I think I low balled things a bit. Kakara is charismatic enough that she could likely get that reaction without telepathy. Should have done something like here going to a flithly trash covered part of town and given a speech about littering and cleanness that inspires the spontaneous formation of a clean up brigade. Leading to a complete chance of fortune for the area and raising real estate values by 30%.
We should run for president.

Like, don't get me wrong, I play into the white girl stereotype just fine when it comes to Pumpkin Spice Lattes but the lines are just stupidly long.

It starts earlier every year. Soon, it will just be one more perennial flavor out of dozens. Sort of like how Christmas would dominate America and everybody would pay their taxes directly to Hallmark if Halloween weren't still desperately holding the line after Turkeyday defected to the dark side.

Kakara stood in front of the class. The point of oral presentations was to get people over their shyness and used to public speaking. Kakara however had never had any problems with public speaking and could likely ace this presentation in her sleep. But she could do better then just get a good grade. For this presentation she was going to give herself an extra credit assignment, not just impress the teacher and show her knowledge of the subject. She had deliberately been last to pick from the available topics in order to get the one that her classmates found the most boring.

With the secret of ki out, Kakara was much more free to experiment then she had been before. With this new freedom, she had made an interesting discovery. People not used to telepathy tended not to recognize it. In fact, if you sent the thoughts quietly they were likely to think the thoughts their own. This has interesting applications and gave a whole new meaning to the saying that every conversation has multiple levels.

With her mouth she said "A fabric softener is a liquid composition added to washing machines during the rinse cycle to make clothes feel better to the touch."

With her thoughts she said the exact same thing. This had the effect of adding extra emphasis and importance to her words. They heard her not just with their ears, but with their minds.

"These products work by depositing lubricating chemicals on the fabric that make it feel softer, reduce static cling, and impart a fresh fragrance."

'[The feel of soft fabric],[The idea of static cling and how it can be annoying], [The smell of fresh fragrance that smells good]' Sometimes she would add in extra context to her words that would be impossible to convey with sound alone.

The presentation went on in the same style. This was the fourth presentation of the day. For the previous 3 presentations the class had been nearly falling asleep. For this presentation the students were all on the edge of their seats hanging on her every word.

"In conclusion, fabric softener is a vital and important part of our daily lives."

'[The idea of scratchy itchy clothing and how glad we are that we don't have to deal with it]'

The class rang out with enthusiastic and loud applause. Many of them rubbing their clothing between their fingers with new appreciation.

"Woof", said the dog.

There are other applications for the trick. Like to whisper yet everyone hears you. Also have a voice that cuts though all the chatter.

Trying to think of possible actions for him. I guess he might have broken though the seal and talked to other people. Not sure who he could trust.

He could have gone Super Saiyan 2. We have gotten indication that it might be done safely in here. In which case we really need to learn how to replicate it.

Don't think he could really improve his basic fighting or learn ki moves. Without a teacher or even books that would really really hard. In fact his hand to hand might have degraded considering he is limited to shadow boxing.

He has likely improved his own style seeing as that is his own invention anyway. However he has not been able to test it's effectiveness until now so he might have included some unoptimized moves or techniques into it. A bit like our researching command theory, but worse considering he has no one to bounce ideas off of.

He also might have done alot of meditation and self reflection. Really devoping any traits he might have. Hope he has avoided any self destructive feedback loops. Considering @PoptartProdigy 's other character in the RP that is something to definitely worry about.

I expect his actions have largely been working on his magic and studying how it interacts with the Seal, so he could project through it (like he has when he's spoken to us, or during the battle).

He may also have developed some of his traits, but I'm not sure if that would have been practical - with limited or no outside stimulus, he can't talk to anyone but himself (and occasionally Jaron) - it would be hard to consider traits in that fashion, unable to see how your beliefs interact with the world.

We know that he has - this is how he spoke to us. The first time he did, it drained all his magical power AND all of his ki, to get like 8 words. I doubt he's talked to many others.

