEN:
  • Begin researching 4FSoP with standard procedures.
  • Continue MS8 research.
  • Use a prep day to estimate the difficulty of CAPS
Suggested improvement. Also, aren't we nearly done with rocket boots? Shouldn't we finish those before starting 4FSoP?

Chakra Adhesion Penetration Stopper

The proposed seal is chakra adhesion (CA) activated, a nearby pulse of CA activates the seal, which then absorbs/blocks/deflects the CA pulse, and then deactivates permanently.

The intention behind the propose seal is that stacking RB and CAPS ABABAB.... would provide repeatable uses of RBs, as each CAPS protects the seals under it from being activated, and then deactivates permanently and opens up the next RB to use.

Suggested improvement. Also, aren't we nearly done with rocket boots? Shouldn't we finish those before starting 4FSoP?
Rocket boots does make sense to finish. The problem is people want to jump straight into RRBs modded for difficulty to unstagnate us afterwards, instead of 4fsop. Very tunneled in on Big Punch Number.

4fsop is jonin prior to notes chunin after, so we should be able to make one *hell* of a defensive seal here by unstagnating with it. You need to do a round of infusion to know if a seal will unstagnate you unfortunately, prep days aren't enough.
I'd start with "4fsop with looser element placement requirements"

"Another meeting," Noburi groused, setting his barrel down next to his chair with an altogether louder thud than was warranted. "Must be a day ending in Y, as in 'y am I here and not doing something useful at the hospital?'"

"That was my initial reaction as well," Kei agreed. "However, I soon found myself reconsidering the matter from a more, dare I say it, positive angle. After all, were Hazō not diverting us from our important daily business in order to consult us, he would instead be making the same decisions unilaterally."

"I retract everything I said," Noburi replied instantly. "Hazō, I'm here for you whenever you need me. In fact, even if you think you don't need me, you should call me anyway just in case."
Man, it's almost as if organizations like to hold regular meetings to keep everyone updated on relevant matters. We really should make this regular.

If your final goal is to make a version of 4FSoP at our max level, it makes sense to make the regular version first in order to reduce the complexity as much as possible. On-level projects that have no complexity reductions take months and months. Definitely worth making the jonin version first.