Super Saiyan 2 doesn't just require training, as Poptars has said. It requires a real need to go further. I know he has/had the trait "You Have To Create The Need", but I'm not sure it would have been enough to get him there. If he had, there's no doubt in my mind he'd have raised his base power again (since each transformation breaks caps) and we would be feeling his elevated level.
 
I hope that he has developed a patient trait. Useful for not going insane.

Assuming he knew the secret. They might not tell Scions until they transform just to be safe.

I'm not so sure. Jaffur is to fighting what we are to non-combat Ki usage. Which I honestly call hax on: we get a large bonus to Ki Talents and a small bonus to Ki Manipulation, while he seems to get a large bonus to both Hand-to-Hand and Ki Manipulation, and likely gets a small bonus to Ki Manipulation.

Well, depends on whether he could achieve that while inside the Seal, and whether he knew the secret behind it.

Goku deduced the secret, given a year locked in a box with his son with nothing to do but train. No one knew it before him, no one told him. He just figured it out, as a natural byproduct of practicing his super-saiyan form as much as possible in an attempt to prepare himself to fight Cell.

If he could do it, why couldn't Jaffur? He's under comparable conditions; hell, his mindscape even looks like the place Goku worked out the secret in! :p

The biggest reason super-saiyan rebels never discover the secret, I suspect, is not that it's actually hard to do. It's that training a full power super-saiyan requires the trainee to spend as much time as possible in the super-saiyan state, for extended periods, including mundane activities. It's endurance training, not strength training, that allows you to maximally use the super-saiyan state.

If you're a super-saiyan rebel on Exile Garenhuld, you can't do that. There are going to be few or no places in the world where you can train the super-saiyan form for very long at a stretch without being detected. The Talt rebels, for example, held 'family parties' in one of the Hall's high-energy rooms, we know that... but they can't possibly have stayed down there for days at a time without people asking questions. Even if they knew the secret of FPSSJ, they might not be able to access it.

Rebels can access the transformation to get into the base form, and under the right conditions they may be able to patch together the Ascended/Ultimate forms if their "train in secret" setup is really good. But because they can't legally spend months where they're in super-saiyan form all the time their endurance allows, and because no illicit bootleg training scheme is reliable enough... they never fully master the transformation.

Goku was also prodigy(check) with years of experience(sorta check) with a relaxed and calm mindset focused on self-improvement(nope). Vegeta, despite also being a prodigy, didn't figure out the transformation, because he had a different mindset.

Also, after centuries, the idea of there being some super secret, complicated trick behind it would have firmly rooted itself in the Exiles collective consciousness. So they would be actively looking for some method, which is counterproductive.
 
Well, that fairly literally answers my question- "why couldn't Jaffur?"

I suppose it's more accurate to say:

Jaffur has had as good an opportunity to discover the secret of the full power transformation as Goku had, possibly better. Like Vegeta, who failed given the same opportunity, he may have failed. On the other hand, like Goku, he might have succeeded. Either outcome is plausible.

Can...can WE arrange to be Sealed for a few months? It would be ridiculously convenient if we got a 'Karen/Scion' clone to run around for us for a few months while the three/four of us spent some time Sealed inside our brain working on research and ki talents and stuff.

How awesome would it be if we took Dandeer's atrocity and turned it into a completely legitimate research tool? Oddball forever, yo.

I don't feel like explaining why using magic that we don't understand, think is an abomination and was only possible because of a super saiyan sorcerer messing with energies he does not understand to do the quest equivalent of Harry Potter's accidental magic so that we can ditch our duties and subside social interactions to a sentient being created from magic that might as well be our sister and that we have no idea what to do with afterwards, in order to train skills in a mindscape we don't know if it would let us train them effectively and might even have different rules than reality under the basis we could split our mind without splitting our bodies to maximize the time we can train them when it is imposible to do it with our spirit separated from our bodies and when poptart told us that forming new personalities in our same body to handle other things would be a legendary tier multiform elite talent/research project, might be a bad idea. Specially when we don't have a master sorcerer we could trust to do that since Dandelor has to remain hidden and teach Jaffur.

I'm going to be honest... I don't really think this is a good field of study. There's considerable risk of mental damage or thorny ethical issues arising.
